Yes, You Can Ship an iOS App Without Owning a Mac—Here’s How GitHub Actions Fits

GitHub-hosted macOS runners can build and upload an iOS app without a Mac you own, but Apple enrollment, signing, App Store Connect, and review still apply. Free usage depends on repository visibility and plan.

Yes. A GitHub-hosted macOS runner can build and sign an iOS app, then upload it to App Store Connect, so you do not need to own a Mac as your CI build host. But this does not bypass Apple’s requirements: App Store distribution still involves Apple Developer Program enrollment, code signing, an archive, and Apple’s submission and review process. GitHub Actions is not automatically free for every project or account, either.

Can you build an iOS app without owning a Mac?

Yes. GitHub-hosted macOS runners are virtual machines that you select in an Actions workflow using a runner label. GitHub lists both Apple silicon M1 standard macOS images and Intel runner labels; the operating system image, processor architecture, and installed tools depend on the label you choose. See GitHub’s hosted runner documentation.

Your project still needs to build successfully with the Xcode version and other tools available on the selected image. A moving label such as macos-latest can point to a different image over time. For a more predictable build environment, select a specific supported macOS image label that meets your project’s requirements, and update it deliberately when you are ready to adopt a newer image.

Are GitHub Actions macOS minutes free?

GitHub’s current billing documentation, accessed in 2026, says standard hosted-runner usage is free for public repositories. Private repositories get monthly included Actions minutes based on the account plan; usage beyond the included amount can be billed. The current listed private-repository allowances are:

GitHub’s current billing table lists standard macOS 3-core or 4-core runner use at $0.062 per minute, compared with $0.006 per minute for a standard Linux 2-core x64 runner. These are current listed rates, not a guarantee of future pricing; check GitHub’s live Actions billing documentation before setting a budget. Your cost depends on repository visibility, plan, available included minutes, runner usage, and billing settings. A macOS build that runs longer than expected can consume private-repository allowance or create overage charges.

What Apple requirements remain?

A cloud Mac replaces the machine you own; it does not replace the Apple distribution workflow. Apple says TestFlight and App Store distribution require membership in the Apple Developer Program and an archive of the app. Apple creates an App Store Connect account after enrollment, and you upload builds there for TestFlight or App Store distribution. Consult Apple’s build upload guidance and its submission overview.

Before distribution, prepare the app’s configuration, including its unique bundle ID, build string, app icon, and launch screen, as described in Apple’s distribution preparation guidance. An upload is only one step: the build must be processed, and App Review and release are separate stages. A successful CI run or upload does not mean Apple has accepted or publicly released the app.

How to set up the GitHub Actions workflow

  1. Choose a deliberate trigger and runner. Set the workflow to run on a manual dispatch or a release tag rather than every event if you want to control when signing and upload occur. Choose a macOS label that matches the project’s Xcode and architecture needs; do not assume macos-latest will always use the same image.
  2. Check out the source and select the required toolchain. Configure the workflow to use the Xcode version your project supports on that runner image. Runner labels and installed tools change, so verify compatibility for your own project rather than assuming a given label will build it.
  3. Make signing credentials available securely. GitHub’s guide demonstrates storing the signing certificate and provisioning profile as GitHub secrets and importing them on a macOS runner. Store the certificate password and temporary keychain password as protected secrets too. Restrict who can access secrets, avoid exposing them in logs, and remove temporary keychain and profile material after the job. See GitHub’s Xcode signing and deployment guide.
  4. Build and archive the app. Use the project’s build configuration to produce an archive signed with the appropriate certificate and provisioning profile. The exact signing setup depends on the app, team, and provisioning configuration; a general example is not a guarantee that every project will work without adjustment.
  5. Upload to App Store Connect. Apple supports uploads through Xcode, Swift Playground, altool, Transporter, or the App Store Connect API. Choose a route that suits the workflow and configure the necessary credentials and permissions. The account role used for an upload must be authorized; Apple describes roles and upload steps in its upload documentation.
  6. Complete the App Store Connect steps. Check that the build has been processed, finish the app’s metadata and submission details, and submit it for review when ready. Uploading does not itself complete review or release.

Which runner and signing approach should you choose?

Public or private repository

For a public repository, GitHub’s current policy makes standard hosted-runner use free. For a private repository, compare your monthly included minutes with expected workflow usage and check whether overage billing is enabled. The allowance and rate depend on the plan and may change.

Pinned macOS label or a moving latest label

A specific image label gives you a clearer basis for maintaining a known OS and toolchain combination. A latest label can reduce the need to track image updates manually, but it can also move to a different environment. In either case, confirm the installed Xcode version and processor architecture against your project.

Manual signing or a team-supported managed option

Manual certificate and provisioning-profile handling gives the workflow direct responsibility for importing and protecting signing materials. Apple’s available signing options depend on your team and setup, so use an alternative managed approach only when it is supported by the account and project. Whatever approach you choose, secrets should be narrowly accessible and excluded from logs.

Xcode upload or another supported route

Xcode can handle uploads in an Apple-centered workflow. Transporter, altool, and the App Store Connect API are other Apple-supported routes; the right choice depends on your automation needs and the credentials and permissions available to the workflow. Apple’s upload instructions explain the supported options.

What this setup does—and does not—solve

GitHub Actions can provide the macOS build host for a CI workflow, so you do not need to buy or maintain your own Mac for that role. You remain responsible for a compatible project configuration, secure signing, Apple Developer Program membership for distribution, and App Store Connect submission steps. Budget for macOS minutes if the repository is private, and treat the runner as an automated build environment—not a shortcut around Apple’s distribution rules.
