Neither platform is universally better. Choose PC Game Pass in the Xbox PC app if you want a changing library for one subscription and regularly play enough included games to justify the fee. Choose Steam if you prefer buying individual games and value its established community, Workshop and discovery tools. Many PC players use both: compare the specific game, current local price, access terms and features instead of treating the launchers as mutually exclusive.
This is a platform-model decision, not a measured speed contest. No independent benchmark or satisfaction study establishes that one launcher runs games faster, and the game itself, your hardware and the publisher’s support usually matter more than the front end.

At a glance: which platform fits your priorities?
| Decision | Xbox PC app / PC Game Pass | Steam |
|---|---|---|
| How you get games | Subscription access to an included PC Game Pass catalog while the subscription is active and the game remains included. | Storefront purchases, with sales and automatic updates; check the individual game’s current license terms. |
| Library stability | Catalog, titles, features and availability can change by time, region, plan and platform. | Purchased games remain associated with your Steam account under the applicable account and store terms; the reviewed overview does not define every title’s license. |
| Community and discovery | Browsing, recommendations, friends and chat are highlighted on the PC Game Pass page. | Community features, Workshop content for supported games, achievements, recommendations, early access, chat and other discovery tools. |
| PC requirement | Xbox lists Windows 10/11 version 22H2 or higher; each game has separate requirements. | Check Steam and the particular game for current operating-system and hardware requirements. |
| Refund approach | The Xbox page describes subscription cancellation and a limited, one-time refund for a recent recurring charge under stated conditions. It is not a general rule for game purchases. | Valve’s standard policy generally allows a request within 14 days of purchase and with less than two hours of play, subject to exceptions and regional rights. |
| Controller support | Verify support on the individual game’s listing or documentation. | Valve encourages developers to support Xbox, PlayStation and Nintendo controllers, but implementation is game-specific. |
For the subscription’s current catalog, requirements, regional offer and terms, use Microsoft’s PC Game Pass page. For Steam’s feature overview, see Valve’s Steam overview.

PC Game Pass is temporary catalog access
PC Game Pass works like a rotating library. While your subscription is active, you can play games included in the PC catalog. Access ends when you cancel or the subscription expires, and it can also end when a title leaves the catalog. Xbox warns that the catalog’s titles, number, features and availability vary over time, by region, by plan and by platform.

- MODERNIZED DESIGN — Experience the modernized design of the XBOX Wireless Controller with sculpted surfaces and updated geometry that enhances comfort and control during long gaming sessions.
- PRECISION PERFORMANCE — Stay on target with a hybrid D-pad and textured grips on triggers, bumpers, and back case for improved accuracy and handling.
- SHARE BUTTON: Seamlessly capture and share content such as screenshots, recordings, and more with the new Share button.
- VERSATILE CONNECTIVITY — Connect via USB-C for plug-and-play on console and PC, or quickly pair and switch between supported devices with XBOX Wireless and Bluetooth support.
- BUILT-IN AUDIO SUPPORT — Plug in compatible headsets using the 3.5mm audio jack for direct voice chat and immersive in-game sound.
That model is useful when you want to sample several games, play a new release that is included, or avoid paying the full price for a title you may finish quickly. It is less suitable for a game you expect to revisit years from now unless you are willing to buy it separately when necessary. Before subscribing, search the local catalog for the exact games you intend to play; an inclusion seen in one country or plan is not evidence that it is available in yours.
Steam is a purchase storefront
Steam presents itself as a storefront where you buy games, take advantage of sales and receive automatic updates. A purchase is not the same as an unconditional promise of permanent ownership: access remains governed by your Steam account and the applicable store and game terms. Check the listing for the title you want rather than assuming every game has identical rights, requirements or online services.
Valve’s overview page advertises “nearly 30,000 games.” That is Valve’s own changing catalog description, not an independently audited count; the page was accessed on 13 October 2026. The number is less important than whether Steam carries the specific game, its supported operating system, its controller implementation and the community content you want.

Pick the symptom - the matching free tool is one click away.
Catalog turnover and long-term library planning
A subscription makes the cost of experimentation predictable, but the library is deliberately temporary. Track the games you are actively playing and note any announced departure dates. If a favorite is leaving, you may need to purchase it or finish it before access ends. A subscription also does not guarantee that a particular edition, downloadable expansion or feature is included; verify the exact listing and plan.
Steam’s purchase model avoids the Game Pass catalog-expiration event for a title you bought, but it shifts more cost and selection work to you. Sales can make individual purchases inexpensive, yet buying a large backlog can cost more than a month of subscription access if you play only a few games. Conversely, a game you replay for years can be cheaper as a single purchase than maintaining a subscription solely for that title.
Features that can decide the choice
Community, mods and Workshop
Steam documents community chat, user recommendations, achievements, early-access listings and Workshop support for games that implement it. Workshop can simplify finding and subscribing to player-created maps, items or other modifications, but support is not universal: the developer decides what a game exposes and how updates affect mods.

- Versatile compatibility: supports Xbox Series X/S, Xbox One X/S consoles and PC Win10 and above (including the game platform Steam).
- Precise control: features Hall joysticks and Hall triggers for a comfortable feeling, long service life and improved game accuracy.
- Plug and Play Convenience: Wired USB connection (removable) for easy setup and instant play without the need for additional drivers.
- Customizable experience: Includes 2 custom backbuttons that allow users to eliminate false triggers and improve their gaming experience.
- Impressive gameplay: Provides a pulsating vibration trigger and an asymmetric vibration grip motor for intense tactile feedback.
The Xbox PC Game Pass page emphasizes browsing, recommendations, friends and chat. Those tools can be enough for discovering and coordinating games, but the page does not establish a Steam-equivalent Workshop system for every PC Game Pass title. If a game’s mod ecosystem is central to your decision, inspect that game’s own documentation and community before choosing a launcher.
Recommended Free Tools
Recommendations and discovery
Game Pass is designed for browsing a changing catalog, so it suits players who enjoy trying something because it is included. Steam’s store combines recommendations with a very large catalog, sales and early-access choices. Neither recommendation system guarantees quality or compatibility; use the game’s system requirements, controller notes and refund rules as a second check.
Friends and chat
Both services highlight social features. Xbox lists friends and chat in its PC app materials, while Steam lists chat alongside its broader community tools. Your friends’ platform and the game’s own cross-play support may matter more than the launcher. A game can require a separate publisher account or service, so confirm its current multiplayer instructions.
Price, billing and refund differences
Check the local Game Pass offer, not a headline price
Xbox says recurring billing is switched on by default. Promotional offers can be restricted by region and member eligibility, then continue at the regular price in effect after the promotion unless you cancel. Prices and terms can change. At checkout, verify the currency, introductory period, renewal date, recurring amount and cancellation conditions for your account and country. Do not use a price displayed for another region or an expired promotion to calculate your value.
The Xbox page links cancellation and refund information and describes a limited, one-time refund for a recent recurring charge when its stated conditions are met. That is a subscription-billing remedy, not a blanket promise that any PC game purchase made through the app can be refunded.
Steam’s published game-refund rule
Valve’s Steam Refunds page says the general game and software offer is a request within two weeks of purchase and with less than two hours of playtime. Exceptions apply, and consumer-protection rights can provide additional remedies in some jurisdictions. The page states that it was last updated on 23 April 2024. Read the current policy before relying on the window, especially for downloadable content, bundles, preorders or titles with unusual terms.

It introduces powerful new features such as gyro settings, stick curve adjustments, and button-to-mouse mapping, giving you deeper customization and more control than ever before.
Practical implication: on Steam, test a newly purchased game promptly and keep playtime below two hours while deciding. On Game Pass, the relevant risk is usually continued subscription billing or a catalog departure, so record the renewal date and check whether a game is scheduled to leave.
Compatibility and installation checks
Xbox PC app requirements
Microsoft’s PC Game Pass page specifies Windows 10 or Windows 11, version 22H2 or higher. That is the platform baseline, not a guarantee that every game will run. Individual titles can require a newer graphics API, more memory, a particular processor, storage capacity or an online connection. Compare your system with the requirements on the specific game’s listing before installing.
Steam requirements are title-specific too
The reviewed Steam overview does not provide a complete operating-system and hardware matrix. Use the game’s Steam store page and the developer’s current support information for minimum and recommended specifications. Requirements can differ between editions and may change when a game receives a major update.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →A repeatable pre-install checklist
- Write down the exact edition and platform version you intend to use; standard, deluxe and expansion bundles may not have the same requirements.
- Check the local Game Pass catalog or Steam listing immediately before installing. Confirm that the title is included in your plan or that the purchase is the edition you want.
- Compare the listed operating system, processor, memory, graphics hardware and storage with your PC. Treat “minimum” as a baseline for running, not a promise of high settings.
- Read controller and multiplayer notes on the game page. Do not assume support because the launcher recognizes your controller.
- For mod-heavy games, confirm Workshop or another supported mod method and review the game’s update and compatibility notes.
- After installation, launch once before investing in add-ons or long sessions. If it fails, use the game publisher’s support instructions and the launcher’s current help pages rather than assuming the other storefront would solve a game-level problem.
Controller support: verify the game, not just the launcher
Steam says developers are encouraged to include support for Xbox, PlayStation and Nintendo controllers. “Encouraged” does not mean universal: button prompts, vibration, gyro input and wireless features can vary by game. Xbox PC app availability likewise does not establish that every included title supports every controller.
Check the game’s input documentation, recent community reports and system requirements before buying hardware. A controller is optional for both platforms unless a particular game requires or strongly favors one. If you already own a controller, test its wired and wireless modes during the applicable refund or subscription period.
A decision process that works for most players
1. List the games you will actually play
Make two lists: games you want to sample this month and games you expect to keep for years. Search the current local Game Pass catalog for the first list and Steam for both. If the title is absent from one service, the platform decision may already be made.

2. Match the access model to your habits
- Choose Game Pass when you finish or abandon many games, want to explore a rotating selection, and can accept losing access when your subscription ends or a title leaves.
- Choose Steam when you replay a small set, want a purchased library, or prefer to wait for a sale and own access under the applicable account terms.
- Use both when some must-play titles are included in Game Pass while your long-term favorites, mod projects or early-access choices are on Steam.
3. Calculate the real local cost
For Game Pass, use the amount shown at your local checkout, include the post-promotion renewal price and multiply by the months you expect to keep the subscription. For Steam, compare the current sale or standard price of the exact editions you need. Do not count a promotional subscription rate as a permanent price.
4. Check feature dependencies
Prioritize Workshop and community infrastructure if you depend on mods, guides or user-created content. Prioritize catalog breadth and low-friction sampling if you want to try many games. Verify cross-play, publisher accounts and controller behavior at the game level in either case.
5. Recheck before paying
Catalogs, offers, requirements and policies change. Open the official Xbox page and the current Steam listing on the day you subscribe or purchase, then save the renewal date or receipt. This final check prevents a regional catalog mismatch, an expired promotion or an edition with different requirements.

“I play several new games every month.”
Start with PC Game Pass if the games you want are included in your local plan. The subscription can make experimentation economical, but keep a shortlist of titles you would buy if they leave the catalog.
“I mainly replay a few games and install mods.”
Steam is usually the more natural first stop because its purchase model suits a stable personal library and its Workshop tools exist for supported games. Confirm that the particular game uses Workshop and that its developer supports your preferred mods.
“I want one specific blockbuster.”
Compare the title’s current availability, edition, price and requirements on both services. If Game Pass includes it, calculate how long you would need the subscription; if not, compare Steam’s current purchase price and refund eligibility.

“My friends are split between platforms.”
Check the game’s multiplayer and cross-play support before choosing. Friends and chat in a launcher do not guarantee that a game’s matchmaking crosses storefront boundaries.
“I am unsure whether my PC can run it.”
Use the individual game’s requirements, not the launcher’s baseline. Windows 10/11 version 22H2 or higher satisfies the stated PC Game Pass platform requirement, but it says nothing by itself about graphics performance for a demanding title.
Using both launchers without creating confusion
Installing both is practical when their roles are clear. Use Game Pass for catalog experiments and included games; use Steam for purchases, Workshop content and titles you want in a long-term collection. Keep separate notes for which account owns or includes each game, because uninstalling a launcher does not transfer an entitlement to the other service.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Before installing a second copy, check save handling and publisher-account requirements for the game. Some titles synchronize saves through their own service, while others keep local files or use launcher-specific cloud systems; the game’s documentation is the authority. Do not assume that buying a Steam edition will import every add-on or save from a Game Pass edition.
Limitations you should factor into the decision
- Catalog and pricing information is volatile. Xbox explicitly says availability varies by time, region, plan and platform, and promotional prices can change.
- Requirements and controller behavior are game-specific on both services.
- Steam’s “nearly 30,000 games” figure is a vendor-published description, not an audited market count.
- No independent performance, market-share or satisfaction measurement establishes a universal winner.
- Offline behavior should be confirmed in current first-party and game-specific documentation; the available Xbox product material does not establish a blanket offline-play rule.
Verdict
Pick Xbox PC Game Pass for breadth of experimentation and a subscription that matches a high-throughput playing habit. Pick Steam for individual purchases, a more documented community and Workshop ecosystem, and a library built around games you intend to keep returning to. Compare the exact game, local terms, requirements and controller or mod support each time. For many PC gamers, the best answer is a deliberate combination: subscribe when the rotating catalog offers value, and buy the games whose long-term access or community features matter most.
