x402 vs ACP vs Escrow: Choosing the Right Payment Protocol for AI Agents

By Freedom251 Team · · 11 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use x402 for an immediate machine payment, ACP for an agent completing a merchant checkout, and escrow-based settlement when money must remain reversible until fulfillment. They are complementary rather than competing versions of the same product. x402 turns an HTTP 402 response into a signed, verifiable payment for a protected digital resource. The Agentic Commerce Protocol (ACP) structures the interaction among a buyer, an AI agent and a business. Escrow adds a payment lifecycle—authorize, hold, capture, expire, reclaim or refund—for orders that may be cancelled or fulfilled later.

The right choice follows the transaction shape: one request and one digital result favors x402; a shopping or merchant relationship favors ACP; delivery, appointments, inventory risk or disputes favor escrow. A single system can use all three at different layers.

What each protocol is designed to do

x402: a machine-payment rail for HTTP resources

x402 is an open payments protocol developed by Coinbase for autonomous transactions by AI agents. It uses the reserved HTTP 402 Payment Required status to tell a client that a resource is available after payment. The protected resource can be an API response, tool result, model inference, data item, article or other digital output.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The protocol is powered by on-chain payment technology and digital currencies, primarily stablecoins such as USDC. Instead of opening a human checkout page, the client receives machine-readable payment requirements, selects a supported scheme and network, signs a payment payload, and retries the request. A server or facilitator verifies the signature and settles the payment before returning the result.

  • Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

This makes x402 a pay-per-request mechanism. It does not define a complete shopping cart, shipping workflow, identity check or post-purchase dispute process. Its strength is a short path from authorization to access when the paid item is digital and the amount is acceptable as an effectively final transfer.

ACP: a structured agent-to-merchant checkout contract

The Agentic Commerce Protocol is an interaction model and open standard maintained by OpenAI and Stripe. It connects a buyer, the buyer’s AI agent and a business so they can complete a purchase through a structured exchange.

ACP carries the commerce context that a merchant checkout needs: product or order information, a handoff between the agent surface and the seller, and interaction with payment credentials or the merchant’s payment processor. It answers the question, “How does this agent complete a purchase with this business?” It is not a generic replacement for metered API billing and does not prescribe every authorization, identity, fulfillment, cancellation or refund policy a merchant may require.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An ACP transaction can ultimately use a card, a tokenized credential or another payment rail selected by the merchant. ACP therefore sits at the commerce-interaction layer, while the underlying processor remains responsible for the payment method’s own rules.

Escrow-based settlement: a reversible payment lifecycle

Escrow-based settlement separates the moment funds are authorized from the moment they are captured. A permissionless Commerce Payments Protocol describes this pattern as on-chain payments that mimic traditional “authorize and capture” flows.

Funds can be reserved with limits and fees, held until an agreed fulfillment condition, then captured in full or in part. If a deadline passes or an order is cancelled, expiry, void, reclaim and refund operations provide explicit recovery paths. This model fits a physical delivery, travel booking, appointment, staged service or any purchase where the seller cannot complete fulfillment in the same request-response round trip.

Escrow is not just a checkout screen. It is a state machine that needs deadlines, permissions, fulfillment evidence, liquidity for refunds and accounting reconciliation. Those controls add integration work, but they address risks that an irreversible one-shot transfer cannot.

How an x402 payment works, step by step

The official x402 flow is an HTTP negotiation followed by signature verification and settlement:

  1. Request the resource. An agent or application sends its normal HTTP request to an API, tool endpoint or content server.
  2. Receive a 402 challenge. If payment is required, the server returns HTTP 402 with machine-readable requirements such as the amount, accepted payment scheme, token and network.
  3. Select a compatible option. The client checks its wallet policy, supported chain, token balance and risk limits. It should reject a request if the network, token or amount is outside policy.
  4. Create a signed payload. The client signs the payment authorization using the scheme’s required data. The private key stays under the client’s wallet controls; the server receives the signature and payment details.
  5. Retry with payment. The client sends the original request again with the x402 payment signature in the protocol’s expected header or payload format.
  6. Verify. The resource server or a facilitator checks the signature, amount, recipient, nonce or replay protections and other scheme rules before treating the payment as valid.
  7. Fulfill the request. After successful verification, the server generates the API response, tool result or content item.
  8. Settle and report. The server or facilitator submits settlement to the blockchain when required and returns the resource together with settlement information.

Verification and fulfillment can be arranged so that an invalid or replayed authorization never unlocks the resource. Production deployments must confirm which schemes, networks, tokens and facilitators their SDK and server actually support; “x402-compatible” alone does not identify those choices.

What x402 costs and how finality affects risk

The x402 whitepaper reports approximately 200 ms settlement finality on Base and nominal gas of about $0.0001 for x402 on Base. These are vendor-authored, illustrative figures tied to the whitepaper’s stated network and assumptions, not universal benchmarks. Congestion, fee markets, token approvals, facilitator policies and application design can change the result.

The same material describes x402 as having “no rolling chargeback windows, no settlement delays—just real-time access and revenue collection.” Read that as the intended on-chain model: once a payment is settled, it is generally final rather than protected by a card-style chargeback period. That is attractive for low-value digital access, but it transfers refund and fraud exposure to the application. A service should define what happens when a paid request fails after settlement, when a client signs the wrong amount or when a provider returns an unusable result.

How ACP handles a merchant purchase

ACP is best understood as a contract for the interaction, not as a new universal currency or a mandatory settlement network. A typical sequence looks like this:

  1. Discover the offer. The agent receives product, price, availability and seller information in a form the merchant can support.
  2. Build order context. The agent and merchant exchange the selected items, quantities, delivery or service details, taxes and other order data required for a valid checkout.
  3. Hand off for authorization. The agent presents the merchant’s checkout interaction or an equivalent ACP-defined handoff. The buyer’s payment credential is used according to the merchant’s processor and consent rules.
  4. Confirm the purchase. The business accepts or rejects the order and returns an order identifier, amount and status.
  5. Fulfill and update. Shipping, appointment, cancellation and support events continue through the merchant’s systems and policies.

ACP is useful when the important problem is preserving buyer and merchant context across an agent interface. It does not automatically guarantee inventory, identity, fraud screening, delivery, returns or refunds. Those remain responsibilities of the merchant integration and the payment rail selected underneath.

How escrow-based settlement handles delayed fulfillment

Escrow introduces explicit states instead of treating authorization and completion as one event. A robust implementation normally defines the following lifecycle:

  1. Authorize and reserve. The buyer signs an allowance for a stated amount, token and recipient. The contract records limits, fees and the authorization deadline.
  2. Wait for a fulfillment signal. A merchant, operator, oracle or other trusted component supplies evidence that inventory was allocated, a trip occurred, an appointment was completed or another agreed condition was met.
  3. Capture. The authorized amount—or an approved partial amount—is released to the seller. A system should enforce that capture cannot exceed the original limit or occur after expiry.
  4. Expire or void. If the condition is not met by the deadline, the authorization can be voided or allowed to expire rather than captured.
  5. Reclaim or refund. The buyer receives a reclaim or refund according to the contract’s permissions and available liquidity. Partial refunds may be needed when only part of an order was fulfilled.
  6. Reconcile. The merchant records captures, fees, refunds and outstanding authorizations in its accounting system.

Escrow requires more monitoring than x402. Someone must watch deadlines, validate fulfillment evidence, handle operator keys and keep enough funds available for refunds. The payoff is controllable exposure: a seller cannot necessarily take the money simply because an agent signed an order.

x402, ACP and escrow compared

Axis x402 ACP Escrow-based settlement
Primary job Pay for a protected HTTP resource Complete an agent-to-merchant purchase Reserve, capture, release, reclaim or refund funds around fulfillment
Typical buyer Software agent, API client or service Consumer or business agent acting with a merchant Consumer or business agent buying a delayed or cancellable service
Settlement style Immediate on-chain or supported payment scheme Merchant checkout and its payment processor Two-phase authorize and capture, often on-chain
Reversibility Generally final and not chargeback-oriented Depends on the merchant and payment rail Explicit expiry, void, reclaim and refund controls
Best fit API calls, tools, content, inference and metered usage Shopping and structured merchant checkout Physical orders, travel, appointments, bookings and other delayed fulfillment
Main implementation burden HTTP middleware, wallet signing, facilitator and scheme/network support Agent and merchant integration plus payment-credential handling Smart contract, fulfillment attestation, deadlines, refund liquidity and reconciliation

Which protocol should you choose?

Choose x402 for one request and one digital result

Use x402 when a request should unlock a specific API response, tool execution, content item or inference result. It is especially appropriate when the amount is small, the client can hold and sign the required token, and both sides accept near-immediate finality.

  • Confirm the supported chain, token, scheme and facilitator.
  • Set wallet limits for per-request amount, daily spend, recipient and replay protection.
  • Decide how failed generation, duplicate requests and unavailable services are handled after settlement.
  • Log the payment identifier alongside the request and response for support and accounting.

Choose ACP for an agent acting as a buyer

Use ACP when the agent must select a product or service, carry order context to a seller and complete a merchant checkout. The merchant relationship, not the HTTP endpoint, is the center of the transaction. ACP is a good fit for retail, subscriptions, reservations and other purchases where the seller already operates a checkout and fulfillment system.

  • Map product, price, tax, shipping and availability data into the merchant’s supported interaction.
  • Define when the buyer must confirm or re-authenticate.
  • Keep merchant policies for cancellation, returns, fraud review and support visible to the agent.
  • Verify which payment credentials and processors the merchant integration accepts.

Choose escrow when cancellation or delayed delivery is normal

Use escrow when funds should be held until inventory, delivery, an appointment or another objectively defined condition is satisfied. It is the safer shape for large or frequently cancelled purchases, provided the operator can manage the extra state and evidence.

  • Specify who can attest fulfillment and what happens if that party is unavailable.
  • Implement expiry, void, reclaim, partial-capture and refund paths before launch.
  • Reconcile every state transition with the merchant ledger.

Can the protocols work together?

Yes. They solve different layers and can be composed in one workflow. An agent may use ACP to negotiate a purchase with a merchant, use a card or tokenized credential for that checkout, and call an x402-protected pricing or inventory API inside the workflow. For a travel booking or physical order, the final customer payment can be placed in escrow while x402 meters the agent’s underlying search, translation or data calls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A useful architecture keeps the boundaries explicit:

  • Commerce interface: ACP carries buyer, agent, merchant and order context.
  • Immediate machine charges: x402 pays for discrete software requests that can be settled as they happen.
  • Fulfillment protection: escrow holds the purchase amount and releases or returns it according to deadlines and evidence.

Do not assume that an ACP checkout makes an x402 payment refundable, or that an escrow contract automatically supplies a merchant checkout. Each layer retains its own authorization, monitoring and dispute responsibilities.

Implementation checklist for an agent-payment system

Define the transaction before choosing the protocol

  • Is the paid item digital, physical, or a service delivered later?
  • Does one request complete the obligation, or can it be cancelled, partially fulfilled or disputed?
  • Who must prove authorization: the agent wallet, the merchant, a fulfillment operator or several parties?
  • What is the maximum acceptable loss if a payment cannot be reversed?

For an x402 integration

  1. Choose a supported network, token, scheme and facilitator.
  2. Implement the 402 response with complete machine-readable requirements.
  3. Verify signatures, amounts, recipients, nonces and replay protection before serving content.
  4. Make retries idempotent so a network timeout does not create duplicate paid work.
  5. Record settlement status separately from application success; a blockchain confirmation does not prove that the generated result was useful.

For an ACP integration

  1. Agree on the product, order, checkout and status fields exchanged by agent and merchant.
  2. Preserve buyer consent and require re-authorization when the amount or material terms change.
  3. Connect the handoff to the merchant’s existing fraud, tax, inventory, fulfillment and support systems.
  4. Return clear order and payment states so an agent can distinguish pending, declined, cancelled and fulfilled outcomes.

For an escrow integration

  1. Model authorization, capture, expiry, void, reclaim, refund and partial fulfillment as separate states.
  2. Set deadlines and amount limits in the contract, not only in application code.
  3. Define the trusted operator or attestation mechanism and rotate its keys safely.
  4. Reserve liquidity for refunds and test what happens when the merchant, oracle or chain is unavailable.
  5. Reconcile on-chain events with invoices, inventory and customer communications.

Security and operational pitfalls

Confusing verification with fulfillment

An x402 signature can be valid while the underlying service is unavailable or returns an error. Servers should make application retries and refund policy explicit rather than treating signature validity as a guarantee of a useful result.

Allowing an agent to approve unlimited spending

Wallets and merchant credentials should be scoped by recipient, token, network, per-transaction amount and time window. A compromised tool should not be able to turn a single API permission into unrestricted spending.

Using escrow without an enforceable condition

“Release when satisfied” is not a sufficient contract rule. Specify a timestamp, delivery event, signed attestation or other condition, and define the fallback if evidence is late or contradictory.

Ignoring expiry and reconciliation

Authorizations that never expire create accounting liabilities and lock buyer funds. Monitor every deadline, emit state-change events and provide an operator procedure for stuck captures, refunds and reclaims.

Assuming protocol labels guarantee interoperability

Implementations can differ in supported schemes, networks, tokens, credential formats and facilitator behavior. Test the exact client and server combination, including rejected payments, duplicate requests, chain congestion and provider outages.

What current evidence does—and does not—show

The available quantitative claims are limited to vendor-authored x402 figures: approximately 200 ms finality on Base and nominal gas around $0.0001 under the whitepaper’s assumptions. There is no independent, cross-protocol benchmark establishing universal cost, latency or adoption rankings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A September 2026 Agentic Settlement Protocol preprint argues that atomic finality is well suited to metered access but poorly shaped for large, frequently cancelled purchases fulfilled later. It proposes an application profile over authorize-and-capture escrow with deadlines, fulfillment verification, partial refunds and exposure controls. The paper describes a fault-injection evaluation plan, but reports that measurement is left to follow-up work; its proposal should therefore be treated as design guidance rather than a production benchmark.

Decision summary

Start with the obligation, not the protocol name. If payment and delivery happen in one machine request, x402 minimizes ceremony. If an agent is shopping with a seller, ACP supplies the structured interaction that checkout requires. If the buyer needs protection while a real-world obligation is pending, escrow supplies the missing lifecycle controls. Combining them is often the most practical design: ACP for the merchant conversation, x402 for internal metered software calls and escrow for a cancellable final purchase.
