Choose a Race Change if you want to change the race of an existing character and keep playing that character; choose a new character if you want a separate character with its own progression and starting experience. The deciding checks are whether your class can change to the race you want, whether that race is unlocked, and whether the current regional price is worth paying.
What each option changes
Race Change
Race Change applies to a selected existing character. Blizzard’s service lets you choose a new race and appearance, with a name change as an option. Blizzard says the available race depends on the character’s class, so check the service interface for your specific character and target race before purchasing. Blizzard’s announcement describes the final step as choosing a new appearance, with an optional Name Change.

This is the direct option when your priority is to continue with one existing character rather than begin another character’s progression. The available information does not establish every downstream effect or restriction, so don’t assume that every detail of character data is unaffected.
Starting a new character
A new character is separate and has its own progression and starting experience. Blizzard describes Exile’s Reach as the default for eligible players who have never created or leveled a character. Veterans and returning players can opt out and begin in their race’s starting area; some races and classes have distinct starting levels or experiences. These details can change between game versions. Blizzard’s Exile’s Reach overview explains the starting-area options.

Check race eligibility and unlocks first
Race Change is not a way to select any race for any class: Blizzard bases the available choices on the character’s class. The full current race-and-class chart is not established here, so use the in-game Race Change interface to verify the exact combination.
Some races may also require an unlock before you can create them or select them for a change. For example, Blizzard’s The War Within notes say Earthen characters become available after completing their quests and the overall level-up campaign. That example is specific to Earthen, not a complete list of current race unlock requirements. If your target race is unavailable, check its current requirements before deciding between the two options.
