Windows Safe Mode: How to Check Your Startup State and Exit It

Check the Safe boot option in System Configuration to confirm whether Windows is set to start in Safe Mode, and learn how to return to normal startup.

To confirm whether Windows is configured to start in Safe Mode, open System Configuration and check the Safe boot box on the Boot tab. A restart normally returns Windows to regular startup; if it keeps starting in Safe Mode, clear that box and restart.

What Safe Mode looks like—and what it means

Safe Mode starts Windows with a limited set of files and drivers. Microsoft describes it as a basic startup state that loads only what Windows needs for troubleshooting. The desktop may look reduced, and a Safe Mode label may appear, but appearance alone is not a reliable confirmation on every system.

Windows offers three related startup options:

Option What starts Interface and access
Safe Mode A limited set of Windows files and drivers The usual interface is available in a restricted startup state.
Safe Mode with Networking Safe Mode components plus the network drivers and services needed to access the internet and other computers Networking is available, subject to the network and its configuration.
Safe Mode with Command Prompt A limited startup state A Command Prompt window replaces the usual Windows interface.

These are troubleshooting startup choices, not different meanings of Windows “S mode.” For Microsoft’s descriptions of the options, see Windows startup settings.

Check the Safe boot setting in System Configuration

The most useful built-in confirmation is the boot configuration in System Configuration. Follow these steps from the Windows desktop:

#1 Best Overall
  1. Press Windows key + R to open Run.
  2. Type msconfig, then select OK.
  3. In System Configuration, select the Boot tab.
  4. Under Boot options, inspect Safe boot. If it is selected, Windows is configured to start in Safe Mode at boot.

The checkbox confirms the startup configuration; it is more dependable than inferring the mode from a plain-looking desktop. If you need to know which Safe Mode option is active, the selected option in the recovery Startup Settings menu can identify whether Networking or Command Prompt was chosen.

Stop Windows from repeatedly starting in Safe Mode

A normal restart should usually exit Safe Mode when it was selected just for a troubleshooting session. If Windows continues to start there, check whether Safe boot was set persistently:

  2. Open the Boot tab and clear Safe boot.

Microsoft’s startup guidance specifically recommends clearing Safe boot when a device keeps booting into Safe Mode. Avoid changing other advanced boot settings unless you have a specific reason and appropriate support guidance.

If you cannot reach the desktop

When Windows will not start normally, use Windows Recovery Environment (WinRE) to reach Startup Settings and select a Safe Mode option. WinRE can appear automatically after repeated startup failures. You can also open it through Settings > System > Recovery > Advanced startup, then choose the recovery option to restart into the recovery environment. From there, use Troubleshoot > Advanced options > Startup Settings > Restart; after the restart, select the Safe Mode option you need.

Startup Settings is intended for Windows startup troubleshooting, not as a routine way to identify the current state. Microsoft’s instructions for Windows Recovery Environment explain its entry points. Its Startup Settings guidance covers Windows 10 and Windows 11; Microsoft notes that Windows 10 support ended on October 14, 2025.

Safe Mode is not a clean boot

A clean boot is a separate troubleshooting method. It starts Windows with essential drivers and startup programs, while disabling non-Microsoft services and startup apps so you can investigate background software conflicts. It offers more control for that task, but it is not the check to use when you simply want to find out whether Windows is in Safe Mode.

Microsoft cautions users to change advanced boot options in System Configuration only with guidance from a Microsoft support engineer. Network policies may also affect clean-boot steps. See Microsoft’s instructions for performing a clean boot in Windows before using that method.

One diagnostic limitation to know

Microsoft says System Information (msinfo32) can run in Safe Mode, but it cannot provide hardware information there; its output is limited to system-component and software-environment information. If you are using that tool to investigate a computer, missing hardware details in Safe Mode do not by themselves mean the hardware is absent or faulty. See Microsoft’s description of System Information.
