Windows 11 can run on an Apple silicon Mac as an Arm virtual machine. Within that VM, Windows can emulate many Intel-designed Windows apps; separately, Parallels supplies a virtual TPM 2.0 for supported Windows 11 VMs. These are distinct mechanisms—not Rosetta running Windows, and not a TPM bypass.
What runs where?
The setup has two stages for many older Windows programs: the Mac virtualizes an Arm version of Windows, then Windows emulates an x86 or x64 application inside that guest. An Arm64 Windows app avoids the second stage. Microsoft says native Arm apps offer the preferred experience for performance, responsiveness, and battery life. Microsoft’s Windows on Arm overview explains the guest and app-compatibility model.

- Apple silicon hardware: The Mac’s Arm processor runs the virtual machine using hardware-assisted virtualization.
- Windows 11 for Arm: The VM itself is Arm-based, not an Intel Windows computer.
- Windows application: Arm64 apps run natively; many x86 and x64 apps can run through Windows’ built-in emulation, but compatibility depends on the app and its requirements.
Rosetta 2 serves a different purpose: it translates Intel Mac applications to run in macOS on Apple silicon. It does not translate Windows applications inside the Windows VM. Apple’s Rosetta 2 documentation describes its role for Mac software.
Why does the VM need a virtual TPM?
Windows 11 expects TPM 2.0 functionality. In Parallels Desktop, that requirement is met by a virtual TPM device assigned to the VM; it is not simply skipped, and it does not mean the Mac has a physical TPM chip for Windows to use. Parallels says new Windows 11 VMs have a virtual TPM added automatically from Parallels Desktop 17.1.0 onward. Its documentation says the TPM state is stored in an encrypted file in the VM bundle, and adding the TPM also enables Secure Boot. Parallels’ virtual TPM documentation covers setup and behavior.

Parallels also warns that a VM with TPM is restricted by default from running on another Mac after it is copied or moved. Keep recovery keys and backups in mind before migrating a VM; do not assume that copying the bundle alone guarantees it will open elsewhere.
Will your Windows software and hardware work?
Not necessarily. Windows’ ability to emulate many applications does not guarantee compatibility with every program, driver, peripheral, security feature, or game. Microsoft specifically warns that some hardware and apps may be limited, including software that depends on DirectX 12. Microsoft’s compatibility guidance is the baseline, but essential software should be checked individually.

Parallels’ limitations page, dated August 25, 2026, specifies DirectX 11.1 and OpenGL 4.3 3D support. It also says nested virtualization, WSL2, and VBS are unavailable in this Mac setup; WSL1 is identified as a workaround for WSL2. These constraints matter if you need a virtualized development environment, a particular Windows security feature, or a game with demanding graphics requirements. Check the current Parallels limitations and compatibility notes and the requirements of the exact workload.

For local execution on the Mac, Microsoft’s documented authorization specifically names Parallels Desktop 18, 19, and 20 on M1, M2, and M3 Macs for Windows 11 Pro or Enterprise Arm VMs. That scope is generation- and version-specific; do not assume it covers later chips or software versions without checking Microsoft’s current terms. Microsoft also identifies Windows 365 Cloud PCs as a hosted alternative. Microsoft’s Windows 11 Arm virtualization guidance describes these options.

What to check before installing
- Use an Arm Windows image. Parallels’ Apple silicon installation guidance describes using an Arm-based image and obtaining Windows 11 from within Parallels. Parallels’ installation guidance for Apple silicon explains the supported approach.
- Check the exact application and peripherals. Confirm support for the Windows-on-Arm environment, including any drivers, anti-cheat components, or graphics features your workflow requires.
- Confirm the Windows edition and license. Microsoft says each Windows 11 Pro VM instance needs a separate license if you do not already have one. Check the terms for your edition and intended use. Microsoft’s licensing and virtualization guidance gives the relevant scope.
- Do not expect an Intel VM to boot normally. Parallels says an Intel-based VM cannot start on an Apple silicon Mac because the CPU architectures differ. Its April 2026 documentation describes a separate Parallels Desktop Emulator for some Intel VMs, starting with version 20.2.0 and limited to Pro, Business, or Enterprise licenses; that is not ordinary Windows app emulation. Parallels’ Intel-to-Arm VM guidance explains the distinction.
- Use Windows 11 rather than Windows 10 for a current M-series setup. Parallels says Microsoft no longer supports Windows 10 Arm and that Windows 10 is no longer supported in Parallels on M-series Macs. Check the current Parallels and macOS support matrix before installation.
