“Not Responding” means a Windows app has stopped processing normal window messages; it does not prove the app has crashed or cannot recover. Wait briefly if the app may be busy, check whether Windows itself is responsive, and use the least disruptive fix that fits what you find. There is no universal Microsoft wait time for every desktop app.
What “Not Responding” means—and what it does not
Windows uses the status when a window is not processing its normal messages. Microsoft’s IsHungAppWindow documentation describes an internal timeout criterion of five seconds, but says that criterion can change and that the API is not intended for general use. That figure is not a recommendation to wait exactly five seconds before acting.

A stalled window may start responding again. The cause might be a temporary pause or a wait for a network resource; the label alone does not tell you which. Microsoft’s Windows performance explanation notes that an Explorer hang can last only a couple of seconds or persist without recovery.
What to do first when one app stalls
- Pause and observe. If the app has just launched, opened a large file, or begun a lengthy operation, give it a short chance to recover. This is a practical precaution, not a universal Windows timeout. Avoid repeated clicking, and consider whether force-closing could put unsaved work at risk.
- Check whether the problem is limited to that app. Try another open app and basic Windows controls such as the taskbar. If those respond normally, focus on the affected app. If several apps or desktop controls also stall, investigate Windows performance more broadly.
- Look at Task Manager. Press
Ctrl+Shift+Esc. Check the affected process and its CPU, memory, disk, and network activity. A single snapshot offers context, not a diagnosis. Microsoft’s Task Manager guidance also explains how to end an unresponsive program. - End only the affected task if it remains stuck. In Task Manager, select the app and choose End task. Unsaved work in that app may be lost. If other parts of Windows are working, closing the app is a more targeted step than restarting the whole PC.
Choose a recovery step that matches the scope
If one app is affected
Try app-level repair before reinstalling. In Windows 11, open Settings > Apps > Installed apps, open the app’s menu, and choose Advanced options if it appears. Select Repair if available. If repair is missing or does not help, Reset may be offered; check the app publisher’s guidance first because resetting can affect the app’s local data or settings.

For some classic desktop programs, open Control Panel > Programs > Programs and Features, select the program, and look for Repair or Change. These controls are not available for every app. Microsoft’s repair guidance notes that Windows does not show repair, change, or modify options for all apps and programs.
Next, check the app publisher’s update and support information. Note the operation that triggers the stall and whether it involves a network location, an add-in, or a recent app update. A repeatable trigger can help distinguish an app-specific issue from a broader Windows problem.

If Windows itself has persistent problems
When several Windows components fail, consider a Windows-level recovery option rather than treating one frozen app as proof that Windows needs reinstalling. Start with targeted troubleshooting or an update rollback if the trouble began after a specific update. Microsoft’s Windows recovery options advise using less disruptive choices first and warn that some recovery actions can cause data loss.
Do these 3 things before closing this tab:

It is different from Reset this PC. Availability can vary, and a reset is a broader change. Back up important files before using recovery features.

How to compare the available actions
| Action | Best fit | Main trade-off |
|---|---|---|
| Wait briefly | The app may be completing a launch, file, or network operation. | Costs time; there is no universal wait duration. |
| End the app task | One app remains unresponsive while Windows otherwise works. | Unsaved work in that app may be lost. |
| Repair or reset the app | The same app keeps failing and Windows provides the option. | Availability varies; Reset may affect app data or settings. |
| Windows recovery | Multiple Windows components have persistent problems. | Broader scope; some options can cause data loss. Back up important files first. |
When to use advanced diagnosis
If the hang persists and you are comfortable investigating processes, Task Manager or Resource Monitor wait-chain analysis can show whether a process is waiting for a resource held by another process. This may point to a blocked dependency rather than simply high CPU use, but it is a clue, not proof of the underlying defect.
There is also a narrow, documented exception involving some MSIX apps after System Restore. Microsoft says an affected app may fail to open, stop responding at launch, or encounter an I/O error before crashing. If the problem began after System Restore and matches those symptoms, its MSIX troubleshooting guidance lists trying the app again, updating Windows, or reinstalling it from the Store or original source as workarounds. This is not a general explanation for app freezes.

Outlook startup is a product-specific case
For classic Outlook stuck while starting, Microsoft’s troubleshooting guidance says it may resume if you wait a short time, usually two or three minutes. This applies to that Outlook startup situation, not to other Windows apps or every Outlook freeze.

Settings paths and recovery choices can differ by Windows version, edition, app packaging, or management policy. The repair path above is for Windows 11; classic desktop programs may expose controls through Control Panel instead. Microsoft ended Windows 10 support on October 14, 2025, so Windows 10 should not be treated as a currently supported version for ongoing security updates.
