If Windows 11 keeps changing your desktop wallpaper, first check whether it is set to rotate, then test a single picture and look for a theme, virtual desktop, sync setting, or organization policy that could be changing it. Windows offers several intended background modes, so the right fix depends on when the change happens.
First, check whether Windows is meant to change the background
Open Settings > Personalization > Background. Under Personalize your background, Windows 11 offers Picture, Solid Color, Slideshow, and Windows Spotlight. Slideshow cycles images from a folder; Spotlight displays a new image daily. If you want one image to stay in place, choose Picture and select it.

For a useful baseline, choose an image that is still available in a stable local folder, then see whether it remains after the specific event that usually changes it: a restart, signing out and back in, applying a theme, or switching desktops. Keeping the image accessible is a practical diagnostic step, not a special Windows requirement. Windows also allows a picture to be set from File Explorer or Photos. Microsoft’s background instructions describe the available modes and related options.
Check whether a theme is changing it
A Windows theme can include a desktop background as well as window colors, sounds, and other appearance settings. Applying a different theme can therefore change the wallpaper without the background setting being lost.

- 1.1 GHz (boost up to 2.4GHz) Intel Celeron N5030 Quad-Core
- Open Settings > Personalization > Themes.
- Check which theme is applied. Set the background and other appearance options you want.
- Use Save to preserve a custom theme so you can reapply that combination later.
Microsoft also documents exporting a saved theme as a .deskthemepack file. Its explanation is direct: “Windows themes are a combination of desktop background pictures, window colors, sounds, and other elements that allow you to personalize your Windows experience.” See Personalize Your Windows Experience With Themes.
Consider virtual desktops and multiple monitors
If the wallpaper appears to change when you switch virtual desktops, the desktop context matters. Windows supports assigning a different picture to a virtual desktop, but Microsoft documents that slideshow backgrounds and per-monitor background configuration are not supported with multiple desktops. Select Picture and confirm that the intended image is assigned to the desktop you are viewing.

For multiple monitors without that virtual-desktop limitation, Windows supports using the same picture or different pictures on each monitor. Slideshow can show a different image from its folder on each screen. The background settings guidance explains these display behaviors.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsCheck whether account sync or device management is involved
Windows has policies for syncing desktop personalization. Microsoft’s SettingSync policy documentation describes DisableDesktopThemeSettingSync, which prevents the desktop-personalization group from syncing to or from a device; its listed applicability includes Windows 11 version 21H2 and later. This is administrator-facing policy information, not a reason to edit registry or policy settings casually. On a personal PC, review the available account, sync, or backup settings and see whether personalization sync is configured. The exact consumer experience can vary with the account and device setup.

If this is a work- or school-managed PC, an administrator may set the desktop background through device policy, including Intune Settings Catalog. Ask IT whether a wallpaper policy is applied before trying to override it; a user-level change may not persist while an organization controls the setting. Microsoft documents these management options in SettingSync Policy CSP and Configure the Desktop and Lock Screen Backgrounds in Windows.
Microsoft’s Windows backup FAQ says that when the tenant has a OneDrive subscription, the user’s desktop and lock-screen background are stored in OneDrive. That is a specific tenant context, not evidence that OneDrive is the cause of every wallpaper reset. See Windows settings backup and restore FAQ.

If the wallpaper still reverts
Microsoft’s support material explains background modes, themes, and management controls, but does not identify one universal cause or consumer repair for every reset. If the checks above do not isolate the trigger, treat further steps as diagnostics rather than guaranteed fixes.
Quick Recap
- Note exactly when the change occurs: after sign-in, after a theme is applied, when switching desktops, or at another point.
- For a managed device, ask the administrator to check the applied background policy before changing system settings.
- For a personal PC, community troubleshooting suggestions include inspecting the user’s Themes folder, checking Group Policy, and seeing whether the issue is limited to one Windows profile. A Microsoft Q&A thread presents these as suggestions for an individual report, not as confirmed universal solutions: Wallpaper keeps changing back in Windows 11.
