It groups utilities for system administrators and advanced users, but it is not a complete list of every Windows management capability: optional Windows features and Remote Server Administration Tools (RSAT) are managed separately. What appears can vary by Windows edition, version and device architecture.
What Windows Tools means in Windows 11
Windows Tools is the current Windows 11 name for the Control Panel folder that contains utilities for system administrators and advanced users. Microsoft’s documentation still uses “Administrative Tools” in its title, reflecting the older Windows 10 label; in Windows 11, look for Windows Tools. Microsoft’s Windows Tools documentation notes that the folder’s contents may differ by Windows edition.

That edition caveat matters: there is no guaranteed identical inventory on every Windows 11 PC. Nor does the folder contain every capability that could be called an administrative tool. Windows has separately managed optional features, and RSAT adds tools for remotely administering Windows Server.
How to open Windows Tools
- Start search: Open Start and search for Windows Tools.
- Control Panel: Open Control Panel and choose Windows Tools.
If the folder or a particular utility is absent, do not assume every Windows 11 installation includes the same set. Check the device’s edition and the relevant Windows feature or management-tool requirements.

How to think about the tools by task
Rather than relying on a universal checklist, use the task to identify which part of Windows to check. The available entries depend on the device’s edition, and the Microsoft documentation does not establish one exhaustive list that applies to every Windows 11 PC.
- Work on the local PC: Start with Windows Tools for the built-in utilities available on that installation. The folder is intended for system administration and advanced-user tasks.
- Add or remove an operating-system capability: Look in Settings under Optional features. These capabilities are managed separately from the Windows Tools folder.
- Administer a Windows Server remotely: Check whether the specific RSAT component for the server role is supported and available for the client’s version and architecture.
- Manage a broader server environment: Consider whether a server-management platform is a better fit than a collection of local utilities or individual RSAT components.
Optional Windows features are managed separately
Optional features can be added or removed in Settings, so they should not be confused with the fixed contents of the Windows Tools folder. For the current Windows 11 path documented by Microsoft, go to Settings > System > Optional features. You can also open the page with the Settings URI ms-settings:optionalfeatures.

- Choose the control to view or add an optional feature, then select the capability you need and follow the on-screen prompts.
- To remove an installed optional feature, find it in the installed-features list and use its removal control.
Windows Update supplies optional-feature content, so the device must be online to download it. Microsoft cautions that the page’s location and labels can differ across supported Windows 11 releases; if the stated path does not match your PC, use Settings search. See Microsoft’s instructions for adding, removing or hiding Windows features (last updated August 18, 2025).
When RSAT is the right choice
Remote Server Administration Tools (RSAT) are for administering Windows Server from a Windows client, not for general maintenance of the local PC. Microsoft describes RSAT components across several categories: Server Manager, Microsoft Management Console (MMC) snap-ins, PowerShell modules and command-line tools. Choose the component that matches the server role and task rather than treating RSAT as one all-purpose utility.

For supported RSAT components on supported Windows client configurations, Microsoft documents installation as Features on Demand through Optional features. After installation, supported tools can be opened through Windows Tools or the Tools menu in Server Manager. Availability and installation steps depend on Windows version and platform; consult Microsoft’s RSAT installation and management guidance for the specific component.
Important Windows 11 25H2 Arm64 exception
Microsoft’s Features on Demand documentation says that on Windows 11 version 25H2 Arm64, some RSAT tools are accessed through Control Panel > Programs > Programs and Features > Turn Windows features on or off, and RSAT Features on Demand packages are not supported on that platform. Do not assume the standard Optional features installation route applies there. Check the current instructions for the exact Windows version and architecture before proceeding. Microsoft’s Features on Demand documentation covers this platform-specific distinction.

Choosing a management path
| What you need to do | Where to start | Installation and interface | Compatibility to check |
|---|---|---|---|
| Manage or diagnose the local PC | Windows Tools | Built-in folder of utilities; contents depend on edition | Windows edition and available entries |
| Add or remove an optional Windows capability | Settings > System > Optional features | Optional feature; Windows Update provides downloads, requiring an internet connection | Windows release and the capability’s availability |
| Manage a Windows Server role from a client | The matching RSAT component | Supported components are installed as Features on Demand; tools include GUI, PowerShell and command-line options | Windows version, edition and architecture; Windows 11 25H2 Arm64 has a documented exception |
| Manage a wider server environment | Evaluate a server-management approach | Microsoft identifies Windows Admin Center, local tools, Azure Arc and System Center as management options | Environment and management requirements |
These paths are related but not interchangeable. Microsoft describes Windows Admin Center as a modern evolution of in-box tools that complements other server-management options; it is not simply another name for Windows Tools or RSAT. See Microsoft’s Windows Server management overview.
