To stop a Windows 11 user from changing or saving themes, enable the Prevent changing theme policy under User Configuration > Control Panel > Personalization. Microsoft says the setting disables the theme gallery. It applies to the user, not the whole device, and does not by itself lock wallpaper, colors, sounds, or the screen saver.
Enable the policy in Local Group Policy

Open Prevent changing theme, select Enabled, and apply the change.

The policy is enabled for the user whose policy is being configured. Microsoft documents it for Windows 11 version 21H2 and later on Pro, Enterprise, Education, and IoT Enterprise editions. What users can and cannot change
When enabled, the policy disables the theme gallery so users cannot change or save a theme. If no theme is specified through the separate Set theme policy, Windows uses the user’s previous selection or the system default.

This is not a complete personalization lock. Users may still be able to change individual theme elements, including the desktop background, color, sounds, and screen saver, unless you configure separate policies for those settings.

To lock the wallpaper as well
Use Microsoft’s separate Desktop Wallpaper policy to specify a wallpaper and prevent users from changing it. Microsoft also documents a separate policy for preventing changes to the desktop background. These controls address the background specifically; the theme-gallery policy alone does not.

The ./User/ scope is important: this is a user policy, not a device-scoped setting. Microsoft says ADMX-backed policies must be configured using SyncML. The exact enrollment and deployment steps depend on the MDM service, so use that service’s procedure to deliver the CSP setting to the intended users.

Registry mapping and a setting to avoid confusing with a lock
Microsoft maps Prevent changing theme to the registry location SoftwareMicrosoftWindowsCurrentVersionPoliciesExplorer and the value name NoThemesTab. This identifies the policy mapping; use Group Policy or your MDM service for configuration rather than treating the mapping alone as a complete deployment procedure.

Do not substitute Set theme if the goal is to prevent later changes. Microsoft describes that setting as applying a specified theme the first time a user logs on; it does not stop the user from changing the theme afterward.
Check the policy against the intended users
For a centrally managed environment, apply the policy to the intended user scope and verify that it takes effect for a representative account. Since the setting is user-scoped, applying it to a device without targeting the relevant users may not produce the restriction you want.
