On Windows 11, first right-click an image and look for Customize menu. If that link is available, open Settings > Personalization > Context Menu and turn the built-in rotate action on or off. If you do not see it, open the expanded Manage file flyout: Microsoft has moved Rotate Right and Rotate Left there in some preview builds.
If neither location contains the command, use Registry Editor to remove or restore the per-extension ShellImagePreview handler. That method applies globally to every file of the selected extension, so back up the key before changing it.

What “Rotate Image” means in Windows 11
File Explorer’s built-in image commands are normally named Rotate Right and Rotate Left, rather than a single command called “Rotate Image.” They come from Windows’ ShellImagePreview shell handler. The handler is registered separately for each image filename extension, so a command can appear for a JPG but not for a PNG, or remain available for one format after you remove it from another.
There are two different reasons the commands may seem to disappear:

- They were moved. In some Windows 11 Insider builds, the commands are inside a Manage file flyout instead of the first level of the context menu.
- They were disabled or unregistered. The handler can be switched off through the newer Context Menu settings page, or its registry subkey can be deleted for a particular extension.
Do not treat a missing top-level item as proof that Windows removed the feature. Check the flyout before changing the registry.
Check the redesigned menu before editing anything
Look in the Manage file flyout
- Open File Explorer and locate a supported image.
- Right-click the file.
- Open Manage file (the name may vary while Microsoft tests the design).
- Choose Rotate Right or Rotate Left if it is listed.
Microsoft’s November 21, 2025 Insider note says that Rotate Right and Rotate Left were moved into a new Manage file flyout along with several other file actions. This is a menu-location change, not a registry change. If the commands work from that flyout, there is nothing to restore.
Use Customize menu when your build provides it
Microsoft’s August 17, 2026 Insider announcement describes a Customize menu shortcut that opens a settings page for built-in Windows commands and app extensions. The feature is rolling out to Insiders, and Microsoft has not established that the page is present on every stable Windows 11 installation.

- Select Customize menu at the bottom of the menu, if it is shown.
- In Settings > Personalization > Context Menu, find the built-in file-action controls.
- Enable or disable the rotate command exposed by your build.
- Return to File Explorer and check the menu again, including the Manage file flyout.
The exact control label and placement can change during preview testing. If Customize menu is absent, use the registry procedure below instead of assuming your installation is damaged.

Registry method: remove Rotate Left and Rotate Right for selected formats
The registry method is available on builds that do not expose the Context Menu settings control. It is format-specific: deleting the handler for .jpg affects JPG files only. You must repeat the procedure for every extension you want to change.
Back up the key first
- Press
Win + R, typeregedit, and press Enter. - In Registry Editor, navigate to
HKEY_CLASSES_ROOTSystemFileAssociations.<extension>ShellExContextMenuHandlers. - Right-click ContextMenuHandlers and choose Export.
- Save the
.regbackup somewhere you can find it. Name it with the extension and date, such asjpg-context-menu-backup.reg.
A restore point is an additional safeguard. Registry changes affect the Windows shell, so do not skip the backup when testing several formats.
Delete the handler for one extension
- In Registry Editor, open
HKEY_CLASSES_ROOTSystemFileAssociations.jpgShellExContextMenuHandlers. - Find the subkey named
ShellImagePreview. - Right-click
ShellImagePreview, select Delete, and confirm. - Close Registry Editor.
- Close and reopen File Explorer. If the old menu is still displayed, restart Explorer so the shell reloads its handlers.
- Right-click a JPG and verify that Rotate Left and Rotate Right no longer appear, either at the top level or in Manage file.
The same operation applies to any extension whose handler you want to remove. Common extensions covered by the documented procedure are:
.jpg.jpeg.png.gif.bmp.tif.tiff.heic.heif.webp
Removing the subkey does not delete image files or alter their pixels. It removes the Windows shell handler that supplies the rotate entries for that extension.

Restore the rotate commands
To restore an extension, recreate its ShellImagePreview subkey and set the subkey’s default value to Windows’ image-preview handler identifier.
Restore one extension manually
- Open Registry Editor and go to
HKEY_CLASSES_ROOTSystemFileAssociations.jpgShellExContextMenuHandlers(replace.jpgwith the extension you need). - Right-click ContextMenuHandlers, choose New > Key, and name the key
ShellImagePreview. - Select the new key, double-click its (Default) value, and enter
{FFE2A43C-56B9-4bf5-9A79-CC6D4285608A}. - Close Registry Editor, then close and reopen File Explorer.
- Right-click an image with that extension and check for Rotate Left and Rotate Right.
The value must be entered as a string containing the braces. Do not put it under the extension’s general file-association key; it belongs specifically under ShellExContextMenuHandlersShellImagePreview.
Restore several formats with a .reg file
You can restore multiple extensions in one operation by saving the following text as a file ending in .reg, then double-clicking it and confirming the import. The entries recreate the handler for each listed format:

Which method should you use?
| Method | Where it is available | Scope | Reversibility | Explorer refresh |
|---|---|---|---|---|
| Manage file flyout | Some Windows 11 Insider builds and redesigned menus | Only changes where you find the command; it does not disable it | Immediate; no setting changed | Not normally required |
| Customize menu settings | Insider rollout builds that show the link | Built-in menu controls exposed by that Windows build | Toggle the control back on | Usually the menu updates after returning to Explorer |
| Registry deletion | Windows 11 builds without the settings control | One image extension at a time | Recreate the key or import a backup | Close/reopen Explorer; restart it if stale |
| Registry restoration | Any build using the documented handler path | One or more selected extensions | Delete the recreated subkey again | Close/reopen Explorer; restart it if stale |
The table’s most important distinction is between a command that is merely hidden in a flyout and a handler that has actually been disabled. Use the flyout or Customize menu first; reserve Registry Editor for per-extension control.
Why JPG works but PNG or HEIC does not
Windows stores the handler beneath each extension’s SystemFileAssociations branch. A change under .jpg cannot add the command to .png. If rotation is missing only for certain files, inspect the corresponding extension key and look for ShellImagePreview.
Some filenames use extensions that look similar but are separate registry branches: .jpg and .jpeg are different keys, as are .tif and .tiff. Restore or remove both when you want consistent behavior.
Troubleshooting after a change
The command is still visible after deletion
- Confirm that you deleted
ShellImagePreviewunder the exact extension used by the file you tested. - Close every File Explorer window and open a new one.
- If the old menu remains cached, restart the Windows Explorer process, then test again.
- Check the Manage file flyout. A command moved there has not necessarily been removed.
The command does not return after restoration
- Verify that the key name is exactly
ShellImagePreview, including capitalization and spelling. - Verify that the default value is exactly
{FFE2A43C-56B9-4bf5-9A79-CC6D4285608A}. - Make sure the key is under
HKEY_CLASSES_ROOTSystemFileAssociations.<extension>ShellExContextMenuHandlers, not under a different file-association branch. - Refresh or restart Explorer before retesting.
Customize menu is missing
That absence is expected on installations that have not received Microsoft’s Insider Context Menu settings experience. The August 17, 2026 announcement describes a rollout to Insiders, not universal availability for every stable Windows 11 device. Use the flyout check and then the per-extension registry method.

Do not confuse Windows rotation with PowerToys Image Resizer
PowerToys Image Resizer is a separate shell extension for resizing images. Its Windows 11 integration uses a sparse MSIX package, while its older compatibility path uses registry-registered COM handlers. Those registration paths are unrelated to the built-in ShellImagePreview handler that supplies Rotate Left and Rotate Right.
Installing, removing, or repairing an image-resizing extension therefore will not by itself restore Windows’ built-in rotate entries. Manage the built-in command through the Context Menu settings page when available or through the registry path described above.
Safe change checklist
- Check Manage file before assuming rotation was removed.
- Use Customize menu only when your Windows build displays it.
- Back up the relevant registry branch or create a restore point before editing.
- Change only the extensions you actually want to affect.
- Use the exact handler name and identifier when restoring.
- Refresh or restart Explorer before judging the result.
- Test one file for every extension you changed.
The Bottom Line
For most Windows 11 users, the rotate commands have either moved into Manage file or can be toggled through Customize menu. If those controls are unavailable, deleting or recreating ShellImagePreview under each extension gives precise, reversible control.
