Windows 11 can add or remove the built-in Rotate left and Rotate right commands for image files. On Insider builds that expose the setting, go to Settings > Personalization > Context menu > File actions and switch Rotate image on or off. On other editions, change the current user’s Enabled DWORD under HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionExplorerContextMenuPreferencesverbsrotate90: use 1 to add the commands and 0 to remove them.
If you need the same result for every account, use the administrator registry method that registers or removes the ShellImagePreview handler under each image extension. That method changes both the modern and classic context menus, while the current-user method changes only your account.

What Rotate left and Rotate right do
These are Windows 11’s built-in image-file commands. Rotate left turns the selected image 90 degrees counter-clockwise; Rotate right turns it 90 degrees clockwise. The change is saved to the image file, so it remains rotated when you open it again or view it on another computer.
The commands apply to image files, not folders, shortcuts, documents or arbitrary non-image files. If an image is selected in File Explorer and the commands are not visible in the compact menu, choose Show more options. Windows keeps some older shell extensions in that classic menu while applications and extensions adopt the streamlined Windows 11 menu.

Choose the right method

Use the first method you can access. Do not use the all-users registration merely because the command is missing from the compact menu; check Show more options first.
Method 1: Use the Settings toggle
The graphical control is version-gated. The documented path is available beginning with Windows 11 build 26340.9212, an experimental 26H2 build for Windows Insiders. It controls only the modern context menu and affects the account currently signed in.
- Press Win+I to open Settings.
- Select Personalization.
- Open Context menu.
- Under File actions, find Rotate image.
- Turn the switch On to add Rotate left and Rotate right, or Off to remove both commands.
Right-click an image in File Explorer after changing the switch. If the old menu remains on screen, close and reopen the menu or restart File Explorer. If Context menu or Rotate image is absent, your Windows build does not expose this control; use the current-user registry method instead.

Method 2: Add or remove the commands for your account
The current-user preference is stored at:
HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionExplorerContextMenuPreferencesverbsrotate90Inside rotate90, a DWORD named Enabled controls the feature. Set it to hexadecimal or decimal 1 to add Rotate left and Rotate right. Set it to 0 to remove them; the tutorial identifies zero as the default state.

Before editing: make a rollback copy
- Press Win+R, type
regedit, and press Enter. - In Registry Editor, browse to
HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionExplorerContextMenuPreferencesverbs. - If the
rotate90key already exists, right-click it, choose Export, save the.regfile somewhere you can find, and close Registry Editor.
Exporting is optional for a new setting, but it gives you a precise way to restore the previous value if another customization already exists.
Add Rotate left and Rotate right
You can create the value directly in Registry Editor, or merge this file:

"Enabled"=dword:00000001- Copy the text into Notepad.
- Choose File > Save as, set Save as type to All files, and save it with a
.regextension, such asadd-rotate-image.reg. - Double-click the file, confirm the Registry Editor warning, and approve any permission prompt.
- Sign out and back in, or restart Windows Explorer, if an already-open context menu still shows the previous state.
After Explorer refreshes, right-click a supported image. The commands may be in the compact menu or under Show more options, depending on how that file’s shell extensions are presented.
Remove Rotate left and Rotate right
Use the same process with a zero value:

remove-rotate-image.reg. - Merge it by double-clicking, then confirm the warning.
- Refresh Explorer or sign out and back in if the commands remain visible temporarily.
This change affects only the account whose registry hive you edited. Other Windows accounts keep their own setting, and an administrator-level all-users registration can still expose the commands in the broader shell configuration.

Method 3: Apply the setting to every user
The all-users method edits image association registrations below HKEY_CLASSES_ROOTSystemFileAssociations<extension>ShellExContextMenuHandlers. It registers the Windows ShellImagePreview handler, whose class identifier is {FFE2A43C-56B9-4bf5-9A79-CC6D4285608A}, for supported image extensions. The result applies to both modern and classic context menus and requires administrator rights.
Understand the scope before changing it
- Every account on the computer receives the same handler registration.
- The change is system-wide rather than limited to your HKCU profile.
- Removing the handler can hide the commands from both menu styles, not only the compact Windows 11 menu.
- Only registered image extensions are affected; folders and unrelated file types are untouched.
The documented extension set includes formats such as .avci, .avif, .bmp, .dds, .dib, .gif, .heic, .heif, .hif, .ico, .jfif and .jpe, with additional extensions listed in the full registration set. Do not assume that an unregistered or newly installed image format will receive the commands automatically.
Back up the handler keys
- Sign in with an administrator account and open Registry Editor with
regedit. - For each extension you plan to change, navigate to
HKEY_CLASSES_ROOTSystemFileAssociations<extension>ShellExContextMenuHandlers. - Export the existing
ShellImagePreviewkey, or export theContextMenuHandlersparent if the handler is not present yet. - Store the exports outside the Windows folder so you can restore them even if you later remove the handler.
Register the handler
The add operation creates a ShellImagePreview subkey for every supported extension and sets its default value to {FFE2A43C-56B9-4bf5-9A79-CC6D4285608A}. Use the supplied all-users add registry file from the documented procedure, or make the equivalent keys manually only if you are comfortable repeating the operation for the complete extension list. Because this writes under HKEY_CLASSES_ROOT, Windows will request elevation.

Remove the handler
The remove operation deletes the ShellImagePreview handler keys for the registered extensions. Export them first, then merge the documented all-users removal file while elevated. Confirm the file contents before accepting the Registry Editor prompt; deleting the wrong association key can affect other shell behavior. Restart Explorer when the operation finishes.
Why these registry entries control the menu
Windows Shell commands are represented by registry verbs. A file type can expose verbs below a Shell key, with a command subkey describing what runs. Shell extension handlers provide a more advanced mechanism for context-menu integrations. The current-user rotate90 preference and the all-users ShellImagePreview registrations use that Windows Shell model to decide whether image rotation commands are offered.
This is also why scope differs: values under HKEY_CURRENT_USER are read for one profile, while registrations under HKEY_CLASSES_ROOTSystemFileAssociations combine machine-wide file-association data for all accounts.

The commands are missing only from the first menu
Right-click the image and choose Show more options. Microsoft’s streamlined menu can leave older extensions in that classic view, particularly when an application has not adopted the newer extension model.

The Settings page does not exist
That page is limited to the cited Insider build line. On retail Windows 11 or an earlier build, use the current-user registry value instead. Do not infer that the absence of the page means image rotation is unsupported; it means only that the graphical switch is unavailable.
The registry change appears to do nothing
- Check that the value name is exactly
Enabled, its type is DWORD (32-bit) Value, and its data is1or0. - Confirm that you edited
HKEY_CURRENT_USERfor the intended account, not a different user profile. - Close all open Explorer windows, restart Windows Explorer from Task Manager, or sign out and back in.
- Test an actual image file with a supported extension; the setting does not add commands to folders or non-image files.
- If a system-wide removal was merged, inspect the all-users handler registration as well as the current-user preference.
Only some image formats show the commands
All-users registration is extension-based. A format not included in the registration set will not inherit the handler simply because another image format has it. Check the extension’s own SystemFileAssociations branch and register it only when you have a suitable handler backup and administrator access.
Which approach should you keep?
Choose the Settings switch when it is available and you want a reversible, per-account change to the modern menu. Choose the current-user registry value when you are on a build without that page or need a scriptable 1/0 setting. Choose the all-users handler registration only on a shared computer where every account must receive the same behavior and you are prepared to maintain machine-wide file-association entries.

Whichever method you use, keep the exported keys or the opposite .reg file until you have tested the image types that matter to you. Registry edits are immediate system configuration changes, so verify each path and value before merging a file.
