For a routine Windows 11 upgrade on an eligible PC, use Windows Update and wait until it offers the upgrade for that device. Use an ISO or other installation media when you need bootable recovery or install media, want to install Windows in a virtual machine, or deliberately want a clean install. An ISO does not automatically mean a clean install: running setup.exe from inside Windows can upgrade while keeping apps and files, while booting from the media starts a fresh installation that removes them.
Choose the installation route that fits your goal
| Your situation | Best route | What to know |
|---|---|---|
| Your eligible PC is ready for a normal upgrade | Windows Update | Wait for Windows Update to offer Windows 11. Microsoft says the offer follows testing and validation for that specific PC. |
| You want a manual upgrade tool instead of waiting | Windows 11 Installation Assistant | Microsoft recommends waiting for the Windows Update offer before using the Assistant. |
| You need Windows installation media for a virtual machine or DVD | Download an ISO or create installation media | An ISO supports these workflows; creating USB media erases the USB drive. |
| You want to upgrade from within Windows and keep apps and files | Open the media in Windows and run setup.exe |
Setup offers retention choices; its default is to keep personal files and apps. |
| You want a fresh start, or Windows will not start | Boot from installation media | This performs a clean installation and removes files and installed applications. Back up first. |
Windows Update is the better default for an ordinary upgrade because Microsoft offers it after validating the upgrade for the particular device. A media-based setup gives you a different kind of control: you can start an upgrade from a working Windows session, create bootable media, or intentionally reinstall from scratch. It does not establish that a device is eligible or make an incompatible PC supported.

“ISO install” can mean an upgrade or a wipe
Run setup.exe inside Windows to upgrade
If Windows is running, open the ISO or installation media and run setup.exe. This launches Setup from the existing Windows session and allows you to choose what to keep. The default is to keep personal files and apps, but check the retention option shown on screen before proceeding; available choices can depend on the installation.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsBoot from media for a clean installation
Starting the PC from a USB drive or other installation media launches a fresh installation rather than an in-place upgrade. Microsoft warns that this removes personal files and installed applications. Use this route only when a clean install is your intent or you need to reinstall Windows and cannot use the existing Windows session. Back up important files before booting from the media.

Check eligibility and prepare before installing
Verify that the PC meets Windows 11 requirements before upgrading or reinstalling. Microsoft’s published minimums include a compatible 1 GHz or faster processor with at least two cores, 4 GB of RAM, 64 GB of storage, and compatible DirectX 12 graphics with a WDDM 2.0 driver. The complete requirements also include TPM 2.0 and Secure Boot capability. Use PC Health Check or check Windows Update on the actual PC rather than relying on a partial hardware list. Installing without checking eligibility can leave the system unsupported.
For a Windows Update upgrade, Microsoft says the device must be running Windows 10 version 2004 or later. Managed PCs should follow the organization’s administrator process. Windows 11 Home and Pro for personal use require an internet connection and a Microsoft account during initial setup.

- Back up important files before either upgrade or reinstall. A separate external drive or a suitable cloud backup can be used; make sure the copy is complete and accessible.
- Ensure there is enough free storage for the installation.
- If creating a USB installer, use a blank USB flash drive with at least 8 GB. The media-creation process deletes its contents.
- For a reinstall, use the Windows edition that matches the device’s license.
What to expect from Windows Update and manual media
Windows Update availability is specific to the device. A staged rollout or compatibility hold may mean the upgrade is not offered yet; absence of an offer is not proof that the PC can never run Windows 11. Check Windows Update and PC Health Check. Microsoft also recommends waiting for the offer before using the Installation Assistant.
Neither route is guaranteed to be faster in every case. Microsoft says installation time varies with internet speed, and downloading and installing Windows 11 usually takes longer than a typical Windows 10 feature update. If Setup offers a choice to go back after upgrading, Microsoft’s FAQ says the rollback window for retaining migrated files and data is 10 days.

Windows 10 support has ended
Windows 10 support ended on October 14, 2025. Microsoft says it no longer provides free Windows Update software updates, technical assistance, or security fixes for Windows 10 after that date. If the PC is eligible, moving to Windows 11 may be appropriate, but use the device’s eligibility result and choose the installation path based on whether you want an in-place upgrade or a clean install.
