If Create shortcut is missing from the first Windows 11 right-click menu, it usually has not been removed. Windows 11 places many legacy commands under Show more options. You can create a desktop shortcut with the built-in New > Shortcut wizard, or create one for an existing file or folder through Show more options > Send to > Desktop (create shortcut). Microsoft documents both workflows in its desktop shortcut instructions.
Why Create shortcut is not visible in the first menu
Windows 11 uses a streamlined File Explorer context menu. The compact menu shows a shorter set of commands than the classic Windows 10 menu, so an item can appear to be gone even though it is still installed. Microsoft explains that not all Windows 10 extensions are displayed in the streamlined menu and that they remain available through Show more options in File Explorer in Windows.

This distinction matters because opening the classic menu is not the same as reinstalling a feature. Create shortcut is still available through the supported shell paths described below. A shortcut placed on the desktop gives quick access to an application, file, or folder without moving the original item.
The two menus also serve different situations. The desktop’s blank-area menu is where you start a new shortcut by entering a target. A file or folder’s menu acts on an item that already exists. Choosing the wrong starting point is a common reason users do not see the command they expect.

Use New > Shortcut to create a desktop shortcut
The most direct built-in method is intended for an empty area of the desktop. It opens a wizard rather than copying an existing item automatically.
- Right-click an empty area of the Windows 11 desktop.
- Select New, then select Shortcut.
- When the shortcut wizard opens, enter the location of the item you want to open. This can be a program, file, folder, or another address accepted by the wizard.
- Select Next, provide a name, and select Finish.
The resulting icon is a shortcut; the original application, file, or folder remains in its existing location. If the wizard cannot resolve the location, check the path for spelling, drive letters, quotation marks, and network availability before finishing.
Use a descriptive name when several links point to similar files or folders. The name shown on the desktop does not rename the target. You can remove the link later without removing the original item, which makes this method reversible for ordinary desktop organization.
Create a shortcut for an existing file or folder
When the item is already visible in File Explorer, use the shell’s Send to command instead of starting a blank wizard.
- In File Explorer, right-click the file or folder.
- Select Show more options to open the classic context menu.
- Choose Send to.
- Select Desktop (create shortcut).
Windows places a shortcut on the desktop while leaving the source item where it was. This is the Microsoft Support path: “Right-click on the file or folder and select Show more options > Send to > Desktop (create shortcut).” If you are working with a removable or network location, the shortcut will depend on that location being available when you use it.
This route is useful when you do not want to type a long path into the wizard. It also works for folders, so a frequently used project directory or shared location can have a desktop link while its contents stay in place. If the item is moved or renamed afterward, the shortcut does not automatically discover the new location.

Can you add Create shortcut to the compact menu?
For current broadly released Windows 11 behavior, Microsoft documents how to use the command but does not provide a universal supported switch that pins only Create shortcut into the first, compact menu. The reliable approach is to use Show more options or the desktop wizard.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWindows shell menus are extensible. Microsoft Learn states that “all that is required to extend the shortcut menu for a file type is to create a registry entry for each command,” and describes context-menu handlers in Extending Shortcut Menus – Win32 apps. That documentation establishes the registry mechanism developers can use for shell commands; it is not a one-size-fits-all recipe for moving Windows’ own Create-shortcut command into every user’s compact menu.
A registry customization can depend on the item type, handler, user profile, and Windows build. A change that works for one file class may not affect folders or the desktop, and a third-party registry file is not automatically Microsoft-supported. If your goal is simply to create shortcuts, the two built-in paths avoid those dependencies.
In other words, “restore” usually means reveal the classic menu, not add a new executable or reinstall a Windows component. Test the built-in paths first. They are supported, require no third-party utility, and do not alter shell registrations.
How to remove Create shortcut or other context-menu commands
Windows does not document a universal, Create-shortcut-only setting that removes the command from every Windows 11 context menu. Removing shell entries generally means changing registry-backed handlers, and the exact entry can vary by command and object type. Before changing the registry, make a backup or restore point and record the original value so the change can be reversed. A malformed shell entry can affect right-click behavior for an entire user profile.

For a personal PC
If you only want a cleaner menu, the least risky option is to keep using the compact menu and open Show more options only when needed. This changes no system settings. There is no Microsoft-supported graphical switch in the stable Windows 11 workflow that hides only Create shortcut while leaving every other context command intact.

Deleting an unwanted desktop shortcut is separate from removing the shell command. You can delete the link from the desktop while keeping the source file or folder. That action does not change what appears in File Explorer’s menus and is normally the appropriate cleanup when the problem is extra icons rather than menu clutter.
For a managed device
Administrators can use the NoViewContextMenu policy documented in Microsoft’s ADMX_WindowsExplorer Policy CSP. This policy removes shortcut menus from the desktop and File Explorer. It is broad: it does not target Create shortcut alone, so it also removes the other commands users normally reach through a right-click menu. Apply it only when that wider restriction is intended and communicate the impact to affected users.
Because the policy affects both desktop and File Explorer menus, it should be evaluated as a device-management decision rather than a cosmetic tweak. If an organization later needs ordinary right-click commands, the administrator must reverse or revise the policy through the management system.

A Windows Insider Blog post dated August 17, 2026 describes a File Explorer redesign with a customizable context-menu settings page. In that Insider experience, the File actions section can turn built-in commands such as Send to, Print, Create shortcut, Copy as path, and Rotate image on or off. The blog says, “The top section lets you turn built-in Windows commands like Send to or Create shortcut on or off.”
This is an Insider announcement, not a promise that the settings page is present on every stable Windows 11 installation. Its availability depends on the specific Insider build and rollout. If you do not see a File actions settings page, use Show more options and the supported shortcut workflows instead of importing an unverified registry tweak.
The distinction between an announced feature and a generally available setting is important when helping multiple users. A screenshot or instruction from an Insider build may not match a stable installation, and a later build can change the page’s location or wording. Identify the Windows channel and build before treating that interface as an available solution.

Choosing the right approach
| Approach | Scope | Audience | Reversibility | Build stability |
|---|---|---|---|---|
| New > Shortcut | Creates a desktop shortcut | Anyone using a Windows 11 PC | Simple menu operation; delete the shortcut without deleting the source | Supported desktop workflow |
| Show more options > Send to > Desktop (create shortcut) | Creates a shortcut for a selected file or folder | Anyone using File Explorer | Simple menu operation; source remains in place | Supported classic-menu workflow |
| Registry shell customization | Can target shell commands or handlers, depending on implementation | Advanced users and software developers | Requires backing up and restoring registry values | Handler- and build-dependent; no universal Create-shortcut-only recipe is documented |
| NoViewContextMenu policy | Removes shortcut menus from the desktop and File Explorer | Managed Windows environments | Policy reversal required; affects all shortcut-menu commands | Policy-supported but intentionally broad |
| Insider File actions settings | Turns selected built-in file actions on or off | Eligible Windows Insider builds | Change the setting again when available | Build- and rollout-dependent |
Troubleshooting missing commands
Show more options is not present
Right-click an actual file or folder in File Explorer, rather than an empty area where the desktop’s New menu is expected. On supported Windows 11 installations, the classic command list is reached from the compact menu through Show more options. The desktop wizard is a separate path: right-click an empty desktop area and open New.
Desktop (create shortcut) is unavailable
Confirm that you selected a file or folder before opening the context menu. The Send to entry is an action for an existing item; it is not the same as the desktop’s blank-area New > Shortcut command. If the source is on a disconnected network or removable drive, reconnect it and try again.
The shortcut opens the wrong item or fails
Open the shortcut’s properties and inspect its target. Correct the location if the file was moved, renamed, or assigned a different drive letter. For network targets, verify that the share is reachable under the account using the shortcut. Creating a new shortcut does not repair a target that no longer exists.
A registry change altered more than expected
Undo the specific value you changed, using the backup you made before editing. If the change was deployed through device management, remove or revise the policy from the management system rather than editing one computer. Because shell handlers can apply to broad classes of files, test any customization on a non-production profile first.
The command appears for one item type but not another
Shell commands can be associated with particular file classes, folders, or desktop objects. A customization that affects documents may not affect directories, and a per-user change may not apply to another account. Compare the object type and account before concluding that Windows has removed the command.

- Use New > Shortcut when you know the target location and want the wizard to create a named desktop link.
- Use Send to > Desktop (create shortcut) when the file or folder is already selected in File Explorer.
- Use Show more options before assuming a Windows 10-era command was removed.
- Avoid registry downloads that claim to restore or delete Create shortcut globally unless you can verify exactly which shell handlers they modify and how to undo them.
- Use NoViewContextMenu only when an administrator intends to remove all desktop and File Explorer shortcut menus, not merely one command.
- Treat the Insider File actions page as build-specific until Microsoft delivers it to the Windows edition and channel you use.
- Keep shortcuts separate from originals: deleting a shortcut is normally a desktop cleanup action, while deleting the target affects the actual file, folder, or application.
For most Windows 11 users, there is nothing to reinstall: the command is available through the classic menu, and shortcut creation remains built into the operating system. Registry and policy customization are separate administrative choices with wider scope and more build-sensitive behavior.

Frequently Asked Questions
Where is Create shortcut in Windows 11?
Right-click the file or folder, select Show more options, choose Send to, and select Desktop (create shortcut). To create a shortcut from a target location instead, right-click an empty desktop area and choose New > Shortcut.
How do I add Create shortcut back to the Windows 11 right-click menu?
Usually you do not need to add it. Windows 11 keeps many commands out of the compact menu; select Show more options to open the classic menu. Microsoft does not document a universal stable-channel switch that pins only Create shortcut into the compact menu.
Can I remove only Create shortcut?
There is no universal Microsoft-supported setting that removes only Create shortcut from every Windows 11 context menu. Registry handlers can be customized, but the result depends on object type, user profile, handler, and build. Back up any values before changing them.
What does NoViewContextMenu do?
The managed-device NoViewContextMenu policy removes shortcut menus from the desktop and File Explorer. It is broad and removes other right-click commands too; it is not a Create-shortcut-only control.
Why does a shortcut stop working?
The target may have been moved, renamed, disconnected, or assigned a different drive letter. Open the shortcut’s properties, inspect its target, and make sure any network share or removable drive is available.
Is there a new Windows 11 setting for these commands?
A Windows Insider Blog post from August 17, 2026 describes a File actions settings page that can turn commands including Create shortcut on or off. It is build- and rollout-dependent and should not be assumed to exist on every stable installation.
The Bottom Line
Start with the built-in paths: use New > Shortcut for a new desktop link, or Show more options > Send to > Desktop (create shortcut) for an existing file or folder. Registry edits and NoViewContextMenu have broader, build-sensitive effects, while the 2026 Insider File actions page is available only where that build has delivered it.
