What’s actually slowing this PC down?

Yes, but unevenly. AI data-center shortages are likely to keep some high-end cloud GPUs difficult to obtain through at least 2026 and increase the premium for guaranteed capacity. They will not force every posted hourly price higher: providers can cut list prices, add a newer generation, or pass efficiency gains to customers even while particular GPU models or zones remain constrained.
The practical result is a split market. An on-demand H100 or H200 price may stay flat or fall, yet the same GPU can be unavailable in your required zone. Reservations, capacity blocks, and long commitments can improve your odds of getting capacity, but they exchange flexibility for access assurance. Compare the cost of usable GPU-hours—including idle time, commitments, storage, networking, and egress—not just the advertised hourly rate.

What is actually in short supply?
Cloud GPU scarcity is increasingly a region-, zone-, and SKU-level problem rather than a single global “sold out” condition. A provider can display an instance type in its catalog while having no launchable inventory in the zone you selected. Google Cloud’s documentation states that GPU devices are offered only in specific zones and that availability can differ by machine type. AWS likewise advises customers to use reservations to mitigate capacity constraints.

Why data centers, not just chips, set the limit
NVIDIA has described the bottleneck as an infrastructure problem encompassing land, power, data-center shell, and capital, not merely GPU manufacturing. In its 2026 filing, NVIDIA reported $279 billion in supply and capacity commitments as of July 26, 2026. Those commitments indicate the scale of planned expansion, but they do not instantly create powered, networked capacity in every market.
Power interconnection, construction schedules, cooling systems, networking equipment, financing, and local permitting can delay a cluster even after chips have been allocated. A shortage in any of those layers can keep a cloud region constrained while another region has spare inventory.
What providers are saying
Microsoft said on its FY2026 Q3 earnings call that it expected Azure to “remain constrained at least through 2026,” even as it continues adding capacity. This is a time-bounded company outlook, not a guarantee that every Azure GPU SKU will be unavailable.

AWS said in June 2025 that “the growth in demand for GPU capacity has outpaced industry-wide supply,” while announcing price reductions for selected EC2 NVIDIA GPU instances. The two statements can both be true: supply can be tight for the most sought-after configurations while a provider lowers prices on selected inventory or generations.

Will cloud GPU prices rise?
The premium for reliable access is the part most likely to rise. When an on-demand launch is uncertain, buyers may pay through a reservation, a capacity block, a long commitment, or a specialist provider with inventory. Those products sell assurance and scheduling certainty, so their effective cost can exceed a flexible on-demand rate.
Posted on-demand prices can move in either direction. AWS announced reductions of up to 45% for selected EC2 NVIDIA GPU instances in June 2025, despite describing GPU supply as scarce. A provider may cut a list price when it adds enough capacity, introduces a newer generation, improves utilization, or chooses to compete for workloads. A price cut for one SKU does not make a constrained H100 or H200 cluster easier to obtain in your zone.
Why spot pricing can look dramatically cheaper
Google Cloud’s current pricing documentation says spot GPU prices can change periodically and typically provide discounts of 60–91% for most machine types and GPUs. Spot capacity is interruptible, so the discount compensates you for losing the instance when the provider needs the capacity elsewhere. A low spot rate is not a substitute for guaranteed capacity for a long, interruption-sensitive training run.
Use effective cost per usable GPU-hour
Compare offers with a common measure:
effective cost per usable GPU-hour = (GPU charges + commitment fees + storage + networking and egress + idle capacity cost) ÷ productive GPU-hours delivered

If a cheap instance sits idle while you repeatedly retry launches, or a spot VM is interrupted during checkpointing, its nominal rate understates the real cost. Conversely, a reservation can be economical when it keeps a scheduled cluster running at high utilization.
Why an instance appears but will not launch
A catalog listing usually describes a supported configuration, not a promise of free inventory. Launch failures commonly arise from one of these conditions:
- Zone-level exhaustion: another zone in the same region may have capacity while your selected zone does not.
- GPU or shape limits: the individual GPU may exist, but the requested multi-GPU machine, host count, or interconnect topology may not.
- Regional policy: data-residency, export-control, or service-availability rules can exclude otherwise supported hardware.
- Quota: your account may lack permission for the requested accelerator even when the provider has inventory.
- Reservation boundaries: capacity may be held for customers with reservations or capacity blocks rather than exposed to on-demand launches.
- Transient contention: inventory can disappear between a successful capacity check and the actual launch request.
Retrying the same request in the same zone is therefore a poor strategy. Check every permitted zone, reduce the requested machine size if your software allows it, and test an alternative generation or region before changing your architecture.

| Model | Access behavior | Price behavior | Best fit | Main risk |
|---|---|---|---|---|
| On-demand | Launch is an attempt against current inventory; no guaranteed start. | Flexible list rate; can fall even during broader scarcity. | Short jobs, development, and workloads that can wait or move. | Retries, delays, and zone-specific failures. |
| Reservation or committed use | Improves access assurance for an agreed term and configuration. | Commitment can lower unit cost, but you pay for the obligation. | Predictable production workloads with steady utilization. | Paying for unused capacity or being locked to a region or SKU. |
| Capacity block | Sets aside capacity for a defined window or cluster requirement. | Trades flexibility for scheduling certainty; exact pricing depends on provider and configuration. | Scheduled training runs and deadline-driven bursts. | Missed utilization if data, code, or dependencies are not ready. |
| Spot or preemptible | Uses spare capacity and can be interrupted. | Google documents typical discounts of 60–91% for most machine types and GPUs; prices can change. | Fault-tolerant jobs, batch inference, and checkpointed training. | Eviction, variable completion time, and possible restart overhead. |
| Multiple providers | Moves demand to whichever region or provider has usable inventory. | May avoid a premium, but adds engineering and data-transfer costs. | Teams with portable containers and flexible data placement. | Different APIs, quotas, networking, and software images. |
Reservations and capacity blocks are not automatically cheaper. Their value is that they reduce the probability of failing to obtain the machine when you need it. Calculate the cost of that assurance against the cost of delay.

Should you reserve cloud GPU capacity now?
Reserve when all of the following are true:
- Your workload has a known schedule or service-level requirement.
- The GPU generation, memory profile, region, and zone are unlikely to change.
- Your expected utilization is high enough to cover the commitment.
- A failed launch would cost more than the reservation premium.
- Your application cannot tolerate spot interruptions or repeated queueing.
Stay flexible when demand is experimental, model architecture is changing, or your software can run on several accelerators. In that case, a reservation can strand budget on a SKU that becomes less attractive as new capacity arrives.
A practical reservation checklist
- Measure demand: record GPU-hours by week, peak concurrency, job duration, and acceptable startup delay.
- Define the minimum hardware: specify memory, generation, single- versus multi-GPU topology, and interconnect needs rather than naming only “an H100.”
- Map eligible zones: list every zone that satisfies latency, sovereignty, and networking requirements.
- Price the alternatives: compare on-demand, reservation, capacity-block, and spot options using productive GPU-hours.
- Test portability: run the container, drivers, framework, checkpoints, and data-access path on a second provider or generation before an outage.
- Commit in stages: cover the firm baseline first and leave burst demand to flexible capacity where possible.
Are H100 or H200 instances sold out?
There is no official evidence here of a universal, worldwide sellout of every H100 or H200 instance. Availability is provider-, region-, zone-, and configuration-specific. A full H100 reservation in one zone can coexist with on-demand H100 inventory elsewhere, while a multi-GPU H200 shape may be unavailable even when a smaller shape is listed.
NVIDIA’s 2026 disclosures also show why a single model can have mixed signals. NVIDIA reported a $0.4 billion charge associated with H200 excess inventory and purchase obligations after demand diminished, while reporting supply constraints elsewhere. That does not prove broad H200 abundance or scarcity; it shows that demand can change by product and time while infrastructure remains constrained.

What about Blackwell and alternative accelerators?
Newer generations can relieve pressure on an older SKU, but they can also create a new queue while software and networking are validated. Substitution is useful only if your framework, kernels, memory requirements, precision modes, and distributed-training libraries support the alternative. A nominally cheaper accelerator that requires code changes or runs at lower utilization may have a higher effective cost.
Before switching, benchmark the smallest representative workload and record throughput, memory headroom, checkpoint time, communication behavior, and completion cost. Keep the original path available until the substitute has passed a production-scale test.
How to plan for 2026 and beyond
Microsoft’s stated Azure constraint extends at least through 2026. Beyond that documented horizon, outcomes are scenarios rather than established facts. Prices and availability will depend on demand growth, chip production, data-center construction, power access, export controls, regional policy, and adoption of alternative accelerators.
Scenario: demand stays ahead of buildout
High-end GPUs remain difficult to obtain in popular zones. The premium shifts toward reservations, capacity blocks, and providers with spare inventory. On-demand prices may not rise uniformly, but failed launches and waiting time become more expensive.
Scenario: capacity catches up selectively
A new region, generation, or provider adds enough supply to reduce the price of one SKU. Another SKU can remain constrained because its memory, interconnect, or software ecosystem is harder to substitute.
Scenario: demand rotates between generations
A provider discounts an older model or records excess inventory, as reflected by NVIDIA’s H200-related charge, while the newest model commands a premium. Buyers with portable workloads can benefit; tightly coupled systems cannot switch as quickly.
How to protect a production workload from shortages
- Checkpoint frequently: make interruption recovery routine before relying on spot capacity.
- Separate storage from compute: keep durable checkpoints and datasets accessible from more than one eligible zone or provider.
- Pre-build images: maintain tested images for each supported GPU generation and driver stack.
- Use queue-aware scheduling: let jobs target a set of acceptable zones and machine shapes instead of one exact SKU.
- Monitor launch failures: distinguish quota errors, policy blocks, and true capacity exhaustion so the remedy matches the cause.
- Control egress: moving large datasets between clouds can erase the savings from a cheaper GPU-hour.
- Keep a fallback plan: document the minimum acceptable accelerator, maximum wait time, and trigger for moving work.
The strongest defense is not guessing the next price. It is reducing dependence on one zone, one generation, and one purchasing mode while reserving only the capacity your schedule truly requires.
