Reducing rechargeable-battery emissions requires more than switching factories to renewable electricity. The credible solution is a lifecycle strategy covering mining and refining, cell and pack production, charging, durability, repair, second-life use, collection, transport and recycling. The International Energy Agency (IEA) expects battery demand under current policies to be 4.5 times higher by 2030 and more than seven times higher by 2035, making each stage material to climate policy.
Why battery emissions are becoming a larger policy issue
Battery-related emissions are a significant part of an electric vehicle’s lifecycle impact, but the IEA says they are not the largest contributor overall. Results vary with battery chemistry, factory location, electricity mix, mining practices, vehicle efficiency and how long a pack remains in service. A battery made with low-carbon electricity and used for many years can have a very different footprint from one produced on a carbon-intensive grid and replaced early.

Electricity used across the battery lifecycle currently accounts for about 20% of lifecycle emissions for nickel-manganese-cobalt (NMC) batteries and 25% for lithium-iron-phosphate (LFP) batteries, according to the IEA. Those figures describe electricity’s share, not the total carbon footprint of either chemistry.

1. Decarbonise manufacturing energy
Cell and pack production is energy intensive. Moving factories to cleaner grids and directly electrifying heat and other processes can reduce emissions, but grid decarbonisation alone is insufficient. The IEA estimates that only about 20–25% of the full battery supply chain is electrified today, so manufacturers also need higher process efficiency, better thermal integration and more electrification of material processing.

In the IEA Announced Pledges Scenario, lifecycle emissions for both NMC and LFP batteries fall by about 35% through 2035. The modeled reduction is associated with grids becoming cleaner, pack-level energy density increasing by 30%, and cathode active material containing 20% recycled content. These are combined measures, not a forecast that any single factory will achieve the reduction.
2. Use less material per unit of storage
Higher pack-level energy density can reduce the quantity of casing, wiring and other components needed for a given amount of stored energy. Design changes should be judged against safety, repairability, cycle life and the duty cycle: a battery optimized for a long-range vehicle may not be the right design for a short-trip car, bus or stationary system.
Material efficiency also means avoiding oversized packs, improving software that manages degradation and designing modules that can be serviced instead of replacing an entire pack after one failed component.

3. Select chemistry for the application
NMC and LFP have different mineral and processing profiles, so neither is universally the most sustainable choice. NMC uses nickel, manganese and cobalt; LFP avoids nickel and cobalt but has a different energy-density profile. A sound comparison should include lifecycle carbon intensity, critical-mineral demand, water impacts, safety, durability, cost, recyclability and suitability for the intended duty cycle.
Battery procurement should therefore specify the performance needed and disclose the assumptions behind any environmental claim. Geography, electricity mix, lifetime and end-of-life treatment can change the result more than a chemistry label alone.
4. Reduce mining and refining damage
The European Commission identifies lithium, cobalt, nickel and natural graphite as critical inputs. Extraction and refining can create greenhouse-gas emissions, water pollution, deforestation and human-rights risks. A wider response combines supplier due diligence, traceability to mine and refinery, cleaner refining, substitution where technically feasible and standards that reward material efficiency.

Traceability is useful only when it is tied to measurable requirements. Buyers and regulators need information on production sites, electricity sources, recycled content and environmental performance rather than broad “responsibly sourced” descriptions without comparable data.
5. Keep batteries in service longer
Longer useful life spreads the emissions from mining and manufacturing across more delivered energy. Vehicle and storage-system owners can support this by maintaining appropriate temperatures, avoiding unnecessary high-state-of-charge storage and using battery-management software that limits harmful operating conditions.
Repairability matters as much as chemistry. Manufacturers should provide diagnostic information, service procedures, replacement parts and warranty data that allow a defective module or component to be addressed without discarding a functioning pack. Clear state-of-health measurements also help buyers price used batteries accurately.

6. Make second-life use safe and practical
A pack that no longer meets vehicle power or range requirements may still work in a stationary application. The EU battery framework covers consumption, second-life reuse and recycling, but reuse needs consistent diagnostics, residual-value markets, safe transport rules and standards for repurposing.
Second-life deployment is not automatically lower impact. Testing, shipping, enclosure construction and safety controls add impacts, and a reused pack must displace a new battery or other storage asset to deliver a net benefit. Projects should document the battery’s remaining capacity, expected service life and eventual recycling route.

Recycling can recover critical minerals, provide a more geographically diverse secondary supply and reduce pressure on primary extraction. The IEA expects recycling to be especially important for manufacturing scrap in the near term and for end-of-life electric-vehicle batteries later, as retired volumes rise after 2035.

Capacity is more than a recycling plant. Effective systems need convenient collection, safe sorting, fire-resistant storage, trained workers, compliant hazardous-material transport and processes matched to different chemistries. Poor handling can cause fires or damage packs before valuable materials are recovered.

Comparable accounting is essential for distinguishing genuinely lower-impact batteries from unsupported claims. The European Commission’s Joint Research Centre published a methodology on 28 May 2025 covering industrial-battery emissions from raw-material acquisition through manufacturing, waste management and recycling across multiple chemistries.
EU rules phase in lifecycle-carbon-footprint thresholds from 1 July 2027 and recovered-material disclosure from 1 January 2027 for qualifying batteries. The framework regulates the full lifecycle, from material extraction and design through consumption, second-life reuse and recycling. Companies selling into the EU will need auditable data rather than one-time estimates based on a favorable factory or electricity assumption.
Why charging policy belongs in the emissions plan
Battery emissions do not end at the factory gate. Charging at times of high-carbon generation increases use-phase emissions and can worsen local grid peaks. Smart charging shifts demand toward periods when electricity is cleaner or the network has spare capacity. The IEA says it will be vital for integrating more electric vehicles and reducing the need for grid reinforcements.
Effective programs combine time-of-use prices, managed charging, vehicle-to-grid safeguards where appropriate and transparent signals about grid carbon intensity. Users still need controls that protect mobility needs; a lower-carbon charging schedule is useful only if the vehicle is ready when required.

What governments and buyers should require
- Lifecycle carbon declarations using a standard method and clearly stated boundaries.
- Supply-chain traceability for lithium, cobalt, nickel and natural graphite.
- Verified disclosure of electricity sources, recycled content and manufacturing locations.
- Design requirements that support diagnostics, repair, disassembly and safe transport.
- Collection targets and fire-safe logistics established before end-of-life volumes surge.
- Procurement rules that compare batteries on carbon, minerals, water, safety, durability and recyclability rather than chemistry name alone.
- Charging programs that shift flexible demand without compromising required vehicle availability.
The central lesson is that no single intervention can absorb the projected growth in battery demand. Cleaner energy, efficient design, deliberate chemistry choices, responsible mineral supply, longer use, second-life systems, recycling and smart charging reinforce one another. Treating the battery as a lifecycle system is the only approach broad enough to reduce emissions while deployment accelerates.
