What a browser must reach
When you enter an address such as http://203.0.113.10:8080, the request passes through several independent layers. The browser first resolves the address, then opens a TCP connection to the specified port, negotiates HTTP or TLS as appropriate, and finally receives a response from the application. A failure at any layer can look like “the VPS is down.”

Microsoft’s troubleshooting flow separates these checks into application state, listening sockets, host-firewall rules, and network-security rules. That separation is important: fixing a UFW rule cannot make a stopped process answer, and opening a provider firewall cannot make a service bound only to 127.0.0.1 reachable from the internet.
Use the right URL and protocol first
HTTP versus HTTPS
Use http://PUBLIC_IP:PORT when the listener speaks plain HTTP. Use https://PUBLIC_IP:PORT only when that port is configured for TLS. Ports 80 and 443 are conventional defaults, but a service on any other port must include the port number in the URL.

Do not switch to HTTPS merely because the browser displays a warning or refuses an HTTP URL. An HTTP server receiving a TLS handshake will usually return a protocol error or close the connection. Conversely, sending plain HTTP to a TLS listener will fail before the application can generate a normal page.
Check the exact public address
Confirm that you are using the VPS’s current public IPv4 address, or the intended IPv6 address in bracket notation, such as https://[2001:db8::10]:8443. A private address, an old address left in a bookmark, or an address assigned to a different instance cannot reach the intended service.
Diagnose from the VPS outward
Work from the closest point to the application toward the public internet. This prevents a firewall symptom from being mistaken for an application failure.
1. Test the service locally
Log in to the VPS and make a request to loopback:
curl -v http://127.0.0.1:PORTUse the service’s correct HTTPS URL if it is a TLS listener. A successful response proves that a process answered locally; it does not prove that the process is reachable through the public interface. If the local request fails, inspect the application’s service manager, startup logs, configuration, and crash output before changing network rules. Microsoft identifies a stopped application, a process listening on the wrong port, and a protocol mismatch as common causes.
2. Confirm the listening socket
Inspect listening TCP sockets and the owning process:

sudo netstat -lntpFind the expected port, verify that its state is listening, and check the local address. A line for 127.0.0.1:PORT accepts only local connections. A listener on 0.0.0.0:PORT accepts IPv4 connections on available interfaces, subject to firewall policy. An IPv6-only listener may appear on [::]:PORT; clients using IPv4 will not reach it unless the application also provides an IPv4 listener or the operating system’s dual-stack behavior is deliberately configured.
Also verify the process name and PID. A different program may have claimed the port, or a development server may have selected a different port than the one in your browser URL.
3. Check the guest operating-system firewall
Review the firewall on the VPS itself. Depending on the distribution, that may be UFW, firewalld, nftables, iptables, or Windows Firewall. The rule must allow the correct protocol and destination port; allowing UDP does not open a TCP web service.
For UFW, start with:
sudo ufw status verboseIf the deployment requires public HTTP, the rule is normally TCP port 80; HTTPS is TCP port 443. A custom service needs its actual TCP port. Restrict the source address when the service is administrative or intended for a known office, VPN, or monitoring host. Do not respond to a failed test by permitting every port.

After changing a rule, repeat the local test and then test from a different machine. A firewall reload or rule-order issue can leave the effective policy different from the configuration you edited, so inspect the active ruleset rather than relying only on a configuration file.
4. Check provider-side network controls
Most VPS platforms add a second policy layer outside the guest. Depending on the provider, look for a security group, cloud firewall, network ACL, inbound rule, or port-forwarding/NAT setting. Permit inbound TCP traffic to the exact destination port and the narrowest source range that meets the requirement.
The provider policy must allow the return traffic as well. Azure’s troubleshooting guidance treats the inbound request and outbound response as separate paths through network-security groups and host firewalls. A rule that permits the SYN packet but blocks the response still produces a browser timeout.
If the VPS is behind a private network, router, or NAT gateway, verify that the public address forwards the chosen port to the VPS’s private address. A public IP attached to a gateway does not automatically forward arbitrary ports to an instance.
5. Test from outside the virtual network
Run a TCP test from a laptop on another connection, another VPS, or a mobile hotspot:

curl -v http://PUBLIC_IP:PORTFor a service whose protocol you only need to test at the TCP layer:
nc -vz PUBLIC_IP PORTTesting from another machine in the same virtual network can reveal an internal security-group rule, but it does not prove that the public route works. An external test is required to exercise the public address, provider edge, routing, and internet-facing firewall policy.

TCP connects, but HTTPS negotiation or certificate validation fails. |
A timeout generally suggests filtering, a missing route, or a dropped packet. “Connection refused” generally means the address was reached but no permitted process accepted the connection. These are diagnostic heuristics, not proof; confirm them with socket state, firewall counters, and server logs.

The most frequent “works on the VPS, fails from my laptop” cause is a service bound to localhost. Framework development servers often choose 127.0.0.1 by default so they are not exposed accidentally. Change the application’s bind or host setting to the intended interface, commonly 0.0.0.0 for IPv4 or an explicitly configured IPv6 address, then restart the service and verify the new socket with ss -ltnp.
Binding to all interfaces is broader exposure, not a firewall replacement. Keep the provider and guest firewall rules restrictive, especially for dashboards, databases, admin panels, and development tools. If only a reverse proxy should be public, bind the backend to a private address and expose the proxy’s listener instead.

Separate IP access, DNS, and HTTPS
When the IP works but the hostname does not
Compare the hostname’s A record with the VPS public IPv4 address and its AAAA record with the intended IPv6 address. A stale record, an AAAA record pointing to another host, or DNS caching can send different clients to different endpoints. Test the IP directly, then test the hostname after confirming both record types and allowing for cache propagation.
When HTTP works but HTTPS does not
First prove that TCP connectivity to the TLS port exists. Then confirm that a TLS listener is actually configured on 443 or on the chosen custom TLS port. Only after the listener is reachable should you investigate certificate coverage, expiration, trust-chain problems, or reverse-proxy forwarding to the backend.
The certificate must cover the hostname that appears in the browser URL. A certificate for a name different from the URL can fail validation even though the service and port are healthy. If a proxy terminates TLS, check both sides: the proxy’s public listener and its connection to the backend application.
Why ping is not a web-service test
A successful ping verifies ICMP reachability, not TCP access to your chosen port and not an HTTP response. Some providers or firewalls block ICMP while permitting web traffic; others allow ping while filtering TCP. Use an application request or a TCP probe for the port you are diagnosing.
A narrow, repeatable checklist
- Write the exact URL, including
httporhttpsand any nonstandard port. - Request the endpoint locally with
curl -v. - Use
ss -ltnpornetstat -lntpto verify the process, port, state, and bind address. - Check the active guest-firewall policy for the correct TCP destination port.
- Check provider security groups, cloud firewalls, ACLs, and NAT or forwarding rules.
- Probe the public address from outside the virtual network with
curl -vornc -vz. - If the IP works but the name fails, compare A and AAAA records with the VPS addresses.
- If HTTP works but HTTPS fails, verify the reachable TLS listener, certificate hostname, and proxy backend.
This order localizes the fault without opening unrelated ports. It also distinguishes an application problem from a network-policy problem before you make a change that increases exposure.
