Why Wind Turbine Blades Are Difficult to Recycle

Large composite blades are hard to separate, transport, and process. Recycling options exist, but differ in material recovery, quality, cost, and availability.

Wind turbine blades are difficult to recycle because they are large, layered structures made mostly of strong fiber-reinforced composites, often glass fiber held in thermoset resin. Once cured, conventional thermoset resin cannot simply be melted and reused. Separating useful materials takes processing that can consume energy and damage fibers; cutting and transporting blades to facilities add further cost and complexity. Recycling routes exist, but they recover different materials at different quality levels and are not equally available everywhere.

What makes a wind turbine blade hard to recycle?

Its composite structure resists separation

Many blades use glass fibers embedded in a cured thermoset resin. The fibers provide strength, while the resin binds them into a durable structure. Unlike a thermoplastic, a conventional thermoset does not soften back into a reusable resin when heated: its cross-linked structure is permanent. Recovering the fibers therefore requires mechanical, thermal, or chemical treatment rather than simply melting the blade down. NREL’s 2025 analysis of recycling pathways finds that its modeled cement co-processing, pyrolysis, and solvolysis routes do not recover conventional thermoset epoxy as reusable resin. Heat, chemicals, and shredding can also reduce the quality or strength of recovered glass fibers.

Blades are awkward to move and process

A blade is a large, heavy, layered component. Before processing, it may need to be cut or otherwise prepared; then it must be handled and transported to a suitable facility. Its size and weight make collection and logistics a substantial part of the problem, not an afterthought. The European Commission describes these logistical and material challenges in its overview of blade-waste recycling options.

Capacity, information, and rules are uneven

Recycling also depends on knowing what materials are in a blade, finding an available processor, and meeting local requirements for handling, transport, documentation, and waste classification. IEA Wind Task 45 notes that composite blade materials lack a specific waste code in some contexts and that these requirements can create practical barriers. Uncertain volumes and uneven local capacity make it harder to build a consistent processing system. See IEA Wind Task 45’s work on blade recycling.

Is blade recycling the same as recycling a whole turbine?

No. In a 2023 announcement, the National Renewable Energy Laboratory (NREL) said that about 85%–90% of the mass of a wind turbine is made of materials that can already be commercially recycled. That figure refers to the whole turbine, not to blades or to a blade-recycling rate; blades are part of the more difficult composite fraction. NREL’s announcement gives the figure in the context of a materials-recycling prize.

What happens to blades when they are decommissioned?

Destinations vary by region and by which processors or reuse projects are available. The main routes differ in what they preserve or recover, and none is a universal solution.

Route What happens Main trade-off
Reuse or repurposing A whole blade or sections are used in another application, with little or selective processing. Needs a suitable use, engineering approval, transport, and dependable demand; a possible project does not by itself establish a scalable market.
Mechanical processing The blade is cut, shredded, or ground into composite pieces that can be incorporated into other products. Usually downcycling: processing shortens fibers and reduces their performance, while collection and preparation still cost money.
Cement co-processing Processed composite waste substitutes for some fuel in a cement kiln, while its mineral content contributes feedstock. The resin is consumed for energy rather than recovered as resin. Acceptance and legal classification vary by jurisdiction.
Pyrolysis or solvolysis Heat or chemical treatment separates or transforms composite constituents. In NREL’s modeled pathways, conventional thermoset epoxy is not recovered as reusable resin; treatment may also diminish recovered glass-fiber quality.
Recyclable-by-design resin or thermoplastic New resin chemistry or thermoplastic systems are designed to make later separation, remelting, or chemical recovery easier. Research and demonstrations do not establish commercial availability, economics, or capacity to handle the existing fleet.

Cement co-processing is sometimes advocated as recycling, but it is not closed-loop blade-to-blade recycling: it uses the resin for energy and the mineral portion as kiln feedstock. WindEurope advocates recognizing the route as recycling under EU waste rules; its position is an industry view, not a statement that every jurisdiction classifies it the same way. See WindEurope’s position paper.

How much blade waste is expected?

Estimates depend on publisher, date, and geography, so they should not be treated as one settled figure. WindEurope’s 2023 position paper estimated about 15,000 tonnes of blade waste annually in Europe for 2020–2023 and said the amount could reach 60,000 tonnes a year by 2030. A separate WindEurope page from 2025 forecasts 55,000 tonnes a year of decommissioned blade material in Europe by 2030. Both are industry estimates or forecasts, not measured outcomes for 2030; the estimates differ and should remain separately attributed. See the 2023 position paper and WindEurope’s 2025 page.

One European Commission summary of a 2023 study reports circularity values of 0.52–0.55 and material recovery of 52–60% for the study’s modeled comparison of blade repurposing, grinding, and cement co-processing. These are results for that study’s scenarios, not guaranteed performance figures for every blade, facility, or location. The Commission’s summary provides the context.

What should count as a good recycling option?

A route should be assessed by what it actually recovers and what can be done with the recovered material—not just by whether waste enters a process called recycling. Useful comparison criteria include:

  • Material and quality: Is the fiber, resin, or mineral fraction recovered, and can it serve a similar-quality use or only a lower-grade one?
  • Energy and emissions: What energy does treatment require, and what impacts result from the process?
  • Transport and preparation: How far must blades travel, and how much cutting or other preprocessing is needed?
  • Cost and local capacity: Is a processor available, and can it handle the volume at a viable cost?
  • Scale: Is the route an isolated reuse project, a demonstration, or an established option capable of handling recurring waste?
  • Legal classification: How do the relevant local rules classify and permit the material and process?

Reuse can preserve more of the existing structure but depends on a suitable application and demand. Grinding generally reduces material value; kiln co-processing makes use of energy and mineral content rather than recovering resin; and thermal or chemical treatment may retrieve fibers without restoring them to their original quality. A choice among them depends on the intended outcome and local conditions.

Will new blade designs solve the problem?

Researchers are exploring resins and processes designed to make blades easier to recycle. NREL’s 2024 release describes its PECAN method and a 9-meter blade demonstration, presenting the work as a step toward potential material recovery—not evidence that a widely available, economically proven closed-loop route exists for blades already in service. Johney Green, NREL associate laboratory director for Mechanical and Thermal Engineering Sciences, called the method “a critically important step” in efforts to foster a circular economy for energy materials. That is NREL’s assessment of a research milestone. NREL’s release describes the demonstration.

What do landfill rules mean for old blades?

WindEurope reports that the European wind industry made a self-imposed commitment for a blade landfill ban effective 1 January 2026. This is an industry commitment, not a universal statutory ban or a rule that automatically applies in every country. Waste rules and classifications depend on location, so anyone arranging blade decommissioning or disposal needs to check current national and local law. WindEurope’s 2025 account describes the commitment; IEA Wind Task 45 discusses regulatory and documentation challenges.
