Why Utilities Shut Off Power During High Fire Risk

Utilities may shut off power before a fire starts when wind, dry fuels and vulnerable equipment create a serious ignition risk. Here’s why the decision is local—and why it carries its own risks.

Utilities may deliberately shut off power before a wildfire starts when dangerous weather, dry vegetation and vulnerable electrical equipment combine to create a significant ignition risk. In California, this preventive measure is called a Public Safety Power Shutoff, or PSPS. It can reduce the chance that damaged, energized equipment starts a fire, but it also leaves customers without electricity and does not eliminate wildfire risk.

How a high-fire-risk shutoff can prevent an ignition

Power lines and other utility equipment can become ignition sources if they fail while energized. Strong winds can topple poles, damage or detach lines, or push trees and debris into electrical equipment. When vegetation is very dry, even a small spark can have serious consequences if a fire spreads quickly. Deenergizing a line removes the electrical current that could otherwise contribute to an ignition in those circumstances. Cal OES describes the danger from very dry, windy conditions and damage from trees or debris in its fire and rescue information; the CPUC explains PSPS in its Public Safety Power Shutoff guidance.

The decision is preventive: a neighborhood can lose power even if there is no fire nearby. A shutoff is an attempt to reduce one potential source of ignition before equipment damage or a fast-moving fire occurs. It cannot prevent fires started by other causes.

What conditions can lead to a PSPS?

There is no single statewide switch or universal wind-speed number that automatically triggers every shutoff. The CPUC describes the standard as an imminent and significant risk, including the possibility that strong winds could topple lines or create major vegetation-related problems. Utilities assess weather and fuel conditions alongside local fire consequences and the vulnerability of their equipment. The CPUC characterizes PSPS as a measure of last resort when a utility reasonably believes that risk exists in its consumer guidance.

A Red Flag Warning may be relevant to a utility’s assessment, but it does not, by itself, establish that every utility will shut off power. Thresholds and procedures vary by utility, location and event.

Why one neighborhood may lose power while another stays on

Shutoffs are targeted according to local risk, not simply applied to an entire state or region. Conditions can differ over short distances: wind exposure, dry vegetation, equipment condition and the likely consequences of a fire are not identical everywhere. The electrical system’s circuit layout also matters; a line serving an at-risk area may affect customers beyond the highest-risk spot.

The CPUC says PSPS may affect areas within High Fire Threat Districts and can extend into neighboring areas depending on geographic fire risk. Those districts are used to identify areas of concern, not to promise that every customer in a mapped zone will be shut off during every event. The CPUC wildfire information describes the statewide threat-district map, developed with CAL FIRE, Cal OES, utilities and other stakeholders.

How a PSPS differs from other outages

A PSPS is a deliberate, wildfire-risk-driven deenergization. Other interruptions can have different causes and do not necessarily indicate that a utility made a PSPS decision.

  • STOPS KITCHEN FIRES - Through smoke alarm sound detection, FireAvert-110V can cut power to any 110V appliance, safeguarding you and your home.
  • PROTECTS HOME AND FAMILY - FireAvert helps prevent you from being another statistic by preventing any appliance from starting a fire.
  • QUICK, EASY INSTALL - Simply plug the FireAvert into the wall at a 110v outlet, then plug the desired appliance(toaster oven, microwave, space heater, etc.) into the FireAvert plug-in. No tools required; takes less than 10 minutes!
  • SYNCS TO SMOKE DETECTORS - FireAvert syncs to your smoke detector and activates in response to the audible signal of an existing smoke detector through our patented syncing feature.
  • COMPACT SIZE - Measures 3 3/4 inches tall, 3 3/4 inches wide, and 2 inches deep.
  • Fault or protective-device outage: A line or other grid component trips because of a fault or protective equipment operation. In fire-prone areas, utilities may adjust protective settings to make equipment trip more quickly under risky conditions, reducing the chance a fault produces a spark.
  • Planned maintenance: Power is interrupted to perform scheduled work on the electrical system.
  • Emergency deenergization: A utility may cut power in response to an immediate hazard, such as an active fire threatening equipment.
  • Rotating outage: Power is interrupted in turns to manage a generation shortage, rather than because of a localized wildfire ignition risk.

The CPUC distinguishes PSPS from these other outage causes in its PSPS overview. A specific outage’s cause is best confirmed through the utility’s event updates.

Why shutoffs are a trade-off, not a guarantee of safety

Deenergizing equipment can reduce the chance that utility infrastructure contributes to a catastrophic wildfire, but it imposes real costs. Customers may lose power for communications, refrigeration, medical devices and other essential needs. The CPUC says utilities must balance the risk of harm from utility-ignited fires against the public harms of turning off electricity.

A shutoff does not remove all wildfire danger: it addresses utility equipment as one possible ignition source, while fires can start in other ways. Nor does the regulator describe a shutoff as automatically safest in every circumstance. Its historical decision discusses both the physical failure mechanisms behind utility ignitions and the safety concerns outages can create, including possible new ignition sources in places without power: CPUC Decision 18-08-004.

California rules are not a nationwide policy

This explanation describes California’s PSPS framework. The CPUC’s Wildfire Safety and Enforcement Branch says a 2018 ruling found that state law, including Public Utilities Code sections 451 and 399.2(a), authorizes electric utilities to shut off power to protect public safety. The CPUC oversees electrical and PSPS safety rules and utility compliance.

That California legal context should not be assumed to apply nationwide. A utility’s authority, decision process and customer procedures elsewhere depend on that state’s regulator, applicable rules and emergency arrangements.
