Three Shopify agency quotes are only comparable when they price the same work. A low total may cover theme configuration while a higher one includes custom development, integrations, migration, or post-launch support. Without the actual proposals and project brief, it is not possible to report what three agencies quoted or which one offered better value; invented totals would make the comparison misleading. You can still use a consistent checklist to normalize real proposals before choosing.
Why agency quotes are hard to compare
Start by identifying the pricing model. Shopify describes project-based pricing for defined work, retainers for ongoing services, and performance-based fees tied to outcomes. Those models pay for different kinds of engagements, so headline totals are not directly comparable unless you also account for duration, deliverables, and payment terms. Shopify’s agency guidance also recommends assessing whether an agency can identify relevant Shopify features, themes, or apps for the project.

Scope is the next source of variation. A proposal might include configuration of an existing theme; another might include bespoke design or custom development. Migration, integrations, content entry, testing, launch work, and post-launch support can also change the workload. Shopify Agency Directory’s budgeting guide and agency-authored guidance from Flux identify these as cost factors, but neither establishes what any particular proposal includes. Use the proposals themselves as the evidence. Copy their terms into a comparison table, marking each item included, excluded, or unclear. Do not fill a gap with an assumption: ask the agency to clarify it in writing.
#1 Best Overall
| Comparison area | What to record |
|---|---|
| Deliverables and boundaries | Pages and templates; design; theme configuration or custom development; content entry; migration; integrations; testing; and launch tasks. Note what is included, excluded, or unclear. |
| Pricing and payment | Whether the fee is fixed, time-and-materials, a retainer, or partly performance-based; deposit and milestone payments; hourly rates; and any stated caps. |
| Assumptions and dependencies | Who supplies content, product and catalog data, access, and app decisions; how many review rounds are included; and what the agency expects from your team. |
| Change control | What counts as out of scope, how added work is priced, how approval is documented, and who can authorize a change. |
| Schedule and staffing | Milestones, named roles, client-side dependencies, and the effect of delayed feedback or third-party integrations. |
| Launch and ongoing support | Bug-fix or warranty period, training, handoff, maintenance, support response expectations, and recurring fees. |
| Evidence of fit | Relevant Shopify work, case studies, expertise matched to your requirements, and references if available. |

What published price ranges can—and cannot—tell you
A June 2026 Shopify Agency Directory guide says agency projects can range from $3,000 for a straightforward theme setup to $250,000 or more for a complex Shopify Plus build. It describes $15,000–$60,000 as a common range for established custom-store or replatform projects. These are that directory’s estimates across unlike scopes, not an official Shopify rate card, a representative independent survey, or a benchmark for your project. The directory’s separate budgeting guide gives illustrative 2026 ranges of $25,000–$80,000 for a Shopify Plus build and $5,000–$20,000 for an existing-store redesign. It also notes that off-the-shelf apps may sometimes substitute for custom development. These are publisher examples, not independently verified market data; compare them only with projects of similar scope. Shopify Agency Directory budgeting guide.
