Why Semiconductor Fabs Need Local Suppliers, Reliable Utilities, and Skilled Workers

Semiconductor fabs cannot run as isolated factories. They depend on nearby, qualified suppliers for chemicals, gases, spare parts, maintenance and construction; continuous supplies of high-quality electricity and ultra-pure water; and engineers and technicians who can operate, repair and improve complex processes. Putting these capabilities in the same region cuts response times and supply risk, helps a new fab reach stable yields, and makes later expansion practical.

Local sourcing does not remove global dependence: leading fabs still import equipment, materials and intellectual property. But a strong regional ecosystem determines whether those global inputs can be converted into wafers consistently, safely and at competitive cost.

What a semiconductor cluster actually contains

A semiconductor cluster is more than a group of cleanrooms. The U.S. Department of Commerce describes a regional cluster as a geographically compact area with commercial-scale fabs, a large skilled workforce, nearby suppliers, research and development facilities, utilities and specialized infrastructure. Each element supports the others: suppliers learn the fab’s processes, workers gain experience, utilities are sized for industrial demand, and research institutions help transfer improvements into production.

Location decisions therefore assess an operating system rather than a cheap plot of land. A site with a low purchase price can be uneconomic if it lacks firm power, water-treatment capacity, chemical vendors, trained technicians or roads capable of handling construction traffic. Conversely, a site with higher wages or real-estate costs may win if it reduces downtime and speeds the yield ramp.

Why nearby suppliers matter

Specialty inputs must be qualified

Fabs use ultra-high-purity gases, photoresists, solvents, acids, deposition materials, filtration media and other chemicals. They also need precision components, pumps, valves, sensors, filters and cleanroom consumables. A material is not interchangeable merely because it has the same commercial name: particle counts, trace metals, moisture levels, packaging and delivery procedures can affect defects and yield. Before a vendor is approved, the fab normally qualifies the material, the supplier’s process and the logistics route.

Shorter response cycles protect uptime

When a delivery is late or a tool component fails, a nearby vendor can often send a replacement, field engineer or application specialist within hours rather than waiting for an international shipment. Faster replenishment reduces the amount of safety stock a fab must hold and limits the time that a production line sits idle. Local service teams can also be present during installation, preventive maintenance and troubleshooting.

Local vendors improve process learning

Supplier engineers and fab engineers solve recurring problems together: a filter that sheds particles, a gas cabinet that needs a design change or a packaging method that causes contamination. Repeated face-to-face work creates process knowledge that is difficult to build across distant time zones and language barriers. OECD analyses recommend helping domestic firms integrate into semiconductor global value chains and treating supplier development as part of ecosystem policy.

Proximity is an advantage, not a guarantee

Regional suppliers still depend on internationally traded feedstocks, equipment and intellectual property. A local chemical plant can be affected by a foreign raw-material shortage, and a nearby maintenance company may rely on imported parts. Fabs therefore use dual sourcing, qualified substitutes, inventory buffers and contingency logistics in addition to local contracts.

How much electricity and water does a fab require?

Electricity is a continuous production input

Wafer processing runs around the clock. Lithography, deposition, etch, ion implantation, metrology, vacuum systems, chillers, pumps, air handling and cleanroom filtration all consume power. Water-treatment and wastewater-recycling systems add a substantial load. The OECD’s 2025 sectoral analysis calls semiconductor manufacturing “highly energy-intensive and water-demanding.”

One concrete scale reference comes from advanced fabs in Chinese Taipei: TSMC reported about 7.9 billion kilowatt-hours of consumption in 2020, a figure cited by the OECD in its 2025 report. The OECD notes that this represented about 4% of Chinese Taipei’s total electricity use. That number describes the company’s advanced-fab operations in that location and year; it is not a universal consumption figure for every fab. Demand varies with process node, wafer diameter, equipment mix, utilization and the amount of on-site recycling.

Water must be exceptionally clean and continuously available

Fabs use municipal or industrial water as feedstock for ultra-pure-water systems, wafer rinses, cooling and abatement. Treatment removes particles, ions, organics and microbes to levels suitable for sensitive process steps. Used water then passes through segregated treatment streams because acids, solvents, metals and other contaminants cannot simply be discharged together. Recycling can reduce withdrawals, but it requires additional treatment equipment, energy, monitoring and permits.

The cited sources do not establish one universal gallons-per-wafer or gallons-per-fab number. A location comparison should instead examine source reliability, treatment and ultra-pure-water capacity, wastewater limits, recycling performance, drought exposure and the time required to secure permits and expand systems.

Why reliability matters as much as capacity

A utility connection that is large enough on paper can still be unsuitable. Voltage sags, frequency events, brief outages, transformer failures or poor power quality can interrupt a tool, spoil wafers and require lengthy requalification. Water-pressure drops, contamination or a treatment upset can have a similar effect. Restarting a cleanroom is not like restarting an office: tools may need controlled shutdowns, chamber cleaning, calibration and process checks before production resumes.

The OECD’s Philippines assessment says sustainable, reliable and competitively priced electricity is necessary for semiconductor operations and reports that firms face high energy costs and common outages. Fabs therefore evaluate outage history, redundancy, substation design, backup generation, power-quality monitoring, restoration procedures and the utility’s record of serving industrial customers. For water, they examine multiple sources, storage, emergency supply, treatment redundancy, online quality sensors and drought restrictions.

The workforce a fab needs

Different jobs require different pipelines

A commercial fab employs process, equipment, facilities, automation, quality, safety, information-technology and maintenance specialists. Process engineers tune recipes and analyze defects. Equipment engineers keep lithography, etch, deposition and metrology tools within specification. Facilities teams operate gases, chemicals, HVAC, chillers and water systems. Technicians perform preventive maintenance and respond to alarms on rotating shifts. Construction and installation crews are needed before production begins, while quality and supply-chain staff qualify materials and vendors.

Ramp-up is the hardest staffing test

New fabs need experienced people before the first wafer enters production. Senior hires create procedures, train local teams and diagnose problems during installation and qualification. As volume rises, the fab must fill many technician and operator positions without lowering safety or process discipline. OECD states that “The limited global supply of skilled labour may hinder efforts to ramp up the supply of chips.” SEMI’s 2025 European skills strategy describes a structural demand-supply imbalance linked to an aging workforce and limited inflow of new talent.

Education and retention are infrastructure

A competitive region connects fabs with universities, technical colleges, apprenticeship programs and retraining providers. Courses need practical content: vacuum systems, statistical process control, contamination control, industrial automation, chemical safety and tool maintenance. Employers also compete for the same electrical, mechanical, software and data-analysis talent as other industries. Housing, transport, career progression, shift arrangements and family services affect whether specialists stay after the initial hiring surge.

Why imported supplies and workers alone are risky

Importing every input can work for a pilot line, but it exposes high-volume production to long logistics chains, customs delays, border restrictions, air-freight capacity and single points of failure. A shipment may be delayed even when the supplier is reliable. Holding extra inventory reduces some risk but ties up cash, consumes controlled storage space and cannot cover every failure mode.

Imported workers can provide crucial expertise, especially during construction and early ramp. They cannot by themselves create a durable operating base. Visas, relocation, language, family needs and competing offers limit the pool. A local pipeline is needed to take over routine operations, preserve know-how and expand headcount as additional modules come online. The practical model is a mixed workforce: experienced international specialists transfer knowledge while regional schools and employers build a larger long-term talent base.

How the cluster pieces reinforce one another

Supplier proximity, utilities and skills are interdependent rather than separate checkboxes. A chemical supplier is more likely to build a plant where a reliable fab customer, industrial water and trained operators are available. A utility is more likely to finance redundant capacity when several large customers share the region. Colleges can justify specialized courses when multiple employers promise apprenticeships. Research institutes attract firms when fabs provide real production problems and a path to qualification.

This feedback loop explains why an established cluster can outcompete an apparently cheaper greenfield site. The cluster shortens qualification cycles, provides backup vendors and workers, and makes future fabs easier to staff and supply. It can also create congestion, wage pressure and competition for water, so public planning must expand capacity ahead of demand rather than assume that existing infrastructure will absorb every project.

A practical framework for comparing fab locations

Site teams can score candidate regions against the following evidence. The same criteria should be tested for the initial fab and for the expansion phases promised in the business case.

Category Questions to document
Supplier depth How many chemical, gas, materials, equipment-service, construction, logistics and maintenance vendors are nearby? Which are already qualified, and how quickly can others qualify?
Power What firm capacity is available now; what is the outage and power-quality history; how long will new substations take; what are prices, redundancy options and decarbonization pathways?
Water Are sources reliable through drought? Is there enough treatment and ultra-pure-water capacity? What are recycling performance, wastewater limits, storage and permit lead times?
Workforce How many process, equipment, facilities, automation, quality and maintenance workers are available? Which colleges, apprenticeships and retraining programs can supply more?
Logistics and construction Can roads, ports, airports and freight forwarders handle oversized tools and hazardous materials? Are cleanroom contractors and specialist installers available?
Cluster policy Do incentives include supplier development, research links and funded utility and workforce build-out, rather than only a one-time land subsidy?

How a company should test a proposed site

  1. Define the production case. Specify process node, wafer size, target utilization, tool count, ramp schedule and expansion modules. Utility and staffing estimates are meaningless without these assumptions.
  2. Stress-test utilities. Model normal load, peak load, maintenance outages, drought restrictions, emergency operation and the additional demand from later phases. Require written connection and expansion schedules from utilities.
  3. Map qualified suppliers. List approved and candidate vendors by material and service, then calculate replenishment times, alternate routes, minimum inventories and qualification lead times.
  4. Build the workforce plan. Separate construction, installation, start-up, operations and expansion hiring. Identify which roles can be trained locally and which require temporary international specialists.
  5. Verify permits and logistics. Check hazardous-materials rules, wastewater discharge limits, road weights, port handling, air-cargo capacity and emergency-response capability before committing capital.
  6. Score resilience, not just cost. Include the financial impact of a day of downtime, a failed water-quality batch, delayed equipment or an unfilled shift. A lower wage or land price can be overwhelmed by one avoidable interruption.

Economic effects beyond the cleanroom

The fab’s employment footprint includes construction contractors, equipment installers, chemical and gas suppliers, maintenance firms, logistics providers, laboratories, training organizations and public utilities. SIA and Oxford Economics reported more than 277,000 direct U.S. semiconductor jobs and 1.6 million additional supported jobs in 2021, using a modeled jobs multiplier of 6.7. Their 2021 analysis also modeled a $50 billion federal investment creating an annual average of 185,000 temporary jobs from 2021 through 2026. These figures are U.S.-specific, model-based and dependent on how direct, construction and supported employment are counted; they should not be transferred to another country without a new analysis.

Common planning mistakes and fixes

  • Counting megawatts but ignoring power quality: require outage, voltage-event and restoration data, plus redundant feeds and monitoring.
  • Promising water before proving treatment: design ultra-pure-water, wastewater and recycling systems with expansion headroom and drought scenarios.
  • Assuming a general labor pool is a semiconductor workforce: fund apprenticeships, tool-specific training and partnerships with technical colleges before ramp.
  • Calling a vendor local because it has a sales office: verify regional manufacturing, inventory, field-service capacity and qualification status.
  • Planning only the first fab: reserve land, utility corridors, treatment capacity and training seats for later modules and neighboring suppliers.
  • Equating local with self-sufficient: maintain global sourcing, alternate logistics and intellectual-property controls because critical dependencies remain international.

The strongest location is therefore not the one with the cheapest land or the largest headline incentive. It is the region where qualified suppliers, resilient electricity and water, and a replenishable skilled workforce can operate together, withstand disruptions and scale with the fab’s process and production plans.
