Yes—a product can be wrong even when its retail packaging looks sealed. An intact-looking seal is a clue about the package’s exterior condition, not proof that the contents match the label, listing, or order. If you discover a mismatch, document it, keep the packaging and transaction records, and contact the seller with a clear request.
What a sealed package does—and doesn’t—tell you
A seal or wrapper may indicate that a package appears unopened, but it does not authenticate the product inside. It cannot, by itself, establish that the contents match the box, the online listing, or your order. U.S. Office of the Comptroller of the Currency guidance identifies counterfeit goods and goods that differ from their advertised description as retail-fraud risks; Canadian law also addresses misleading product labels and containers. Neither makes an intact-looking seal a contents-verification test. OCC guidance and Canada’s Consumer Packaging and Labelling Act describe those risks and rules.

A mismatch alone does not identify who caused it. Without a case-specific chain of custody, it could reflect counterfeit or misdescribed goods, misleading labeling or packaging, or a problem during handling or fulfillment. The sources cited here do not establish how often each explanation occurs or which one applies to a particular package.
What to do if the item doesn’t match the box or order
- Document what arrived. Photograph the shipping parcel, retail box, visible seals, labels, product identifiers, and the item as received. Keep the original packaging and avoid altering it before contacting the seller. The FTC recommends keeping transaction records and original packaging in its guidance on goods you never received or unordered products.
- Compare identifying details. Check the model, size, color, serial number, or other identifiers against your order confirmation and the product description. Write down exactly what differs rather than describing it only as “wrong.”
- Contact the retailer or marketplace promptly. Provide the order number, purchase date, a concise description of the mismatch, and the outcome you want, such as a replacement or refund. The FTC’s business-problem resolution guide recommends explaining the problem and the resolution you seek.
- Keep a record of the exchange. Save messages, forms, receipts, and tracking details. Note the dates of calls and any names or case numbers you are given.
- Escalate if needed. If you suspect fraud, report the issue through the relevant marketplace and the consumer-protection authority where you live. The OCC advises consumers to contact the seller or manufacturer, e-commerce platform, and payment service as applicable. U.S. consumers can also report suspected fraud at ReportFraud.ftc.gov.
Can you get a refund or dispute the charge?
Start with the seller or marketplace, but don’t assume every wrong-item complaint qualifies for a payment dispute or that a dispute will succeed. If the seller does not resolve the problem and you paid by card, contact the card issuer promptly and ask whether the circumstances qualify under its process. Protections depend on the payment method and applicable rules.

For U.S. consumers, FTC guidance distinguishes credit-card and debit-card protections. It says certain credit-card billing errors must be disputed in writing within 60 days of the first statement showing the error; that deadline does not mean every product mismatch automatically qualifies as a billing error. Follow the issuer’s instructions and consult the FTC’s online-shopping guidance and billing guidance for details.
Food packaging needs a separate safety check
If the product is food, follow the FDA’s advice to inspect the packaging and tamper-evident features, and avoid food whose packaging is open, torn, damaged, or unusual. Consumer rules depend on where you live
Legal protections vary by jurisdiction. As a Canadian example—not a universal rule—the Consumer Packaging and Labelling Act prohibits specified false or misleading product-label representations in section 7. Section 9 addresses containers manufactured, constructed, filled, or displayed in a way that may reasonably mislead consumers about a product’s quality or quantity. The Act also describes a defense for certain recognized and accepted production practices. Elsewhere, check the rules and complaint channels that apply in your location.
