Proxmox may be showing memory allocated from the host’s perspective, or it may lack current guest-memory statistics. Compare the Proxmox display with Windows Task Manager, then check the VM’s ballooning device and the VirtIO balloon driver and service before treating the reading as a memory shortage.
Why Proxmox and Windows can show different memory use
Windows Task Manager and Proxmox do not necessarily report the same view of memory. Windows shows guest-side information such as available and cached memory; Proxmox reports from the host side, and its view of guest use depends in part on memory statistics supplied through the virtual balloon device. Sampling times and accounting methods can also differ, so the percentages need not match exactly.

QEMU’s virtio balloon device supports guest memory statistics, which are polled through the device. That is a particular statistics path, not a promise that every Windows memory figure will equal the Proxmox graph. See the QEMU virtio balloon statistics documentation.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsA mismatch is a clue to investigate, not proof of a leak or a diagnosis on its own. Look at whether Windows still has available memory and whether the VM is actually slowing down. Compare its Proxmox summary with other VMs on the same node, too.

Check the VM’s memory policy and ballooning device
Proxmox distinguishes fixed memory allocation from dynamic allocation. If the configured minimum and maximum memory are equal, the VM has fixed allocation; Proxmox says the ballooning device can still provide useful guest-memory information. With a lower minimum, Proxmox can allocate memory dynamically and reclaim it through the guest balloon driver, subject to host conditions. The Proxmox VE QEMU/KVM memory documentation explains the settings.
Check that the Ballooning Device is enabled and that the minimum and maximum values reflect the policy you intend. Enabling the device does not necessarily mean Proxmox will take RAM away: equal minimum and maximum values retain fixed allocation while allowing the device to report guest information.

Verify the Windows VirtIO balloon components
Dynamic memory reclamation and balloon statistics depend on the balloon device and its guest-side support. Proxmox documents that the balloon driver must be added manually for Windows and warns that it can slow the guest; it does not recommend using it on critical systems. Check that the VirtIO balloon driver is installed and that the related Balloon Service is running. In Windows Device Manager, also look for devices without working drivers.
The QEMU Guest Agent and the balloon driver/service are separate components. Seeing the guest agent installed or running does not establish that the balloon statistics path is active. Verify the balloon components and the information actually reported by your installed Proxmox and VirtIO versions.

Check whether guest memory statistics are arriving
QEMU documents polling statistics through the balloon device. Proxmox staff responding to a PVE 9.0.x discussion titled “Windows Guest memory utilization problem on PVE 9.0.x” recommended checking the Ballooning Device, Windows Balloon Service, and guest drivers, as well as inspecting info balloon. The command output and status fields available can vary by version; treat this as a diagnostic check, not a universal fix. See the Proxmox forum discussion.
A separate Windows 11 case report describes a VM configured with balloon: 0. The author enabled the device, kept minimum and maximum memory equal, fully stopped and started the VM, and checked guest statistics; the reported monitoring values then looked more reasonable. That is one user’s case, not independent confirmation or a required procedure for every release. If you change the virtual memory device, a full stop and start is a reasonable example to follow, after which check whether statistics are appearing in the PVE status interface. See the Windows 11 case report.

Use this diagnostic sequence
- Compare both views: In Windows Task Manager, note memory use alongside available and cached memory, and whether the VM shows pressure or degraded performance. Compare the Proxmox VM summary and other VMs on the node.
- Inspect the VM settings: In Proxmox, open the VM’s memory settings. Confirm whether the Ballooning Device is enabled and whether minimum and maximum memory implement fixed or dynamic allocation as intended.
- Check Windows components: Confirm the VirtIO balloon driver is present, the Balloon Service is running, and Device Manager does not show an undriven device.
- Inspect statistics: Check the balloon information available through the relevant Proxmox/QEMU status or diagnostic interface. On versions where it is available, staff guidance mentions
info balloon; interpret the result in the context of your installed versions. - Recheck after a change: If you changed the memory device, fully stop and start the VM, then see whether guest statistics appear and whether the readings change over time.
When a near-100% reading is a real concern
Windows reporting available memory and normal performance alongside a high Proxmox percentage points first to a difference in host allocation or guest statistics, not necessarily to exhausted guest RAM. Persistent high use accompanied by Windows memory pressure or degraded performance is more concerning and warrants investigation of actual workload demand and VM capacity.
There is no universal percentage at which a Proxmox memory reading requires intervention. The published sources do not establish how often this reporting discrepancy occurs, either. Proxmox staff have also noted in the PVE 9.0.x discussion that host-side VM memory accounting improved in PVE 9 compared with PVE 8; that is version-specific guidance, not an explanation for every high reading.
