The screenshot shows that gate, not the destination. It does not reveal which Cloudflare rule triggered it or the specific reason the request was challenged.
What the Cloudflare page means
Cloudflare describes an interstitial Challenge Page as a step that holds a request while it evaluates browser-environment signals. If the challenge is passed, the original request can continue; if it fails or cannot be completed, the visitor remains on the challenge page. A screenshot taken at that point therefore records Cloudflare’s gate rather than the website content.

PagePeeker describes its service as a website thumbnailing robot that attempts to capture a site or page when a client requests it. Its public description does not establish the browser configuration, request headers, network identity, retry behavior, or security signal involved in any individual capture. The image alone cannot identify the trigger.
Why Cloudflare may challenge a capture request
Cloudflare documents multiple features that can present challenges, including WAF custom rules, rate limiting, IP access rules, Bot Management, Bot Fight Mode or Super Bot Fight Mode, HTTP DDoS protection, and Under Attack Mode. A challenge screenshot does not distinguish among them.

Challenge type and compatibility
Managed Challenges choose a challenge using characteristics of the request. They may verify a visitor automatically or require interaction. Cloudflare recommends Managed Challenges for most WAF rules, while noting that compatibility constraints can affect the choice.
Cloudflare also documents general compatibility issues that can prevent a challenge from completing. Browser extensions that alter the User-Agent or browser APIs such as Canvas and WebGL are unsupported for challenges. A Managed Challenge can loop if the solve request comes from a different IP address than the request that received the challenge. These are documented possibilities, not confirmed explanations for a particular PagePeeker screenshot.

How to investigate a specific screenshot
If you control the site, use Cloudflare’s event data to establish what happened for the hostname and path in question. The screenshot is not enough to diagnose the rule.

- Check Cloudflare security events for the relevant hostname and path at the time of the capture.
- Review the protecting WAF rules, Bot Management settings, and rate-limiting rules; also check other challenge mechanisms configured for the hostname.
- Confirm whether the challenge was expected for that request pattern and whether the selected challenge action is compatible with the client or integration.
- If browser support is involved, test with a current modern browser and check for extensions or modifications that change the User-Agent, Canvas, or WebGL behavior.
- If the event data does not explain the result, ask PagePeeker support about the specific capture. Its public documentation does not provide enough request-level detail to attribute an individual challenge.
When the challenged request expects an API response
Cloudflare challenge pages return full HTML. An integration expecting a non-HTML response, such as an AJAX or XHR request, may not be able to handle that page as intended. Cloudflare documents Turnstile Pre-clearance as an option for issuing a clearance cookie after verification for sensitive API endpoints. That is a general integration consideration, not a documented PagePeeker-specific fix.

Do not weaken a security rule solely because one screenshot shows a challenge. First identify the event and the rule that applied, then decide whether the challenge action fits the client and the protection you need.
Stopping PagePeeker captures is not the same as passing a challenge
