OpenAI and WhatsApp reject several number types commonly called “virtual,” but their rules are not identical. OpenAI excludes landlines, VoIP numbers, Google Voice and premium numbers from its documented phone-verification flow. WhatsApp lists VoIP, toll-free, paid premium and universal access numbers as unsupported, and excludes landlines except for WhatsApp Business. If verification is required, use a supported mobile number you own that can receive the code through the service’s available channel. A mobile SIM may be a reasonable option, but neither company guarantees that a particular carrier, SIM or number will be accepted.
Why do OpenAI and WhatsApp block virtual numbers?
OpenAI cites fraud and abuse risk
OpenAI’s Help Center says it does not accept landlines, VoIP numbers, Google Voice or premium numbers for the phone-verification flow it documents. Its stated reason is that “All of those types of phone numbers are often associated with higher instances of fraud or abuse.” That is OpenAI’s broad explanation, not a complete account of its detection systems, and it does not mean every person using VoIP is fraudulent. OpenAI’s guidance on unsupported phone-number types provides the listed categories and rationale.

WhatsApp publishes exclusions, not the same rationale
WhatsApp requires an active, supported number that can receive a registration code by SMS or phone call. Its registration guidance excludes VoIP, toll-free, paid premium, universal access (UAN) and landline numbers; landlines are allowed only for WhatsApp Business. The cited WhatsApp page does not explain why each category is excluded, so OpenAI’s stated risk rationale should not be attributed to WhatsApp. WhatsApp’s phone-number registration requirements list its supported and unsupported categories.

People use “virtual number” for different services. The policies name specific categories instead. They do not establish that every eSIM or every nontraditional number is blocked. The practical question is whether the number falls into a category the service accepts and can receive a code through the channel offered.

When does OpenAI require phone verification?
Phone verification is not generally required to create an OpenAI account or use ChatGPT. OpenAI currently says it is required to generate an initial API key and may be requested for Codex in the ChatGPT desktop app. A prompt in the product determines whether verification applies to the task you are doing; do not assume every ChatGPT signup requires a phone number. OpenAI’s phone-number eligibility article and its phone-verification instructions describe the relevant flow.
For that OpenAI verification flow, the documented delivery methods are SMS or WhatsApp where available. OpenAI says it does not send these codes by email or phone call. An email address or authenticator app therefore does not replace a phone-verification step when the service requires one.

How do the two verification processes differ?
| Context | Number rules | Code delivery | Important scope |
|---|---|---|---|
| OpenAI phone verification | Supported mobile number; landline, VoIP, Google Voice and premium numbers are excluded | SMS, or WhatsApp in selected countries | Not generally required to create an account or use ChatGPT; required for initial API key generation and may be requested for Codex in the ChatGPT desktop app |
| WhatsApp account registration | Active supported number; VoIP, toll-free, paid premium, UAN and landline numbers are excluded, except landlines for WhatsApp Business | SMS or phone call | The number must be yours and able to receive the registration code |
WhatsApp describes an email code only for logging in to an existing account when an email address was previously added. That is separate from registering a new number, which requires the supported number to receive its code by SMS or call. WhatsApp’s registration guidance explains this distinction.
How to complete OpenAI verification with a mobile number
- Open the OpenAI verification prompt for the task that requires it.
- Select the country and enter a supported mobile number that you own.
- Check the delivery options shown in the form. Use SMS, or select WhatsApp if the form offers it for your country.
- Enter the code received through the selected channel. OpenAI’s documented flow does not offer email or phone-call delivery.
The verification screen is the operational check for the options available to you. If a supported-country number fails, OpenAI advises contacting Support with the exact error for certain errors, including errors involving a supported country. Its guidance does not provide a universal fix for an individual carrier’s rejected number; do not assume changing a device, VPN or number format will resolve it. OpenAI’s verification instructions cover the flow and support guidance.

Where is WhatsApp available as an OpenAI verification method?
OpenAI’s country-specific article currently lists WhatsApp delivery for verification in these countries:
- United Arab Emirates (AE)
- Egypt (EG)
- Indonesia (ID)
- Israel (IL)
- India (IN)
- Malaysia (MY)
- Nigeria (NG)
- Pakistan (PK)
- Saudi Arabia (SA)
- Turkey (TR)
- Ukraine (UA)
- Vietnam (VN)
This list concerns WhatsApp as an OpenAI code-delivery method, not the general availability of WhatsApp registration. Availability can change, so rely on the options shown in your current OpenAI verification form. OpenAI’s country list for WhatsApp verification gives the published locations.

A real mobile carrier line or prepaid SIM with an active number and SMS capability is a reasonable option to investigate. That recommendation follows from the services’ published requirements; it is not a guarantee that a specific carrier, plan, SIM, eSIM or country will pass verification. Before buying or activating a line, check the carrier’s terms and confirm the number type and ability to receive messages. Use a number you own.

A rented, disposable or shared SMS number is not an officially endorsed workaround, and it may fall into a category the service does not support. WhatsApp explicitly excludes VoIP numbers. Neither provider’s cited guidance promises that buying a number will solve a rejection.

Can a number’s previous use prevent verification?
For initial API key generation, OpenAI says a phone number can be used to verify up to three accounts. This rule is described as mostly applying to new users in the United States, Netherlands, France, Spain, United Kingdom, Poland, Germany, Japan, India, Pakistan, Algeria, Uzbekistan and Ukraine; OpenAI says no other regions are planned. This is an API-key verification limit, not a general ChatGPT account-creation rule. OpenAI’s API phone-number requirement sets out the scope.
OpenAI also says that a consumer whose ChatGPT account was permanently deleted may, in some cases, reuse its number after 30 days, provided the account was not disabled for a terms or policy violation. That conditional reuse does not reset the three-account API verification limit. Deleting accounts is not a workaround for the API cap.
