You can reinstall Windows without a USB drive or DVD if Windows or the Windows Recovery Environment (Windows RE) is accessible: use Reset this PC. On some Windows 11 PCs, a separate Windows Update repair reinstall can fix system problems while preserving apps, files, and settings. If the PC cannot start Windows or Windows RE, Microsoft’s documented fresh-install route requires bootable installation media; an ISO file alone is not established as a general substitute.
Choose the no-media option that matches your goal
“Format Windows” can mean repairing the current installation, reinstalling while keeping personal files, or erasing the installation for a fresh start. These are different outcomes. Use the comparison below before choosing a reset.

Reset Windows from Settings without a USB
- Back up important files. A reset can remove apps and settings, and Remove everything deletes personal files. If device encryption is enabled, locate your BitLocker recovery key before starting. Microsoft: Recovery options in Windows
- In Windows, open Settings > System > Recovery > Reset PC.
- Choose Keep my files to retain personal files, or Remove everything to remove personal files, apps, and settings.
- Choose Cloud download for a fresh Windows copy downloaded from Microsoft, or Local reinstall to use files already on the device. Local reinstall may not include the latest updates. Microsoft: Reset your PC
- Follow the on-screen prompts and allow the reset to finish. Microsoft warns that the screen can stay black for an extended period, occasionally more than 15 minutes; do not manually restart the PC during the process, because interrupting it can cause the reset to fail. If Windows will not start, try Windows Recovery Environment
If Windows itself will not load but Windows RE is available, Microsoft lists this route: choose Troubleshoot > Reset this PC, then select the same retention and reinstall choices described above. This still does not require a USB or DVD, but it depends on the recovery environment being accessible. Microsoft: Recovery options in Windows

If you want to repair Windows rather than remove apps or reset personal settings, Windows 11 may offer a less disruptive option: Settings > System > Recovery > Reinstall now, under Fix problems using Windows Update. When available, this reinstalls the current Windows version to repair system files and components while preserving apps, files, and settings. Keep the PC connected to power and the internet during the process. The option is not available on every device or Windows version; Microsoft notes it may be missing on versions earlier than Windows 11 with the 2022 annual update. When a USB-free, DVD-free clean install is not established
Reset this PC is not the same as starting a fresh installation on a blank or unbootable computer. Microsoft’s documented fresh-install process uses bootable installation media. Its Windows 11 guidance describes running Setup from an existing Windows session for an upgrade, or booting from installation media for a fresh copy. Microsoft describes an ISO as a file used for a virtual machine or to create a DVD; that does not establish a general ISO-only clean-install method for a PC that cannot boot Windows. Microsoft: Create installation media for Windows Microsoft: Ways to install Windows 11
If neither Windows nor Windows RE starts, the documented Microsoft fallback is recovery or installation media. Device manufacturers may offer device-specific recovery features, but availability and steps depend on the particular PC; there is no general Microsoft USB-free, DVD-free clean-install route established here.

Activation and Windows 10 support
Reinstalling Windows 11 on the same device with the same edition can activate automatically if that device has an applicable digital license. A device without an applicable digital license or product key may need one; a reinstall does not automatically mean every user must buy a license. Microsoft: Activate Windows
Windows 10 support ended on October 14, 2025. Microsoft says it no longer provides free Windows Update software updates, technical assistance, or security fixes for Windows 10 after that date. If you are reinstalling Windows 10, account for this support status when deciding what to install. Microsoft: Windows 10 support ended
