There is no universal precedence order: the cause depends on the application, version, host, and exact way it was launched.
Why is my config value being ignored?
Start with the process that is actually running, not the file you expected it to read. Record the executable and version, host or framework builder, current working directory, active profile, configuration file path and format, launch command, and the name of the setting. A correct value in the wrong file—or in a file the process never loads—cannot affect its behavior.

Then check for other sources of the same setting. Depending on the software, values may come from command-line arguments, environment variables, standard input, configuration files, framework or playbook variables, and built-in defaults. Their order is product-specific, and some settings have their own override rules. Use the product’s documentation rather than assuming that one general order applies.

Which config value takes precedence?
These examples show why precedence must be checked for the specific tool and host. They are not interchangeable rules.

How do I check whether the program read the right file?
Search every plausible location, then confirm which one the running process uses. Paths may depend on the working directory, execution directory, user home, installation location, a named profile, or an explicit path in the launch command. A shell command run interactively may have a different working directory or environment from a service, scheduled task, container, or IDE launch.
Flyway documents configuration files in working-directory, execution-directory, user-home, and installation locations; its explicit configFiles parameter can change the search. It also distinguishes modern TOML and legacy CONF modes: under documented conditions, selecting one mode means files in the other format are ignored. These are Flyway-specific rules, not general behavior for other tools. Flyway configuration precedence and file discovery.

For AWS CLI, check both profile selection and configuration-file location. The documentation describes configuration from environment variables, local files, and command-line parameters, and covers controls such as AWS_PROFILE and --profile. AWS CLI environment variables.

Can the host or version change the result?
Yes. The .NET 7 change is limited to WebApplicationBuilder‘s default host configuration. Microsoft specifies that command-line arguments and DOTNET_-prefixed environment variables take precedence over ASPNET_-prefixed variables there, while other listed host builders keep the earlier behavior. A diagnosis that omits the host builder or runtime version can therefore apply the wrong precedence rule. Microsoft’s .NET 7 host and app configuration compatibility note.

How can I prove which value the program consumed?
- Capture the real invocation. Record the executable, version, full command, working directory, profile, host, and relevant environment variables for the deployed process—not just your development shell.
- List competing sources. Find the same setting in launch scripts, command-line options, environment, user and project files, system files, framework or playbook variables, and defaults. Apply only the precedence rules documented for that software.
- Confirm file discovery and mode. Establish the path actually opened and the selected profile and format. Check whether an explicit path or format choice changes which files are eligible.
- Exercise the code path that uses the setting. Run the target program with the intended deployed configuration and check an observable result. Parsing a file or seeing a value in it does not establish that the application used it.
- Add a focused regression test when the setting matters. Configuration can be checked at unit, integration, or system level; choose a test that exercises the affected behavior and catches a future change to the value or its source.
A study of configuration testing frames the key idea as testing deployed values in the context of the target program. The test should establish behavior, not merely that a value exists. Configuration Testing paper.

The exact cause cannot be identified without knowing the application and version, operating system, setting name, configuration file path and format, relevant environment variables, launch command, and expected versus observed behavior. With those details, compare the sources the process can actually see and follow that application’s documented rules.
