Why NASA Is Bringing Selected Contractor Roles Into the Civil Service

NASA says it is assessing selected mission-critical contractor work for civil-service conversion. The reported 7,500 contract positions are not an independently confirmed NASA target.

NASA says it is assessing selected contractor work for conversion to civil-service roles to rebuild internal technical expertise and strengthen mission-critical capabilities. The widely reported figure of 7,500 refers to contract positions, according to Ars Technica’s October 6, 2026 report; NASA’s public description and the Government Accountability Office (GAO) material cited here do not independently confirm that target. That distinction matters: a position count is not necessarily a count of people who have already become federal employees.

Why is NASA considering the change?

NASA Administrator Jared Isaacman describes the effort as a way to rebuild the agency’s “core competencies” and restore technical authority within NASA. He said the agency had more than 40,000 contractors and was identifying roles central to NASA’s capabilities, particularly work performed exclusively for NASA over many years and expected to continue on long-term missions. He named launch, operations, and mission-critical engineering as strong candidates for conversion.

Isaacman also argued that some contractor arrangements can add operational friction through layers of management, third-party tools, and contractual barriers. Those are the administrator’s stated reasons, not independently established findings about how common those problems are across NASA. The agency says it is evaluating work role by role to determine whether it is best handled in-house or by industry partners.

What does the 7,500 figure mean?

Ars Technica reported on October 6, 2026, that NASA is bringing 7,500 contract positions into the agency. The NASA workforce message and GAO report cited here describe an insourcing effort and workforce pressures but do not independently confirm that exact number. It is therefore more accurate to call 7,500 a reported target for positions, not an official NASA-confirmed count of individual workers who have converted.

NASA has not described the effort as a blanket conversion of its contractor workforce. Its public explanation focuses on selected core roles and assessments, rather than every support function or specialized service. Nor does the available information establish that the same people who previously left civil service are being rehired one for one.

How does this relate to NASA’s staffing losses?

In its 2026 report GAO-26-108556, GAO said NASA had lost more than 4,000 civil servants—about 22 percent of its civil-service workforce—by January 2026 following government-wide workforce-reduction initiatives. NASA later resumed hiring and began addressing skill gaps. GAO found that 25 of NASA’s 36 major projects reported effects from reduced staffing.

The effects were not uniform across the agency. GAO cited the Space Launch System (SLS), which reported losing almost 20 percent of its civilian workforce, and Orion, which reported losing about 10 percent of its civil-service workforce and facing challenges filling some key roles. The DAVINCI project reported losses in critical leadership and engineering roles and rescaled some planned risk-reduction work to protect formulation schedule milestones. These examples describe specific projects; they do not show that every NASA program experienced the same impact.

Why bring some work in-house and keep other work with contractors?

NASA’s stated approach is to choose a staffing model based on the work, rather than assume that civil service or contracting is always superior. A useful way to understand the trade-offs is to look at what the agency needs from each role:

  • Core, enduring mission work: NASA says roles central to long-term technical authority—such as launch, operations, and mission-critical engineering—are strong candidates for civil service.
  • Specialized or changing needs: Industry partners can supply expertise and adjust staffing as requirements shift; NASA says it will assess where partner support is the better fit.
  • Continuity and access: NASA’s rationale emphasizes direct internal capability and reducing contractual barriers, while its phased approach is intended to preserve continuity for ongoing missions.
  • Total cost and hiring time: Comparing models requires accounting for contractor overhead as well as government employment costs, and for how quickly NASA can recruit and retain the skills required. The cited material does not establish that either model is universally cheaper or faster.

Are the projected savings established?

Isaacman said early pilots had identified more than $100 million in annual savings. That is NASA’s administrator’s estimate, not an independently audited result in the sources cited here. The available material does not establish whether the savings will be realized at scale or whether the full conversion will improve mission outcomes.

NASA’s Office of Inspector General lists an active audit titled “NASA’s Workforce Insourcing Strategy for Center Engineering and Mission Support Services Contracts.” The audit is examining efforts to transition those functions from contractor-provided services to civil servants; its listing is not a completed finding or endorsement.

Will NASA contractors become federal employees, and where can applicants look?

No automatic conversion is described. NASA says its centers are completing assessments and will announce vacancies as information becomes available. Interested applicants can review NASA’s core competencies and careers page, which directs candidates to USAJOBS for civil-service openings. NASA’s application guidance says contractor companies handle their own hiring, while civil-service employment generally requires U.S. citizenship, subject to rare exceptions. Eligibility and qualifications depend on each vacancy.
