Creating an adjustment layer in Premiere Pro is a different task from creating one in Photoshop—and both differ from enabling Photoshop’s clipping control.
Which app and control are you using?
Before changing settings, note the application, the exact command or button, and what is selected. Is the disabled item the command to create a layer, a particular adjustment type, or a control for clipping an adjustment layer to another layer? Those symptoms do not share one universal fix.

- Premiere Pro: the command to create an adjustment layer is under File > New.
- Photoshop: adjustment layers are created from the Layers panel.
- Photoshop clipping control: this changes how an existing adjustment layer relates to another layer or group; it is not the layer-creation command.
Premiere Pro: create the layer from the Project panel
Adobe’s documented workflow is to choose File > New > Adjustment Layer. The dialog creates the layer in the Project panel. Adobe’s related tutorial also shows using the Project panel’s New Item control.

- Choose File > New > Adjustment Layer, or use the New Item control in the Project panel.
- Confirm the dialog to create the adjustment layer.
- Drag the new item from the Project panel onto a video track above the clips you want it to affect.
Clicking the Project panel before retrying is a sensible diagnostic check, but Adobe’s workflow documentation does not identify panel focus as the definitive cause whenever the menu command is disabled. A third-party guide recommends checking panel selection; treat that as a check, not a guaranteed explanation.

Placement matters after creation: effects applied to a Premiere adjustment layer affect clips on tracks below it, and the layer must cover the relevant footage in the timeline. If the layer exists but the expected clips are unaffected, check its track and duration before troubleshooting the creation command.
Photoshop: create an adjustment layer from the Layers panel
Open an image, then use Create new fill or adjustment layer in the Layers panel. Choose the adjustment type and change its settings in the Properties panel, following Adobe’s Photoshop adjustment and fill layer instructions.

If that creation control itself is unavailable, first confirm an image document is open and identify the selected layer and document mode. Adobe’s cited creation instructions explain the normal workflow but do not diagnose every disabled state. If only one adjustment type is unavailable, or a different control is greyed out, record the exact control, selected layer, document mode, and Photoshop version; those details are needed to distinguish causes rather than guess.

If you mean “clip adjustment layer to layer below,” the problem is not necessarily that Photoshop cannot create an adjustment layer. Check what layer or group is selected and which Photoshop version you are using. A community answer from 2017 for Photoshop CS5 suggests Alt-clicking between an adjustment layer and a group, but that is a narrow, historical suggestion—not current general guidance for every version or layer arrangement. Do not treat it as a universal fix.

When to try a preference reset
Try the basic app-specific workflow and selection checks first. Resetting preferences is a broader troubleshooting step, not a documented fix for this particular symptom. Adobe explains how to restore Premiere Pro preferences by holding Alt on Windows or Option on macOS during startup in its Premiere Pro preferences guidance. Use that only if you have reason to suspect a wider preference problem, and be aware it restores preferences rather than targeting the adjustment-layer command alone.
