Google Analytics 4’s JavaScript tags, by contrast, use first-party cookies by default to distinguish users and sessions. That difference can make Umami a better fit for a site owner who wants simpler analytics and more control—but it does not, by itself, prove that a site can legally omit a cookie banner.
This is a comparison of documented product behavior, not a claim that a particular site setup has been tested. Banner requirements depend on where a site and its visitors are, which scripts it runs, how analytics is configured, and what data is processed.
Why choose Umami over Google Analytics?
The appeal is a combination of a lighter privacy footprint and deployment choice. Umami says it does not use cookies and does not automatically collect personal data; it offers both Umami Cloud and self-hosting. Those are vendor descriptions, not a guarantee that every installation or use is privacy-compliant.
For a site that needs to understand page traffic and measure selected events, Umami documents capabilities including dashboards, reports and insights, custom events, and API access. Its platform page also lists features such as funnels, retention, UTM tracking, goals, session replay, and performance monitoring. Feature availability can depend on the current product or plan, so check Umami’s overview and platform page before choosing based on a specific feature.

The practical trade-off is control versus operational work: a hosted service avoids running the analytics infrastructure yourself, while self-hosting gives you more responsibility for deployment and ongoing operation. Umami documents both options in its introduction. Choose based on the reports and events your site actually needs, rather than assuming one analytics product is automatically the better fit for every site.
How Umami and GA4 differ on cookies and data
| Question | Umami | Google Analytics 4 |
|---|---|---|
| Cookies | Umami says it does not use cookies. Umami documentation | Google says GA4 JavaScript tags use first-party cookies by default to distinguish users and sessions. Google identifies _ga and _ga_<container-id>; their default expiration is two years, subject to browser limitations. Google Analytics Help |
| Transmission and collection | Umami describes its platform as avoiding automatic collection of personal data. That vendor statement does not establish what every configuration or connected service processes. Umami documentation | Google says cookies are not required merely to transmit data. Its documentation also describes collection of device- and browser-related data and activity; it says IP addresses are used during collection but are not logged or stored as IP addresses. Cookie behavior is only one part of the data-flow assessment. Cookie usage and Safeguarding your data |
| Deployment | Self-hosted or Umami Cloud. Umami documentation | Google’s hosted analytics product. |
Google’s cookie documentation states: “The GA4 JavaScript tags use first-party cookies to distinguish unique users as well as unique sessions from a single user.” The key qualification is “by default”: GA4’s cookie settings and other data handling should be assessed in the context of the particular implementation.

Does Umami mean you do not need a cookie banner?
No universal answer follows from the analytics product’s name or its cookieless claim. A site may run other scripts that store or access information on a visitor’s device. Privacy obligations may also apply to personal-data processing even when a particular analytics tool does not set cookies. Before deciding, identify the site’s audience and jurisdictions, all relevant tags, the analytics configuration and purposes, and the data flows involved.
Cookie consent rules and personal-data rules are related but distinct questions. A cookie-free setup may remove one reason a banner is needed; it does not automatically settle whether other technologies or processing require consent, notice, or another legal basis. Umami’s description of its product is not legal advice or a compliance determination for your site.

Google’s EEA consent guidance
For applicable EEA uses of Google tags and SDKs for measurement, advertising personalization, and remarketing, Google says customers must obtain consent for personal-data use and send consent signals. Its instructions for a web stream without a consent banner say to set one up. This is Google’s platform guidance for the relevant EEA use cases; it should not be generalized into a claim that every analytics setup worldwide has identical banner requirements. See Google’s consent settings guidance.
France’s conditional audience-measurement exemption
CNIL’s July 2025 guidance describes a possible consent exemption for audience-measurement trackers in France, subject to conditions. The purpose must be limited to measuring the audience for the publisher’s own site or app; the resulting statistics must be anonymous; and the tool must not enable cross-site or global navigation tracking, prohibited data combination, or disclosure inconsistent with the exemption. CNIL recommends informing users. Read its 2025 audience-measurement guidance for the conditions.

CNIL’s English-language guidance also lists conditions and warns that ePrivacy rules may vary nationally: “Please note that this section is relative to the ePrivacy directive and may be subject to national variation.” The page is dated June 11, 2020. It is useful context, but does not make France’s approach an EU-wide rule. See CNIL Sheet No. 16.

How to read the EDPB statement
The EDPB’s March 2021 statement discusses the narrow intended scope of a proposed audience-measurement derogation: low-level analytics for the service operator, without singling out or profiling individuals or tracking cross-site navigation, and with an opt-out. It is a statement about a proposed ePrivacy regulation, not itself a current, enacted blanket rule. Read the EDPB statement.

How to decide which analytics setup fits
- List what you need to measure. Identify the traffic reports and events that answer real questions about your site. Compare those needs with each product’s current capabilities, not a long feature list in isolation.
- Choose who operates the service. Use Umami Cloud if you prefer a managed option, or consider self-hosting if you want to operate the infrastructure yourself. Either way, understand the service’s current data handling and configuration.
- Map every relevant script. Review analytics, advertising, embedded media, and other tags—not just the primary analytics tool—for storage or access on a visitor’s device and for data sent to third parties.
- Check the rules for your circumstances. Consider where your organization and visitors are, the purposes of measurement, and the data involved. For France, compare the actual setup against CNIL’s conditions; for applicable Google EEA uses, follow Google’s consent-signal guidance. Seek qualified legal advice when the answer is consequential or unclear.
- Tell visitors what the site does. Provide clear privacy information about analytics and other relevant processing, including where data goes and how users can exercise applicable choices.
