Windows can receive horizontal-scroll input, but it does not guarantee that every app will respond to it. A tilt-wheel mouse and a touchpad send input through different routes, and each app or framework must handle the input it receives. That is why the same gesture can work in one Windows app and appear to do nothing in another.
Why horizontal scrolling varies by app
Horizontal scrolling is not one universal signal that Windows forces every program to use. Windows receives input from your device, interprets it as needed, and makes it available to the active app through particular messages or gestures. The app’s input handling determines whether that signal moves content horizontally.

For a mouse with a horizontal tilt wheel, Windows documents a specific message, WM_MOUSEHWHEEL, sent to the active window when the wheel is tilted or rotated. The window’s procedure receives the message; default processing can pass it to a parent window until something handles it. The message’s signed delta indicates direction. A Precision Touchpad follows a different route. It reports finger locations and states to Windows, which interprets the gesture. Depending on the app’s handling, the app can receive pointer messages, while default handling typically results in mouse-wheel messages. Microsoft’s guidance for designing touchpad interactions also treats touchpad input as its own interaction path, rather than simply equating it with a physical wheel. So when one app scrolls sideways and another does not, the difference may be the app’s input handling—not a Windows-wide setting that is missing or broken.

What to try when horizontal scrolling does not work
- If you use a touchpad, try the two-finger horizontal slide. If it is unavailable, open Settings > Bluetooth & devices > Touchpad and check the options shown for your device. Windows gesture guidance describes the two-finger slide, but settings vary with the device and driver. Microsoft Support.
- If you use a mouse, confirm that it supports horizontal scrolling. Test its tilt wheel in the app where you need it. Microsoft conditions its horizontal-scroll setting on the mouse having that capability. Microsoft Support: Change mouse settings.
- If the input works elsewhere, use the target app’s horizontal scrollbar or documented navigation controls. An app-specific difference is consistent with the fact that apps can handle input paths differently. The available Microsoft sources do not provide a compatibility list for named apps, so support should be checked for the particular program.
Some users report that holding Shift while turning the ordinary mouse wheel scrolls horizontally in particular windows. One Windows 11 user reported this as a workaround where their thumb wheel did not work; that is an individual report, not an established universal Windows behavior. A mouse with a tilt wheel is an option if your current mouse lacks horizontal-scroll hardware. It can provide horizontal-wheel input, but it cannot make an app handle an input it does not support. Before choosing hardware, consider whether the target app responds to horizontal scrolling at all; if the app does not, a different mouse is not a guaranteed fix.
