Why Free Inference Endpoints Are Poor Oracles for Load Tests

Free inference may be fine for small permitted experiments, but unstable quotas, routing, capacity, and data policies make it a weak oracle for reproducible load tests.

Free inference can be useful for small, permitted experiments, but it is usually a poor oracle for a reproducible load test. A slow response, error, or throughput change may reflect quotas, upstream congestion, routing changes, or capacity throttling—not the model’s capability or the capacity you intended to measure. Use an endpoint for load testing only when its limits, data handling, routing behavior, and permission for the planned traffic are clear.

Why a free endpoint can give a misleading load-test result

A load test is meant to measure a defined system under a defined workload. With a free inference endpoint, the observed result may be shaped by controls outside that workload. The provider may limit requests, route them to different upstream providers, or throttle traffic as shared capacity changes.

For example, a 429 response can indicate a rate limit rather than model failure. OpenRouter documents both platform and upstream-provider limits, while Google says its Gemini API limits depend on usage tier and account status and that actual capacity may vary. A result from such a test cannot automatically be treated as the model’s raw throughput.

FreeInference’s terms are especially explicit: the service describes itself as experimental, offers no performance guarantee, and says models, providers, limits, latency, throughput, output quality, and routing may change without notice. It also reserves the right to limit, delay, deprioritize, or block high-volume or operationally risky usage. These terms support a conditional warning, not a claim that every free endpoint fails every benchmark.

When free inference is—and is not—a reasonable choice

Small exploratory checks

A modest test can be useful for checking request formatting, basic integration behavior, or whether a workflow runs at all, provided the service’s terms permit that use. Treat its results as observations about that service at that time, not as a stable capacity measurement.

Reproducible or high-volume tests

Choose a better-defined endpoint when the test must establish a capacity target, compare performance across runs, handle confidential inputs, or send substantial concurrent traffic. Before testing, confirm the provider permits the workload and document the specific route, model, account, region, and configuration you will measure.

Get permission before generating load

Ordinary access to an API is not authorization to stress shared infrastructure. FreeInference prohibits intentional disruption and attempts to bypass quotas or provider restrictions. Obtain explicit provider approval for the planned endpoint, concurrency, duration, and traffic pattern; stay within that scope, and do not evade limits with extra accounts, keys, or routes.

A paid plan or higher tier may provide a different quota or access path, but it does not automatically provide stable throughput or permission to run a stress test. Google says specified rate limits are not guaranteed and actual capacity may vary. Confirm both the configured limits for your account and written approval for the test.

What to verify before selecting an endpoint

Use these practical comparison points to decide whether an endpoint can answer your test question. They are a planning framework, not a formal industry standard.

How documented rate limits affect interpretation

Anthropic Claude API

Anthropic documents organization-level rate limits, tiering, token-bucket behavior, and 429 errors with a retry-after header. It also warns that sharp traffic increases may trigger acceleration limits and advises gradually ramping traffic. Check the current organization and model limits in the live documentation and console; limits can change, and a sudden ramp may measure enforcement rather than steady-state model capacity. Google Gemini API

Gemini API limits depend on usage tier and account status, and Google says they can update as those change. Current limits are viewable in AI Studio. The documentation, last updated September 2, 2026 UTC, states: “Specified rate limits are not guaranteed and actual capacity may vary.” Its listed default for priority inference is 0.3× the standard rate limit, and it states a batch concurrency limit of 100 concurrent requests. These are documented figures, not a guarantee of available capacity or a benchmark for another workload; verify current values before testing. Google Gemini API rate limits.

OpenRouter

OpenRouter documents per-minute and per-day limits for free models that depend on account policy and purchased credits, as well as upstream-provider limits and capacity errors. Its documentation describes 429 responses and recommends exponential backoff and honoring Retry-After. Those responses are part of the service’s behavior; they do not, by themselves, reveal the model’s raw throughput. Check the live documentation and account endpoint because policy can change. Protect benchmark inputs and outputs

Read the exact data-handling terms for the endpoint and feature you plan to use. FreeInference says prompts and responses may be logged, stored, hashed, redacted, or otherwise processed depending on configuration and service needs. It also says sanitized derived material—including prompts or responses, usage statistics, and routing metrics—may be published or open-sourced, while warning that sanitization cannot guarantee removal of all sensitive information. Retention controls are specific to products and features. Anthropic’s API zero-data-retention option is an organization-level arrangement that must be requested and is available only for eligible API use. Its policy excludes products and features such as consumer plans and Console use, and other features may have distinct retention rules. Make a load test interpretable

  1. Define what you are measuring. Specify whether the target is application behavior, end-to-end latency, a provider’s permitted capacity, or another metric. Do not treat model output quality as a proxy for infrastructure capacity.
  2. Get the scope approved. Have the provider confirm the endpoint, request rate or concurrency, test duration, and ramp pattern in writing. Stop if the provider’s controls or observed behavior indicate the approved scope is being exceeded.
  3. Record the configuration. Capture model identifier, provider route, region if known, account tier, request parameters, and test date. Keep request IDs and timestamps where available.
  4. Ramp gradually and handle limits correctly. Follow the endpoint’s documented retry behavior, including any Retry-After instruction. Do not bypass quotas or treat repeated 429 responses as permission to increase traffic.
  5. Separate outcomes. Track latency, successful completions, 429s, other errors, retries, and routing or configuration changes. Report provider throttling and upstream failures separately from successful request throughput.
  6. Preserve the test’s data boundary. Use non-sensitive inputs unless the endpoint’s precise retention and processing terms authorize the data you intend to send.

What external safety evaluations do—and do not—show

The Future of Life Institute’s 2025 indicator describes examples of external pre-deployment safety evaluations with scoped API or model access and security conditions. It reports that some arrangements provided zero data retention upon request where technically feasible. The longest pre-deployment testing access reported in that indicator was more than two weeks and no more than three weeks of continuous access. That is secondary reporting about evaluation access, not a general load-testing permission, an ordinary free-tier capacity benchmark, or an industry-wide protocol.
