Why Does the Swiss Franc Rise During Market Uncertainty?

The Swiss franc often strengthens in risk-off markets, but safe-haven demand is a tendency—not a guarantee—and interest rates and SNB policy matter.

The Swiss franc often strengthens when investors become more risk-averse because it is widely treated as a safe-haven currency. That is a recurring market tendency, not a guarantee: the scale of franc demand varies, and interest rates, market conditions and Swiss National Bank (SNB) policy can all affect the result.

What makes the franc a safe haven?

In a risk-off episode—when volatility rises and equity prices fall—investors may favor currencies they associate with stability. The International Monetary Fund (IMF) identifies the Swiss franc, US dollar and Japanese yen as currencies that have tended to appreciate in such conditions. The label describes an observed pattern; it does not promise that the franc will rise every time uncertainty increases.

Switzerland’s reputation for stability can contribute to demand for franc assets and deposits. But the movement is not simply a matter of investors moving money across borders. A 2016 SNB working paper found a robust relationship between global or regional uncertainty measures and franc movements in its sample, while capital-flow variables did not necessarily move in step. The paper points to an information channel as more closely associated with franc behavior in its analysis; that finding does not mean capital flows never matter. SNB working paper 10/2016.

Where does demand for francs show up?

Unlike the United States and Japan, Switzerland has a relatively small, less liquid government debt market. The IMF says demand for the franc has traditionally appeared in increased franc deposits, including deposits at Swiss banks’ overseas offices, rather than primarily as purchases of a large government-bond market. This helps explain why the franc’s safe-haven channel can look different from demand for US Treasuries or Japanese government bonds. IMF, Switzerland: 2026 Article IV Consultation.

Does the franc always rise when uncertainty increases?

No. Safe-haven behavior is a tendency whose strength changes with the circumstances. Relative interest rates can alter the appeal of holding a currency, while other exchange-rate forces can offset risk-driven demand. In its 2026 assessment, the IMF described more limited safe-haven inflows in a setting that included relatively high US interest rates, lower Swiss policy rates and dollar weakness. It also reported that reduced trade-weighted appreciation limited the SNB’s intervention. These are features of the IMF’s 2026 assessment, not a permanent formula for what will happen in the next market shock.

That same assessment said the franc had appreciated in recent years, reflecting both lower inflation in Switzerland than among trading partners and increased safe-haven flows amid heightened global uncertainty. The franc’s direction therefore cannot be attributed to uncertainty alone.

How can the Swiss National Bank affect the move?

The SNB takes the exchange rate into account when setting monetary policy and has intervened in foreign-exchange markets in certain episodes. Intervention can influence the outcome when appreciation pressure is strong; it does not mean Switzerland has a permanent franc peg or an unconditional exchange-rate floor.

In a 2009 speech during the financial-market crisis, then-SNB Governing Board member Thomas Jordan wrote: “The Swiss National Bank (SNB) takes the exchange rate into account in its monetary policy although it does not normally exert any direct influence on it.” The statement describes the policy context at that time, not a specification of current policy settings. 1963 B 5 Silver Swiss Franc Coin Commemorating Swiss Medical Aid
  • Issued And Monetized By The Government Of Switzerland.
  • In 1967, the price of silver soared steeply, reaching 260 francs per kilogram in August and 350 francs per kilogram in March 1968. At this time, the melt value of the 1/2 franc pieces was circa 0.73 francs. Switzerland started to experience a severe shortage of cash, especially in the north, where people were illegally exporting coins to Germany to be melted. In spite of strict measures against hoarding and melting coins, it is estimated that around 100 tonnes of silver in Swiss francs melted
  • The obverse of the coin includes the Latin script with the inscription "5 FR CONFOEDERATIO HELVETICA B," designed by Max Weber. The reverse features a woman standing with her left hand raised and holding a bowl in her right hand, with two wounded soldiers lying behind her, forming a cross with the three figures. The inscriptions "1863 1963" and "WEBER" are also present. The edge of the coin has embossed lettering.

The IMF’s 2026 report gives useful historical measures, but they should not be mistaken for a live measure of franc demand or a forecast:

  • At end-2025, official reserve assets, including gold, totaled CHF 853 billion.
  • In 2025, net foreign-exchange purchases through SNB interventions were CHF 5.2 billion, equivalent to 0.6% of GDP.
  • Average net private inflows were -1.1% of GDP during 2014–24.
  • SNB reserves increased by an average of 4.5% of GDP annually during 2014–24.

These figures cover different accounting measures and periods; none is a direct measure of franc demand in every uncertainty episode.

What a stronger franc means for Switzerland

Appreciation has mixed effects. A stronger franc can make imports cheaper and ease upward pressure on prices, while making Swiss goods more expensive for foreign buyers and weighing on export competitiveness. In its June 2026 staff statement, the IMF said the strong franc had mitigated upward inflation pressure from energy prices. These effects can coexist: relief on import prices does not eliminate the challenge for exporters.
