Waterless Fire Suppression and Data Center Community Relations

Gaseous fire suppression can avoid water discharge in protected data-center rooms, but it does not make a facility waterless. Understand system trade-offs and the evidence communities need about local water impacts.

Waterless fire suppression can help protect sensitive data-center equipment without discharging water inside the protected area, but it does not make a data center waterless or solve concerns about cooling-related water use. Its relevance to community relations is more specific: operators can explain how fire protection works as part of a broader, evidence-based account of a facility’s water needs, safety measures and local impacts.

What is waterless fire suppression in a data center?

In this context, “waterless” generally means a gaseous clean-agent or inert-gas system that suppresses a fire in a protected space without using water as the extinguishing agent. These systems may be considered for areas containing sensitive electrical or computing equipment. UL Solutions says the right system depends on the area and its risk profile, and describes inert-gas and water-mist systems as typical options for sensitive electrical equipment. UL Solutions’ fire-safety guidance emphasizes testing and certification for the specific risk scenario at the site.

Waterless suppression is one part of a fire-protection strategy, not a substitute for every other layer of protection. The goal of a clean-agent system can include limiting damage to equipment and reducing business interruption; sprinkler and water-mist systems are intended to control fire and limit its spread. FM’s Data Sheet 5-32 describes these different objectives, which is why no single option is automatically best for every room or hazard.

Does clean-agent fire suppression use water?

The agent in a clean-agent or inert-gas system is not water. That can avoid water discharge from the suppression system into the room it protects. It does not establish that the entire facility uses no water: cooling and other operations are separate, and building-level protection may be separately required. Emergency responders may also need water when addressing an incident.

For a particular site, ask which rooms the system protects and what other fire-protection measures apply. The system selection should reflect the hazard and the building’s fire strategy, rather than a general preference for avoiding water.

What are the limitations of clean-agent fire suppression?

A gaseous system depends on more than the agent itself. Its performance relies on keeping the required concentration in the protected room long enough to suppress the fire. FM says clean-agent systems are designed to maintain adequate concentration for a limited period, typically 10 minutes; this is technical guidance, not a universal design requirement. If concentration drops below the required level while an ignition source remains, a fire can reignite.

FM therefore links system performance to room integrity and coordinated power isolation. Its guidance warns that when clean agent is the only protection and energized equipment is not powered down, a fire can spread through the available combustibles. Door-fan testing, inspection and maintenance, detection, and the possibility of an unwanted discharge also matter. These dependencies make installation and ongoing upkeep part of the protection decision.

UL Solutions likewise stresses early fire-strategy planning, competent installation, and ongoing inspection, testing and maintenance. The system should be tested and certified for the specific on-site risk, not assumed to fit because a data center contains electronics.

Is water mist safer for data center equipment than sprinklers?

Water mist is not waterless, but it may use less water than sprinklers to control or extinguish a fire and may cause less water damage to sensitive computing equipment. FM discusses those potential advantages in its article on AI data centers, “Downtime doesn’t compute at AI data centers”. Its suitability still depends on the application and hazard; lower water discharge alone does not establish that it is the right system for a particular room.

Fire-protection professionals should compare options against the actual protection objectives. Relevant questions include what hazard and area are covered, how occupants and the building are protected, the risk of equipment damage, how power isolation is sequenced, whether room integrity is required, and what certification and lifecycle maintenance the design needs. The fire-protection engineer responsible for the facility can explain why the selected system fits those conditions.

Can waterless fire suppression reduce a data center’s water use?

It can avoid suppression-water discharge in the area protected by a gaseous system, but the cited fire-protection guidance does not quantify how changing suppression type affects a facility’s total water use. Do not treat a waterless fire system as evidence that a data center has low overall water demand. Cooling and electricity generation are distinct potential sources of water impacts, and fire suppression is only one design consideration.

To understand a specific project, residents and officials need facility-specific information: expected and measured water use, withdrawals versus consumption, the cooling design, water source, local supply conditions, permits and relevant utility or regulator records. A facility’s impact also depends on its setting and operations; general industry concerns do not prove harm at an individual project.

How do data centers address community concerns about water?

Start with the local question, not a claim that a particular fire system solves it. Public discussion of data-center water use includes resource stress, transparency and trust. UC Berkeley’s Center for Law, Energy & the Environment examines data collection and transparency in its California water-use publication. Duke’s Deep Tech project discusses localized impacts, limited transparency and community opposition in its work on water use and community trust. A California Energy Commission and Local Government Commission report notes the importance of considering cumulative effects from clusters of facilities, rather than looking only at one facility in isolation.

For a useful public explanation, an operator should distinguish fire-suppression water from cooling and other water demands, explain which areas a suppression system protects, and provide the evidence needed to evaluate local effects. Community members and local officials can assess that account alongside supply conditions, facility-specific operating information and applicable records. A suppression choice by itself cannot establish a community benefit or resolve questions about water, energy, land use or cumulative demand.

Standards can help frame technical discussions without turning them into do-it-yourself design advice. NFPA’s available-publications listing includes NFPA 2001, the standard for clean-agent fire-extinguishing systems, and NFPA 750, the standard for water-mist fire-protection systems. Designers and authorities should confirm the applicable edition and requirements for a project.
