Some games cost more because they take more people, time, and specialized work to make—but development cost is only part of the price. Publishers also weigh expected demand, competition, launch timing, and how a game may earn money after release. Because most production costs happen up front and delivering one more digital copy costs relatively little, a game’s price is not simply its budget divided by expected sales.
What makes one game more expensive to produce?
Scope, content, and complexity
A large world, detailed art and animation, extensive writing, multiple modes, complex software, and substantial testing can all require more labor and coordination. Better graphics can add work, but they do not explain every budget difference: the amount and kind of content, technology, and production complexity matter too. The World Intellectual Property Organization (WIPO) describes game creation as increasingly complex.

WIPO reported that the average development team grew from about 26 people in 1995 to approximately 94 in 2015. Those are historical figures from WIPO’s 2024 report, not a current average for every game. WIPO also reported a cost of USD 441.9 million for Cyberpunk 2077 in 2023. That illustrates the possible scale of a blockbuster production; it is not a typical game budget.

Marketing and work after launch
A development budget is not necessarily the full cost of bringing a game to market. Marketing can add substantially to a release’s lifetime cost, and ongoing support may require further work. Omdia distinguishes development budgets from total lifetime costs that can include marketing. Public figures use different accounting scopes, so there is no reliable universal multiplier to apply to a game’s development budget.

Why doesn’t a game’s price simply match its development cost?
Studios and publishers spend money before they know how many people will buy the finished game. WIPO describes the business as high-risk: a game’s popularity is difficult to predict, costs are high up front, and the cost of delivering an additional digital copy is comparatively low once the game is made.
That means the retail price is a market decision, not a direct calculation of production cost per copy. Publishers consider the investment they hope to recoup, but also expected sales, competition, the audience’s willingness to pay, and other possible revenue. A bigger budget does not guarantee a higher price, better quality, commercial success, or better value for a player.

How demand and launch strategy shape prices
Different audiences accept different prices
A well-known franchise may have an audience willing to buy at launch. A less familiar release may instead launch at a lower price or depend more on later discounts. Neither approach is a simple measure of production cost; it reflects expectations about demand and what buyers will pay.

Approximately 45% said they were willing to buy even at higher prices, while about 30% said their purchasing would fall if prices rose. These survey results show differing price sensitivities, not how every player or market behaves. BCG also estimated that premium game prices had declined by 1% a year in inflation-adjusted terms over the preceding two decades; that is a historical estimate, not a forecast.

Launch price, editions, and release timing
Publishers may offer different price tiers or stagger availability across platforms, regions, and time periods—a practice BCG describes as “windowing.” A game might launch at one price, receive discounts later, or become available through a subscription at a later date. These are possible strategies, not a path every game follows.
When comparing prices, check what each listing actually includes. Standard and premium editions can differ in included content; prices can also vary by platform, region, retailer, and date. A launch price and a current sale price are not like-for-like comparisons.

How post-purchase revenue changes the picture
The sticker price is only one possible source of revenue. Depending on the game, a publisher may also earn money from paid downloadable content, subscriptions, or in-game transactions. A free-to-play game may have no purchase price up front and use other forms of monetization instead. These models can affect how a game is priced and supported, but they do not mean that every player must buy add-ons or spend beyond the initial price.

How to compare the cost of two games fairly
Before concluding that one game is simply “more expensive,” compare the same things:
- Production scale: Look at scope, content, team, technology, and complexity when reliable information is available. A large reported budget is not proof of quality or value.
- What the price includes: Compare the same edition, platform, region, and included content using current listings.
- When the price applies: Separate launch prices from sale prices and note whether availability through platforms or subscriptions is staggered.
- Potential spending after purchase: Check whether the game offers paid expansions, subscriptions, optional in-game purchases, or a free-to-play model.
- Whether budget figures are comparable: Treat reported budgets as examples unless their dates and accounting scopes match. Public figures may be estimates or disclosures and may exclude marketing or ongoing operations.
What industry figures can—and can’t—tell you
WIPO’s reported Cyberpunk 2077 cost demonstrates that some productions can reach very large budgets; it does not establish an average cost across games or explain what any particular game should cost. Likewise, the European Commission’s 2023 overview reported €23.48 billion in video-game market revenue in the EU27 in 2022 and an estimated 74,000 people across 5,000 game development and publishing studios in the European sector. Those figures describe sector scale, not the reason a specific title has its price.
The useful distinction is between the cost of making a game and the price a publisher believes the market will support. Production scale helps explain why budgets vary; demand, competition, release strategy, and additional revenue help explain why prices do not track those budgets mechanically.
