Why Data Centers Are Facing Local Opposition

Data-center opposition is driven by local questions about electricity costs, water, noise, land use, jobs, tax incentives, and whether residents have a real voice in project decisions.

People oppose data centers near their homes for practical, local reasons: heavy electricity demand, questions about who pays for grid upgrades, water use, noise, industrial-scale development, and uncertainty about what the community will receive in return. The effects vary from site to site. A large campus beside homes in a water-stressed area raises different questions from a smaller facility with ample infrastructure, quiet equipment, and clear public commitments.

Supporters point to construction activity, property-tax revenue, jobs, and the digital infrastructure these facilities provide. The conflict is often about how concentrated local costs and risks compare with those wider benefits—and whether residents had a meaningful chance to influence the project before key decisions were made.

Why are people opposing data centers in their communities?

Opposition is not one uniform movement, and not every objection is a claim that every data center causes the same harm. Residents often ask whether a proposed facility fits the place, whether its demands on power, water, land, and public services are manageable, and whether those demands have been disclosed and fairly accounted for.

A national Gallup survey of U.S. adults conducted March 2–18, 2026, found that seven in ten opposed constructing AI data centers in their local area, including 48% who were strongly opposed. The wording matters: this was a question about AI data centers in respondents’ own areas, not all data centers everywhere. In a separate April 2026 Gallup Panel web survey, opponents who described their reasons most often mentioned water and energy, each cited by 18%; 16% mentioned pollution, including noise and air or water pollution. These are open-ended response categories among opponents, not shares of all Americans or a ranking of every concern.

Gallup’s findings indicate that objections most often center on environmental and resource questions, quality of life, and local economic effects. Some respondents also raised general or specific concerns about AI. That unease is part of the debate, but it is not the sole explanation for local opposition.

Do data centers raise electricity bills?

Data centers need substantial, continuous electricity. When a new facility exceeds the capacity of existing local infrastructure, utilities may need to add generation, transmission lines, substations, or other equipment. The cost and who ultimately pays depend on utility regulation, planning assumptions, rate design, and the allocation of costs among the data center, other customers, and the utility.

In its 2025 report Data Centers in Virginia—dated December 9, 2024—the Virginia Joint Legislative Audit and Review Commission (JLARC) found that current rates allocate current costs to the customers responsible for them, including data centers. It also concluded that rapid demand growth is likely to raise system costs for other customers. For one specific modeled case, JLARC estimated that a typical Dominion Energy residential customer could see generation- and transmission-related costs increase by $14 to $37 per month by 2040, in constant dollars. This is a Virginia estimate, not a guaranteed increase, a projection for every Dominion customer, or a national forecast.

That distinction is important: evidence that a facility uses a great deal of power does not, by itself, show how much a particular household’s bill will change. A local review should look for projected peak and annual demand, planned generation and transmission work, the utility’s cost allocation, and any protections that prevent other customers from absorbing costs assigned to the project.

How much water does a data center use?

There is no single water-use figure that describes every data center. Cooling technology, facility size, operating conditions, water source, and local climate all matter. A facility may rely on different combinations of water-based cooling, air cooling, or other systems; the local question is how its actual design and withdrawals interact with available supplies and competing needs.

JLARC’s Virginia review found that most data centers in that state use about as much water as, or less than, an average large office. It also found substantial variation: a few facilities use considerably more, while some use less than a typical household. Those findings describe Virginia facilities and should not be treated as a universal benchmark or a substitute for project-specific numbers.

Concern can be acute even when a project’s use is modest relative to a large office if the water supply is constrained, drought conditions are a factor, or residents cannot readily determine how much water will be withdrawn and from where. Useful documents include the proposed water source, expected volumes, cooling method, seasonal demand, drought contingencies, and any allocation or supply agreements. A proposal that gives only a broad estimate without explaining its assumptions leaves residents unable to judge local trade-offs.

Are data centers noisy?

Cooling equipment, fans, electrical systems, and related infrastructure can produce persistent sound, including low-frequency noise. Some Virginia residents told JLARC that continuous noise affected their well-being. The commission also noted that many facilities had no noise complaints, often because of their siting or design. Both points matter: noise is a plausible local impact, but its presence and severity are not established for every facility.

Conventional noise rules may focus on loud, intermittent sounds and may not adequately capture continuous or low-frequency sound. A meaningful comparison between proposals should consider sound modeling, where and how measurements will be taken, nighttime conditions, applicable limits for low frequencies, setbacks from homes and other sensitive uses, and who will enforce the rules. Residents should also ask what happens if actual operating noise differs from the model: whether monitoring is required, whether complaints trigger measurements, and what corrective steps can be compelled.

How can a data center change land use and community character?

A large campus, its substations, and related infrastructure can turn farmland, forest, open space, or a rural edge into industrial development. The concern may be the scale of the buildings, visual impact, loss of a valued landscape, construction traffic, proximity to homes or sensitive places, or the cumulative effect of several projects. Even where a site is legally available for development, residents may disagree about whether that use fits a community’s plans.

Zoning and comprehensive plans help determine where data centers may be built and what conditions can apply. Depending on state and local law, a locality may be able to require buffers or setbacks, limit uses in certain areas, or impose other conditions through its approval process. Its authority is not the same everywhere. The Southern Environmental Law Center describes zoning and public involvement as practical tools for local decision-making, but the available powers must be checked against the law in the specific jurisdiction.

For a proposed site, examine acreage, buffers, nearby homes and sensitive uses, construction routes, and compatibility with adopted land-use plans. Consider cumulative effects as well as the footprint of the first facility: one project may set a precedent or contribute to a larger industrial corridor.

What are the pollution and environmental concerns?

Residents may raise concerns about air and water pollution, noise, and effects on natural or historic resources. Backup diesel generators are one concrete issue because they can emit pollutants when operated. Their actual local effect depends on generator type, the number of units, permitted operating hours, maintenance and testing practices, emissions controls, and the frequency and duration of outages that require backup power.

JLARC reported that generators in Virginia operate for emergency and maintenance purposes under permit limits, and that they account for a relatively small share of regional emissions in Northern Virginia. The commission also noted the need for further local study. That state- and region-specific finding does not settle the air impacts of a facility in another location or determine what a particular permit allows. A project review should distinguish permitted operation from expected operation and should identify the applicable emissions limits and monitoring requirements.

Environmental questions extend beyond generator exhaust. Water withdrawals, stormwater management, construction impacts, and the loss or fragmentation of natural areas may be relevant depending on the site. Residents need project documents and local records to evaluate those issues rather than relying on a general claim that data centers are either harmless or inherently damaging.

Do data centers create many permanent jobs?

Construction can bring substantial but temporary employment and spending. Once a facility is operating, its permanent workforce is typically much smaller than the construction workforce. JLARC relayed data-center representatives’ estimate of about 50 full-time workers at a typical 250,000-square-foot facility, around half of them contract workers. This is an industry-reported illustrative example, not a census-wide average or a guarantee for a specific project.

JLARC also estimated that Virginia’s data-center industry contributed 74,000 jobs, $5.5 billion in labor income, and $9.1 billion in gross domestic product annually. Much of the economic benefit came from construction. Those are statewide estimates for Virginia’s industry, not the number of jobs or the economic return attributable to one local facility.

Localities may also receive property-tax revenue, while incentives can reduce the public return. JLARC reported that Virginia’s data-center sales-tax exemption amounted to $928 million in savings in fiscal year 2023. That is a Virginia figure for that fiscal year, not an amount that applies to other states or a recurring total that can be projected forward without checking current policy and revenue data.

To assess a project’s local economic case, separate construction jobs from permanent positions; ask how many permanent jobs are expected, what share are contractors, and what skills or local hiring commitments are involved; then compare expected tax revenue with exemptions and public infrastructure costs. The balance depends on local tax rates, incentive terms, and the market, so promised investment does not automatically offset community burdens.

Who pays for the power and water infrastructure?

The answer depends on the project and the rules governing each utility. The developer may pay for some on-site equipment or connection work, while utilities plan and finance broader system investments under state-specific rate and regulatory frameworks. Water providers may also have separate capacity, connection, or supply arrangements. Residents should not assume either that a developer pays every related cost or that households necessarily do.

Ask who funds each proposed upgrade, who owns it, how costs are assigned over time, and what happens if the project is delayed, downsized, or never built. For electricity, review utility filings and rate-allocation documents as well as the project’s peak and annual load forecasts. For water, review provider records and proposed supply agreements. These documents can show whether costs are tied to the facility, shared among customers, or addressed through other mechanisms.

When comparing proposals, the most useful questions are concrete:

  • What are the projected peak and annual electricity demands, and what generation or transmission work is planned?
  • How are utility costs allocated, and what ratepayer protections apply?
  • What water source and volume are proposed, which cooling technology will be used, and how will drought conditions affect supply?
  • What sound limits, modeling methods, setbacks, monitoring, and enforcement will apply?
  • How much land is involved, what buffers are proposed, and which homes or sensitive sites are nearby?
  • What generators will be installed, how may they operate under permits, and what emissions controls are required?
  • How many construction and permanent jobs are expected, and what tax revenue remains after exemptions?
  • Are community commitments enforceable, and does the local government have authority to require them?

Why do notice and public participation matter?

Residents may learn about a proposal after a site has been selected or utility planning is already well advanced. Associated Press reporting on local disputes has documented residents who said they felt excluded or misled by late disclosure. That experience can deepen opposition because public hearings may then appear to offer little chance to change the project’s basic shape.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The sequence often includes site selection, utility planning, rezoning or other land-use review, permitting, and public comment. Those steps can overlap, and the details vary by locality. Urban Institute’s September 11, 2026, discussion of data-center governance notes that zoning hearings are often the first opportunity for public input, even though earlier engagement may be better suited to negotiating infrastructure obligations and community benefits.

Possible tools include community benefit agreements, workforce agreements, and developer agreements. They can address matters such as local hiring, infrastructure, or other commitments, but their availability and legal enforceability vary. Residents should ask who is a party to any agreement, whether its obligations are specific and measurable, what happens if the developer does not comply, and whether it can be enforced under local law.

Microsoft’s October securities filing, as quoted in Associated Press reporting, identified “community opposition, local moratoriums, and hyper-local dissent that may impede or delay infrastructure development” as operational risks. The statement underscores that opposition can affect project timing and delivery; it does not establish that any particular community’s concerns are unfounded or that a project should proceed.

How should a community judge a proposed data center?

There is no universal threshold that says a given amount of electricity, water, or noise is “too much.” The right comparison is between the project’s documented demands and the capacity, rules, and priorities of the place where it would operate. The Michigan Citizens Research Council advises evaluating proposals case by case: hyperscale developments warrant scrutiny, while smaller facilities can be much less intrusive.

A fair evaluation considers both the public case for the project and the community’s costs and risks. Supporters may point to construction activity, tax revenue, jobs, investment, and digital infrastructure. Residents may prioritize resource security, affordability, land, noise, and meaningful consent. Neither side’s claims should be accepted as a substitute for project-specific records.

For a named proposal, the most useful evidence usually comes from project plans, utility filings, water-provider records, zoning materials, sound studies, tax agreements, permit applications, and public comments. Read those together: a projected tax gain is less informative without the incentive terms, and a power-demand estimate is incomplete without the utility’s infrastructure plan and cost allocation. Early disclosure gives residents a better chance to identify gaps, compare alternatives, and seek commitments while project details can still be shaped.
