Why Chrome Can Work When Wi-Fi or DNS Seems Down—and How a Five-Minute Probe Helps

Chrome loading a page does not prove every DNS lookup or Wi-Fi path is healthy. Learn how caching, resolver behavior, and a five-minute probe shape what an outage report can establish.

A browser loading a page does not prove that every DNS lookup or every part of a Wi-Fi connection is healthy. Browser and operating-system caches, different resolver paths, and separate IP connectivity can produce symptoms that look contradictory. The specific claims in the headline—five hours, 4,960 DNS failures, and Chrome working throughout—are not independently established by the available published sources, so they should be treated as reported incident details rather than verified measurements.

What “Wi-Fi was dead” and “Chrome kept working” can—and cannot—tell you

Those descriptions are not precise network measurements. “Wi-Fi was dead” might mean a device lost its wireless association, could not reach the router, had no usable internet route, or could not resolve domain names. “Chrome kept working” might mean an already-open page remained visible, a cached page loaded, or new sites loaded successfully. Each describes a different observation.

DNS translates hostnames into addresses. A failed DNS lookup does not necessarily mean that the device cannot reach an IP address; conversely, an IP reachability check can succeed while a hostname lookup fails. A successful browser page load is useful evidence, but by itself it does not establish that every DNS lookup or all Wi-Fi connectivity was healthy. Chromium documents host-resolution caching and integration with system resolution, as well as DNS prefetching that can warm the operating-system cache. Those mechanisms make differing symptoms plausible, but do not identify what happened in this particular incident (Chromium host-resolution documentation; Chromium DNS-prefetching documentation).

What counts as a DNS failure

A timeout or lack of a useful response is not the same as a valid negative DNS answer. RFC 9520 defines resolution failures as cases where available servers provide no useful response. NXDOMAIN (the name does not exist) and NODATA (the name exists but has no record of the requested type) are useful answers, not resolution failures under that definition. SERVFAIL and timeouts should be recorded as their actual outcomes rather than collapsed into a generic “DNS failed” count.

The standard also governs how resolvers cache failures. RFC 9520, published by the IETF in December 2023, requires resolvers to cache resolution failures for at least one second and no longer than five minutes. It recommends linear or exponential backoff when failures persist. It also says a resolver must not retry the same query to the same server address over the same transport more than twice before considering that server unresponsive for that query. These are resolver behavior requirements and recommendations, not a guarantee that all devices or browsers behave identically, and not a prescription for a consumer monitoring schedule (RFC 9520).

Why a five-minute probe is a cadence, not a cure

A probe scheduled every five minutes checks periodically; it does not prevent an outage or guarantee that every failure is caught. If a failure starts just after a successful check, the next scheduled check may not observe it for almost five minutes, before processing and alert-delivery delays. Checking more often can reduce that maximum sampling delay, but increases query volume. Neither RFC 9520 nor RFC 8767 says five minutes is the right cadence for an end-user probe.

RFC 8767, published in April 2020, describes how recursive resolvers may serve stale DNS data when they cannot refresh an answer. Stale data can preserve service during an authority outage, but may also delay recognition of changed DNS data. In its described method, the RFC recommends trying to refresh from non-responsive authorities no more frequently than every 30 seconds. That is guidance about resolver refresh behavior, not a recommended user-device probe interval (RFC 8767).

Design a probe that distinguishes DNS from connectivity

A useful check records separate signals rather than returning a single “internet up/down” result. For each run, preserve enough context to interpret the outcome:

  • Sleek and miniature sized design allows the user to plug and leave the device in it's place.
  • Industry leading support: 2-year and free 24/7 technical support
  • This network transceiver supports Windows 11, 10, 8.1, 8, 7, XP/ Mac OS X 10.9-10.14
  • Name resolution: query one or more stable hostnames through the resolver path you intend to monitor. Record timestamp, hostname, record type, resolver, response code, elapsed time, and timeout or other error details.
  • IP reachability: separately test a known IP endpoint. This helps distinguish a name-resolution problem from a broader loss of network reachability; it does not, on its own, prove that all internet access works.
  • Path and device context: record the network interface and probe version. If relevant, compare system resolution with the browser’s configured DNS-over-HTTPS path, but identify them as separate paths and record their configuration.
  • Counting rules: specify whether retries count as separate failures and how transient errors are classified. Keep timeouts, SERVFAIL, NXDOMAIN, and NODATA distinct so the total has a defensible meaning.
  • Alert timing: state the sampling interval and account for the interval’s possible detection delay, plus processing and notification time.

DoH is encrypted DNS resolution, and Chromium documents custom DoH templates, including the option of multiple templates to improve reliability if one DoH server fails. That does not establish that Chrome used DoH in this incident; its settings and policies are unknown (Chromium DNS over HTTPS documentation). Avoid aggressive query rates: RFC 9520 discusses failure caching and backoff, while RFC 8767 addresses the balance between recovery responsiveness and unnecessary query load.

What the headline’s figures establish

The available published sources do not verify that this Wi-Fi connection failed for five hours, that Chrome continued working throughout, or that exactly 4,960 DNS failures occurred. Those figures should not be presented as independently verified statistics without timestamped logs, a definition of what counted as a failure, and details of the device, resolver, and Chrome behavior. RFC 9520’s five-minute maximum for caching a resolution failure is a separate resolver rule; it does not validate a five-minute probe or the incident’s numbers.
