The business case is strongest where traffic and customers are concentrated, while rural deployments remain harder to justify financially.
Rising traffic makes more radio capacity unavoidable
The immediate reason for much of the spending is congestion management. Ericsson reported that mobile data traffic increased 25% year over year between March 2023 and March 2024, and forecasts approximately 20% compound annual growth through 2029. More video, cloud applications, connected devices and migration away from older mobile generations all add traffic that existing sites must carry.

5G gives an operator additional spectrum options, more efficient radio technology and a path to increase capacity at existing locations. Ericsson reported that about one-quarter of mobile data was carried on 5G at the end of 2023 and projected that share to reach roughly three-quarters by 2029. The forecast is industry-source evidence rather than a guarantee for every country: the pace depends on spectrum policy, handset replacement, coverage and customer adoption.
There were more than 1.7 billion 5G subscriptions globally by the end of March 2024, according to Ericsson. That installed base gives operators a reason to continue expanding coverage and capacity rather than treating 5G as a short-lived premium feature.

What operators can earn from 5G
Enhanced mobile broadband reaches customers first
Enhanced mobile broadband (eMBB) is generally the fastest 5G revenue path because it extends a product operators already sell: mobile data. A carrier can use additional capacity and better radio performance to support more users, sell larger data allowances, introduce premium tiers, or reduce the congestion that drives churn. The commercial benefit is therefore not always a higher price for every subscriber. It can also be the ability to serve more traffic and customers without degrading service.
Peak 5G speed claims should not be read as universal everyday performance. Actual results depend on the spectrum band, site density, backhaul, device capability and network load. An operator’s financial case is usually based on aggregate capacity and quality across a footprint, not on a laboratory maximum shown by one handset.
Fixed Wireless Access turns mobile sites into home broadband assets
Fixed Wireless Access (FWA) uses a cellular network to provide an internet connection to a home or small business, usually through an indoor or outdoor customer-premises router. It lets an operator address broadband demand without extending a wired access line to every premises.
FWA is described by Ericsson as the second-biggest early 5G use case. In its 2024 survey, 241 of 310 communications service providers offered FWA, and 128 offered 5G FWA, equal to 53% of the surveyed group. Those figures describe surveyed providers, not every operator worldwide.
The attraction is asset reuse. An operator can use existing spectrum, radio sites, transmission links, billing systems and customer relationships, then add compatible routers and capacity where demand warrants it. FWA can be especially useful in suburbs and locations where fiber construction is slow or expensive. It is still constrained by radio capacity: if too many homes share a cell, the operator must add spectrum, radios or sites to maintain service levels.

Private 5G creates enterprise-specific services
Operators are also pursuing private 5G networks for factories, ports, warehouses, campuses, mines, utilities and other controlled sites. These networks can provide an enterprise with dedicated coverage, managed quality of service, local control or integration with operational systems. Ericsson identifies early private-network use cases including connected workers, autonomous equipment and sensors.
Private 5G is a slower and more consultative sale than a consumer data plan. The operator may need to design radio coverage, integrate industrial devices, secure the network, connect it to edge or cloud systems and provide ongoing management. Revenue can therefore include deployment, equipment, software, connectivity and support rather than one monthly subscription.

Network slicing and programmable APIs are platform opportunities
Network slicing allows an operator to create logically separated network behavior for a particular application or customer, such as a defined latency, reliability or security policy. Programmable network APIs can expose capabilities such as quality-on-demand, identity, location or fraud controls to enterprise developers and service providers.
These offers are strategic rather than immediate mass-market revenue. They require automation, orchestration, security controls, service-level agreements and systems that can translate an enterprise request into a measurable network policy. A 5G standalone (SA) core is the stronger foundation for advanced slicing and enterprise control. Many early commercial 5G deployments are non-standalone (NSA), using 5G radios with an existing 4G core; NSA can deliver capacity and speed improvements but does not provide the full set of SA capabilities.
5G can lower the cost of carrying each gigabyte
Investment is not only about selling new services. It can also improve the economics of services an operator already provides. Ericsson reported that upgrading 4G sites to 5G can increase capacity by up to 10 times and reduce energy consumption by more than 30%. These are reported maximum and comparative figures, not a guaranteed result at every site; the outcome depends on equipment configuration, spectrum and traffic.

Higher capacity can postpone the need for additional sites in some busy areas. Lower energy use can reduce one of the largest recurring costs of a radio access network, while also helping operators meet emissions targets. The business case is strongest when a site carries substantial traffic: the fixed cost of an upgrade is spread over more users and gigabytes.
Efficiency gains do not eliminate capital expenditure. Operators still have to acquire or refarm spectrum, install radios and antennas, upgrade power and cooling, expand backhaul, modernize the core and maintain sites. The point is that a 5G upgrade can make the resulting network more capable and less expensive to operate than continually expanding an older architecture.
Why governments and operators treat 5G as strategic infrastructure
Telecommunications networks support education, health services, government access, trade and emergency communications. The International Telecommunication Union (ITU) describes telecommunications infrastructure as the backbone of digital connectivity. In February 2024, the ITU reported more than USD 9 billion in newly announced mobile-operator connectivity pledges, including 4G and 5G projects involving e&, China Telecom, Ooredoo and VEON.
For an operator, strategic value can include meeting coverage obligations attached to spectrum licenses, protecting market position, supporting national digital-industry plans and ensuring that customers and enterprises do not move to a rival with better coverage. A carrier that waits too long may face a sudden capacity shortage, expensive emergency expansion or loss of high-value business accounts.
Strategic investment also explains why spending can continue when direct 5G premiums are modest. Coverage and a modern core are enabling assets. Once they exist, the operator can test FWA, private networks, slicing and API products without building a separate nationwide network for each service.

Why the return is uneven, especially outside dense cities
5G economics vary sharply by geography. Dense urban areas combine high traffic, many potential customers and shorter distances between sites. A new radio or spectrum layer can relieve congestion for thousands of users, making the investment easier to recover.
Rural areas present the opposite conditions: fewer customers per site, longer fiber or microwave backhaul routes, wider coverage obligations and higher maintenance costs. Lower population density means that the same tower, power system and backhaul connection serve fewer paying customers. ITU specifically cautions that high deployment costs and uncertain commercial returns make coverage outside dense urban areas more difficult.
ITU’s 2020 estimate for a small-cell-ready 5G network ranged from USD 6.8 million in a small city to USD 55.5 million in a large, dense city. These are 2020 estimates for a specified deployment scenario, not current construction prices or a universal cost per city. Actual budgets vary with labor, spectrum, civil works, site availability, transport and local regulation.
Operators therefore often sequence deployment: high-demand urban sites first, then transport corridors, suburban areas and rural locations as coverage obligations, spectrum characteristics, public funding or expected demand improve the case. Lower-frequency spectrum can cover larger areas, while higher-frequency bands can provide substantial capacity over shorter distances; the mix affects both cost and performance.

- Secure spectrum and a deployment plan. The operator acquires or reallocates suitable bands, chooses priority markets and sets coverage and capacity targets.
- Upgrade the radio access network. Engineers add 5G radios and antennas, modernize power systems and coordinate the new layer with existing 4G coverage. NSA deployments can launch using the 4G core.
- Expand transport and sites. Higher radio capacity requires enough fiber, microwave or other backhaul, plus synchronized timing and adequate power at each location.
- Modernize the core. A 5G SA core supports more advanced policy control, slicing and enterprise integration than an NSA overlay alone.
- Attach monetizable products. The operator can introduce higher-capacity consumer plans, FWA, private networks, managed slices or programmable APIs as coverage and operational systems mature.
- Measure economics and quality. Traffic growth, energy use, churn, FWA utilization, enterprise contract value and service-level performance determine where the next investment should go.
Comparing the main 5G investment cases
| Use case | Revenue timing | What it reuses | Technical emphasis | Best-fit geography |
|---|---|---|---|---|
| Enhanced mobile broadband | Fastest early path | Existing mobile customer base, spectrum and sites | Radio capacity, coverage, backhaul and compatible devices | Busy urban and suburban areas |
| 5G Fixed Wireless Access | Second-biggest early use case | Mobile broadband assets, billing and customer channels | Cell capacity, customer-premises routers and address-level planning | Suburbs and areas where wired broadband is costly or slow to extend |
| Private 5G | Slower, project-based enterprise sales | Operator spectrum, core expertise and managed-service operations | Dedicated coverage, industrial integration, security and support | Factories, campuses, logistics sites and other controlled premises |
| Network slicing and APIs | Emerging platform revenue | Nationwide network and enterprise relationships | Preferably 5G SA, orchestration, automation and service-level controls | Enterprise and developer ecosystems |
Does 5G automatically make carriers more money?
No. 5G improves the opportunity to earn and the efficiency of serving demand, but return on investment depends on execution and local conditions. An operator may see revenue from more subscribers, larger data plans, FWA accounts or enterprise contracts. It may also gain indirectly by reducing congestion, lowering energy use and avoiding the cost of repeatedly expanding an older network.

Those gains must be weighed against spectrum fees, site construction, radios, transport, core upgrades, device subsidies, marketing and enterprise integration. Consumer prices can remain competitive even as network costs rise. In some markets, 5G is primarily a defensive capacity investment: delaying it would damage quality and customer retention, even if a premium 5G tariff is not available.
The most credible financial test is therefore local. An operator should compare expected traffic, customer density, FWA demand, enterprise prospects and energy savings with the full capital and operating cost of each deployment area. A national 5G label does not mean every tower or town has the same payback.
What customers should expect from operator investment
- More consistent capacity: the practical benefit may be fewer slowdowns at busy times rather than a dramatic increase in peak speed.
- Broader service choice: where available, FWA can add a home-internet option, while enterprise users may gain private connectivity or managed network services.
- Gradual capability upgrades: NSA coverage can arrive before SA features such as advanced slicing are operational.
- Uneven availability: spectrum, terrain, site density, backhaul and local economics produce different experiences between cities, suburbs and rural areas.
Ericsson Executive Vice President and Head of Networks Fredrik Jejdling said the June 2024 Ericsson Mobility Report showed strong 5G subscription uptake, with eMBB and FWA leading use cases, while emphasizing that greater 5G standalone deployment is needed to realize the technology’s full potential. That distinction matters: a phone displaying a 5G icon indicates radio access, not that every advanced 5G service is enabled.
The bottom line for operators
Operators are investing because 5G addresses a current capacity problem and creates an option value for future services. Traffic growth makes additional, more efficient radio capacity necessary; eMBB and FWA can monetize that capacity relatively quickly; private networks, slicing and APIs offer longer-term enterprise opportunities; and reported efficiency gains can reduce the cost of carrying data. The investment is not equally attractive everywhere. Dense markets usually provide the earliest return, while rural coverage requires longer horizons, lower-cost deployment methods, spectrum advantages or public support.
