Why AI Agent Security Needs More Than Confinement

Sandboxing limits an AI agent’s blast radius, but secure deployments also need narrowly scoped authority, external enforcement, controlled data flows, protected state, and reviewable actions.

Confinement helps limit an AI agent’s blast radius, but it is not a complete security model. A sandbox can restrict where code runs; it cannot, by itself, decide whether an agent should read a particular record, send data to a destination, or perform a consequential action. Secure agents need explicit authority boundaries enforced outside the model, with isolation, monitoring, and human review added as complementary controls.

What confinement can—and cannot—do

Here, confinement means restricting an agent’s execution environment: for example, limiting filesystem access or network connections. Those restrictions matter because they can reduce damage when an agent, tool, or workflow behaves unexpectedly. They do not answer every authorization question. A confined agent may still have access to the wrong account, an overly broad tool, or sensitive data it should not use for the current task.

An agent is not just a model. It combines a model that directs its own processes and tool use, a harness that manages the interaction, the tools it can call, and the environment in which those tools operate. The security properties depend on all of these parts and on the data and systems available to them. Anthropic notes that a capable model can still be exploited through a poorly configured harness, an overly permissive tool, or an exposed environment (Anthropic’s overview of trustworthy agents).

That is why the title’s provocation is best read as “confinement alone is insufficient,” not “sandboxing is useless.” Google’s systems-security survey presents 11 case studies of attacks on agentic systems and argues for applying security principles to the whole system, rather than relying on model hardening alone (Google Research’s systems-security survey).

Why a sandbox does not settle authorization

Prompt injection can turn content into an attempted command

An agent may read attacker-controlled material—such as a message containing instructions to forward other messages—while also having legitimate access to tools that can carry out that request. The problem is not simply whether the agent can leave its sandbox. It is whether untrusted content can influence a privileged action. Anthropic describes prompt injection as malicious instructions embedded in content the agent processes and cautions that no single line of defense guarantees protection (Anthropic’s discussion of prompt injection and agent defenses).

Instructions in a system prompt can guide model behavior, but they are not an authorization boundary if the model can still invoke a tool with broad privileges. The policy that decides whether an action is allowed should be enforced by a component the model cannot rewrite or bypass.

Tools can carry more authority than a task requires

A tool may be technically capable of much more than the agent needs for one task. A broadly scoped tool, stacked permissions, or ambient credentials can let a workflow mistake—or an injected instruction—trigger an export, deletion, or privilege change. Microsoft’s least-privilege guidance recommends defining agent identity, scope, tool access, and auditability before expanding autonomy (Microsoft’s least-privilege guidance for AI agents).

Microsoft Research also identifies over-privileged tools, mismatches between tool capability and task intent, and ambient authority leakage as risks in cloud-hosted agents. Its page describes a small controlled experiment illustrating how risks can manifest; it does not establish a general incident rate or a broadly applicable estimate of how often these failures occur (Microsoft Research’s analysis of privileged execution environments).

Persistent state creates boundaries beyond the runtime

Memory, session state, and extensions can preserve or introduce influence across interactions. A poisoned memory entry, a session that is not isolated from another user’s work, or an unsafe extension may carry risk even when individual tool calls are constrained. Google’s study of autonomous agents frames the risks across channel access, session and state, tool execution, external content, and extension supply chains, and recommends boundary-aware isolation, capability-scoped mediation, memory integrity, extension governance, and evidence-oriented oversight (Google Research’s OpenClaw security analysis).

What to put around the model

A safer design lets the model propose actions while a separate, deterministic layer decides whether and how to execute them. That layer should authorize each action in context—not merely decide whether the agent is generally “trusted.” A practical policy considers the agent’s identity, the task, the resource, the operation, and the relevant data flow.

Control boundary What it should constrain Example or guidance
Identity and task Which agent is acting, for which task, and under whose authority. Microsoft recommends defining identity and scope before increasing autonomy (Microsoft Learn).
Tool, resource, and operation The specific tool and resource available, and whether the operation is read-only, write, or actuation. Scope tools to the task instead of granting broad roles or relying on ambient authority (Microsoft Learn; Microsoft Research).
Data flow and destination Whether information read from one source may be sent to or used to change another. Google describes origin-scoped readable and writable sets in its Chrome agent-security design (Google’s Chrome security design).
Runtime and network What code can access, where it can connect, and whether secrets are reachable. NVIDIA’s AI Red Team recommends hardened sandboxes, default-deny egress, and keeping secrets outside the agent’s reach (NVIDIA’s agent deployment guidance).
State and extensions Whether memory, sessions, and added components can cross trust boundaries. Google recommends memory integrity and extension governance; AWS advises treating shared memory as partially trusted (Google Research; AWS Prescriptive Guidance).
Oversight and evidence What was proposed, authorized, executed, and escalated for review. Google’s described Chrome design uses a work log and user confirmation before consequential actions (Google’s Chrome security design).

How to design the enforcement path

  1. Define the agent’s identity and task. Assign a distinct identity and state the task and authority under which it operates. Do this before granting tool access; do not treat a prompt’s claims about authority as proof of permission.
  2. Grant the narrowest useful capability. Give the agent only the tools, resources, and operations needed for the task. Separate read access from write or actuation access so that permission to inspect information does not automatically authorize changing it.
  3. Mediate calls outside the model. Put an authorization check at the tool or service boundary. Check the identity, resource, operation, and task context on each consequential call, and make the enforcement point unavailable for the model to modify.
  4. Constrain where data can go. Decide which origins or destinations may be read or written, and block unapproved flows. In Google’s description of its Chrome design, origin-scoped readable and writable sets are paired with checks on proposed navigation, a separate user-alignment critic, a work log, and confirmation before consequential actions. These are design choices described by Google, not independent proof that prompt injection is eliminated (Google’s Chrome security design).
  5. Isolate execution and credentials. For code execution or browser automation, restrict filesystem and network access, use default-deny egress where practical, and keep credentials out of the agent’s direct reach. NVIDIA’s AI Red Team reports recurring failures in deployments it assessed, including missing access control, arbitrary code execution through tools, unrestricted egress, and exposed secrets; its guidance includes confinement as one layer of defense (NVIDIA’s July 30, 2026, deployment guidance).
  6. Protect memory, sessions, and extensions. Isolate sessions, validate shared memory before it can influence an action, and govern which extensions are allowed. AWS advises least-privilege or read-only access to shared memory, deterministic mediation, and session isolation; avoiding shared memory can also remove some integrity and cascading-failure risks (AWS Prescriptive Guidance).
  7. Record decisions and outcomes. Keep an audit trail that identifies the agent, requested action, resource scope, authorization decision, execution result, and any human approval. This makes it possible to investigate an incident and revise policy based on evidence.
  8. Require human review where the stakes or ambiguity warrant it. Route consequential or unclear actions for confirmation, while retaining enforceable access checks as the default barrier. Human approval is a complement to authorization, not a substitute for it.

When agent decisions need to adapt

Some tasks change as an agent discovers new information, so a static allowlist may not describe every safe next step. That does not mean the model should be allowed to expand its own authority. Google and NVIDIA’s 2026 position paper argues for dynamic replanning and policy updates in changing tasks, while constraining what the model can observe and decide when it makes context-dependent security decisions. It also flags limitations in current benchmarks and the importance of human interaction in ambiguous cases (Google and NVIDIA’s position paper on system-level defenses).

Google’s October 5, 2026 article on contextual security likewise discusses dynamic capability limits, agent identity, and authorization or revocation based on context. It presents these as open problems and research directions, not controls that are universally deployed or proven to solve agent security (Google Research on contextual security). A practical implication is to make any policy change explicit, bounded, logged, and subject to revocation rather than letting autonomy silently accumulate.

How to judge whether a design is actually safer

  • Authority is explicit: each tool call has an identity, resource scope, and permitted operation.
  • Enforcement is external: denial does not depend only on the model obeying instructions.
  • Data flows are bounded: read access does not imply permission to send, publish, or modify what was read.
  • Failure has a limited blast radius: runtime isolation, restricted egress, and secret separation reduce what a compromised or misdirected agent can reach.
  • State is governed: memory, sessions, and extensions have integrity and access controls appropriate to their influence.
  • Actions are reviewable: policy decisions and outcomes leave evidence, and consequential or ambiguous operations can be escalated.

No single control guarantees protection. Google’s systems-security work emphasizes realistic attacker models and continuous improvement; newer work also notes that benchmark limitations make sweeping claims about comparative effectiveness difficult to establish. Treat vendor-published designs as useful examples of control placement, not independent efficacy evaluations (Google Research; Google and NVIDIA).
