If YouTube will not open, first check whether other websites work. If they do, the cause may be a YouTube setting, an account restriction, a managed school or workplace policy, or an app problem—not necessarily your internet connection. The right fix depends on where the restriction comes from: change personal settings you control, and ask the relevant administrator or provider to review managed restrictions.
Find the likely cause before changing settings
Match the symptom to the layer that may be responsible. This narrows the next step without assuming every access error is a block.

| What you notice | Likely source | Who can address it |
|---|---|---|
| YouTube and other websites fail to load | Internet connection or device connectivity | You or your internet provider |
| YouTube fails only on a particular account, or says an administrator restricted access | Account or Google Workspace service setting | The account holder for personal settings; the Workspace administrator for managed service access |
| Videos are filtered, or Restricted Mode is on and cannot be changed | YouTube setting, account control, network, or mobile-provider restriction | You, or the administrator/provider controlling the setting |
| YouTube works on another connection but not school or work Wi-Fi | Managed network or institution policy | The school or workplace network administrator |
| The website works but an app or unofficial client does not | App compatibility, support, or API compliance | Use an official supported access route or contact the app provider |
Check whether the connection is the problem
If other websites also fail
Check that your device is connected to the internet and that the connection is functioning. An error on YouTube alone does not establish that YouTube is blocked. If other sites also fail, address the connection first; contact your provider if you cannot restore service.
If only YouTube fails
Try YouTube in a supported browser at youtube.com, or use the official YouTube app. If it fails only on one account, device, or network, compare with another account or connection you are authorized to use. A difference can help identify the responsible layer, but does not itself authorize changing a managed setting.

Turn off Restricted Mode when you control the setting
Restricted Mode filters potentially mature content. It is not the same as an age restriction on a particular video, and it is not necessarily a complete block on the YouTube service.

If the control is unavailable or switches back on, do not assume the app is broken. YouTube says restrictions can be imposed by an account, a network administrator, or a mobile provider. Use the content restrictions checker to see whether restrictions are detected at the account, network, or mobile-provider level. Only the person or organization controlling that setting can authorize its removal.

Resolve an administrator restriction on a Google Workspace account
If YouTube says access is restricted by an administrator, the account may belong to a school or workplace domain where YouTube service access has not been enabled. A regular account user cannot override that service setting. Ask the organization’s Google Workspace administrator whether access is available under its policy.
For a Workspace administrator
An authorized administrator can review the YouTube service setting in the Google Admin console. Google’s guide explains how to manage YouTube settings for users and organizational units: Manage YouTube settings for users. Admin console labels and paths can change, so follow the current instructions in that guide. Enabling the service is an administrator decision and may not be appropriate for every organizational unit or account.

Understand school and workplace network rules
Schools and employers may manage access through accounts, devices, or network controls. If YouTube is blocked only on the institution’s Wi-Fi or a managed device, contact its IT staff or administrator and ask whether access is allowed and whether an exception is available. Do not change controls on a device or network you do not administer.
Google provides administrators with tools to manage YouTube permissions for users and groups. Education accounts marked as belonging to users under 18 may have additional restrictions; Google describes the relevant settings in its YouTube access settings for school accounts. The applicable policy depends on the organization’s configuration, so a student or employee should seek clarification from the institution rather than assume a single fix applies everywhere.

Separate app trouble from a YouTube block
If YouTube works in a browser but not in an app, the problem may be the app rather than the network. Try the official YouTube app or youtube.com, and update the official app through your device’s app store. YouTube’s troubleshooting guidance covers access problems.
Third-party clients are a separate case: they may be outdated, unsupported, or unable to use YouTube features as expected. Apps that access YouTube through its APIs must comply with YouTube’s API terms. See the YouTube API Services Terms of Service. Switching to an unofficial client is not a reliable way to resolve an account, network, or administrator restriction.
Use this troubleshooting checklist
- Other websites fail too: troubleshoot the connection or contact your internet provider.
- Only a managed account is blocked: ask the Workspace or institution administrator to check service access.
- Restricted Mode is on: switch it off if you control the setting; otherwise check the restrictions checker and contact the account, network, or mobile-provider administrator identified.
- Only school or work Wi-Fi blocks YouTube: ask the network administrator about the policy and any authorized exception.
- Only an unofficial app fails: test the official app or website and update supported software.
Institutional policies and provider controls vary. The troubleshooting steps identify who may be able to help; they cannot establish whether a particular restriction will be lifted or what rules apply to your situation.
