A stronger U.S. dollar can reduce what Americans pay for foreign-currency travel expenses and imported goods, but it does not automatically make a trip or a store purchase cheaper by the same percentage. The exchange rate changes the conversion; local prices, seller pricing and other transaction costs determine how much of that change reaches the final bill.
What “a stronger dollar” means for your spending
A dollar is stronger when it can buy more of another currency than before. If a traveler owes a fixed amount in that currency, the dollar cost of paying it falls, assuming the local price and the exchange rate available to the traveler are the only things changing.

For a simple illustration, suppose a hotel room costs 100 units of a foreign currency. At a hypothetical rate of 100 units per U.S. dollar, the room converts to $1. At 125 units per dollar, the same 100-unit room converts to $0.80. These invented rates illustrate the arithmetic only; they are not live exchange rates or a claim about any destination.
The Federal Reserve’s 2023 tourism study finds that bilateral exchange rates and the U.S. dollar’s rate relative to tourist-origin countries are important drivers of tourism flows. That helps explain why currency movements can affect travel demand, but it does not mean every visitor’s hotel bill falls whenever the dollar appreciates.

Why travel costs may not fall as much as the conversion suggests
The conversion example holds the local price constant. Real travel prices do not have to. Hotels, restaurants and other sellers can change their prices, and destination costs may move for reasons unrelated to the dollar. The Federal Reserve tourism study also finds that local hotel prices rise strongly when the local currency depreciates against the dollar. That finding describes destination pricing and tourism flows; it is not a guarantee that a U.S. traveler will see a lower hotel price after dollar appreciation.
The amount ultimately charged can also depend on the exchange rate and terms applied by the payment provider or merchant. The available evidence does not establish current exchange rates, card or ATM fees, or merchant conversion offers, so a currency conversion alone cannot determine an individual traveler’s final bill.

Why imports do not get cheaper dollar for dollar
A stronger dollar makes foreign goods cheaper for U.S. consumers in principle: an importer can exchange each dollar for more foreign currency to pay an overseas supplier. But a currency move is not the same thing as a retail-price change. Exporters may absorb part of the move by narrowing their profit margins, and domestic distribution costs also affect what shoppers pay.

The report cited a typical estimate that a 10 percent dollar appreciation lowers non-oil imported-goods prices by about 3 percent after one year. This is an economic research estimate, not a forecast for a particular product or a promise of a 3 percent reduction at the shop. Retail prices also reflect distribution costs and other factors between import prices and the checkout counter.
Why the effect varies across goods and over time
Economists call the extent to which an exchange-rate change shows up in import prices “pass-through.” It is not necessarily complete, immediate or constant across periods and product categories.

Federal Reserve research published in 2005 documented a historical decline in estimated pass-through to U.S. core import prices: from above 0.5 in the 1980s to roughly 0.2 in the decade the study examined. Those are findings for a historical sample, not a current universal coefficient. The study also discusses commodity-price effects and exporter pricing behavior, both reasons why a currency change need not map directly onto the price of an imported item.
How to compare a trip or overseas purchase fairly
A useful comparison separates the parts of the cost instead of treating “the dollar is stronger” as a price quote. For each option, check the same four items:

- Local-currency listed price: Note the seller’s price in the currency charged, and whether it is a per-night, per-item or total price.
- Quoted exchange rate and date: Record the rate used for the comparison and when it was quoted; currency values change.
- Payment conversion terms: Check which rate and conversion method the payment provider or merchant applies. The rate used in a headline currency comparison may not be the rate on the transaction.
- Other costs: Account for destination-specific charges and other costs that are not captured by converting the listed price.
This method can clarify why a trip or purchase costs more or less than expected without assuming that an exchange-rate move becomes an equal percentage change in the final bill.
