What “data-only” changes
A data-only Android phone may be Wi‑Fi-only, or it may have a cellular plan for internet without conventional voice and text service. Either way, the priorities differ from a normal phone: background sync can consume a limited data allowance, while location, scanning and app activity can drain a battery that may spend long periods away from a charger. Privacy controls still matter because apps can access sensors and account data even when the device has no phone number.

1. Run Android’s Security & privacy review
Open Settings > Security and privacy on Android 13 or later. On Android 12 and earlier, open the separate Security and Privacy sections. The overview can flag Play Protect status, screen-lock strength, pending system updates, Find Hub availability and privacy recommendations.
Work through every warning rather than dismissing the page as a one-time checklist. A device without a secure lock can expose saved accounts if it is lost; an overdue security update can leave known vulnerabilities unpatched. If the phone is used only for data, a strong PIN or password remains worthwhile because email, cloud storage and messaging apps may still contain sensitive information.
2. Audit permissions with Privacy Dashboard and Permission manager
Open Settings > Privacy > Privacy Dashboard (the page may be nested under Security & privacy). Google says the dashboard shows which apps accessed sensitive data, which permissions they used and when. Android 13 displays activity from the last seven days; Android 12 displays the last 24 hours.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Select each category—such as location, camera or microphone—then open the listed apps in Permission manager. Remove access that is not necessary for the app’s main job. A calculator does not need location; a podcast player normally does not need a microphone; a shopping app rarely needs continuous location.
| Permission choice | Best use on a data-only phone | Trade-off |
|---|---|---|
| All the time | Only for a function that must operate while the app is closed, such as a trusted automation or safety tool. | Greatest background location exposure and potential battery cost. |
| While using the app | Maps, weather, navigation and other features that need access during active use. | Background refresh or geofencing may not work. |
| Ask every time | Infrequent tasks, testing, or apps whose need changes from session to session. | Prompts can interrupt the workflow. |
| Don’t allow | Apps with no legitimate need for that sensor or data. | The related feature will fail until permission is restored. |
For location, camera and microphone, prefer While using the app or Ask every time unless you can explain why background access is required. Recheck permissions after installing an update: an app can add a new feature or request a permission again.
3. Tighten location without breaking useful features
Choose approximate location by default
In the location permission screen, turn off Use precise location unless an app needs an exact position. Approximate location is usually enough for local weather, regional content and discovering nearby services. Navigation, turn-by-turn directions, geofencing and some emergency or delivery functions may require precision.

Limit when an app can see location
Set most apps to While using the app or Don’t allow. Reserve All the time for a clearly understood background function. If an app stops working, restore the least permissive setting that fixes it rather than granting continuous access automatically.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsDecide whether to disable Location Accuracy
Android’s Location Accuracy can combine GPS, Wi‑Fi, mobile-network information and device sensors to estimate position quickly, especially indoors. When you turn it off, Android relies on GPS and device sensors when available; wireless signals and sensor data are not sent to Google servers for this accuracy service. Some apps will locate more slowly or less reliably. Android can still send an emergency location when you call or text an emergency number.
Location Accuracy is a separate decision from an app’s permission. You can allow an app to use location while using the app but leave the accuracy service off, or keep accuracy on while denying individual apps.
Interpret location-sharing disclosures carefully
Android may display a notice that an app says it shares location with third parties. Treat that notice as useful context, not a guarantee that no sharing occurs when the notice is absent. Google notes that some app stores and preloaded-device distribution channels do not support these labels, so the absence of an information box is not proof that an app does not share location data.
4. Use the global camera and microphone switches
For a device-wide block, open Settings > Security & privacy > Privacy > Privacy controls, then turn off Camera access or Microphone access. This is useful when the phone is stored, handed to another person or used only for reading and streaming.
Re-enable a switch only when a required function fails. A video call, voice recorder, barcode scanner or camera app cannot work while its global switch is off. Android normally shows a status indicator when an app is actively using the camera or microphone; use that indicator and the Privacy Dashboard to investigate unexpected access.

5. Decide about Usage & diagnostics
Go to Settings > Google > More > Usage and diagnostics. Turn the setting off if you do not want to send Android usage and device-health telemetry. Google says essential services, including receiving a new Android version, continue when this option is disabled.
This switch is not a master privacy control. It does not govern information collected independently by installed apps, their analytics libraries or accounts you choose to use. Review app permissions and each app’s own privacy settings separately.
6. Apply the battery settings with the highest payoff
Reduce display cost
- Set a short Screen timeout so the display turns off when you put the phone down.
- Use lower brightness or Adaptive brightness when it suits your surroundings.
- Try Dark theme, particularly on an OLED display where dark pixels can use less power.
- Disable keyboard sounds and vibration if you do not need tactile feedback.
Find and restrict heavy users
Open Settings > Battery > Battery usage (the wording varies) and inspect the list after normal use. Restrict background activity for apps that consume a disproportionate share and that do not need immediate updates. Do not restrict a navigation, security, accessibility or messaging function before checking what you would lose.
Recommended Free Tools
Turn on Adaptive Battery
Adaptive Battery learns which apps you use and limits background work for apps you rarely open. It is a general-purpose setting: leave it enabled unless a particular app’s delayed sync is more important than the saved energy.
Remove unused accounts and apps
Delete accounts you no longer use and uninstall dormant apps. Accounts can trigger synchronization, and an installed app can wake periodically even when you never open it. Keep an app only when its storage, notification or offline function justifies that background activity.
7. Disable radios that a data-only phone does not need
If the device is intended for Wi‑Fi only, switch off the mobile network when Android exposes that control, and disable Bluetooth, NFC or hotspot features when they are not in use. This reduces scanning and prevents accidental connections. Leave a radio enabled when a needed accessory, wearable, payment feature or emergency function depends on it.

Turning off Location can save some power, but Google warns that features relying on location may stop working. Prefer app-level permission changes when you still need location for navigation or safety.
8. Schedule Battery Saver instead of leaving it permanently aggressive
Open Settings > Battery > Battery Saver and choose a schedule or a low-battery trigger. Battery Saver limits or turns off background activity and can delay visual effects, certain features, network connections and apps. Google also notes that it turns on Dark theme.
Use it before travel, during long reading sessions or when you cannot recharge. If immediate notifications, cloud synchronization or live navigation matter, set a less aggressive trigger or turn Battery Saver off temporarily. When a notification arrives late, check Battery Saver and the affected app’s background-battery setting before reinstalling the app.
9. Protect a limited cellular plan with Data Saver
Enable Settings > Network & internet > Data usage > Data saver when cellular data is scarce. Data Saver limits background data, so apps generally send and receive data only when you open them.
Add exceptions under Unrestricted data access only for apps that must deliver alerts or sync in the background. Messaging, authentication and safety apps may belong on this short list; social feeds and video apps usually do not. Google warns that Google Play can be affected without its exception, so allow Play Store unrestricted data if you expect app updates over cellular service.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Data Saver and Battery Saver solve different problems. Data Saver protects the allowance but can delay sync; Battery Saver protects charge but can delay processing and notifications. Using both at once gives the strongest limits and the greatest chance of delayed background activity.

10. Keep Android and apps current
Check Settings > System > Software update for Android updates, then update apps through the Play Store. Updates can fix security defects, battery-drain bugs and compatibility problems. If an update repeatedly fails on a data-only plan, connect to reliable Wi‑Fi or temporarily grant the Play Store unrestricted data access, then restore your normal restriction.
A practical privacy, battery and data decision matrix
| Your priority | Change first | What may be lost |
|---|---|---|
| Maximum sensor privacy | Deny unnecessary permissions; use approximate location; disable global camera and microphone access when idle. | Some navigation, scanning, calls or automation features. |
| Longest standby time | Short timeout, lower brightness, Adaptive Battery, high-use-app restrictions and scheduled Battery Saver. | Instant background sync and some visual effects. |
| Minimum cellular usage | Data Saver with narrowly selected unrestricted-data exceptions; disable mobile network when Wi‑Fi-only. | Timely alerts, automatic updates and cloud sync for restricted apps. |
| Reliable navigation and discovery | Keep Location Accuracy on, grant While using access and allow precise location only to the navigation app. | More location processing and potentially higher battery use. |
Troubleshooting after you tighten the settings
An app says it cannot access location
Open its permission page and choose While using the app. If accuracy is the issue, enable Use precise location for that app only. If the app needs background geofencing, decide whether that function justifies All the time.
Camera or microphone features fail everywhere
Check the global Camera access and Microphone access switches under Privacy controls. If they are on, inspect the app-specific permission and look for a hardware privacy key or a work-profile policy.
Notifications arrive late
Check Battery Saver, Adaptive Battery restrictions and Data Saver. Add the essential app to Unrestricted data access, permit its background battery activity and remove it from any manufacturer-specific “sleeping apps” list. Make the smallest exception that restores timely alerts.
The battery still drains quickly
Review Battery usage after a full day, identify the leading consumer and check for poor signal, constant hotspot use, high brightness or a stuck synchronization loop. Restrict or uninstall the responsible app, update the system, and test again before changing every setting at once.
Play Store updates do not download
With Data Saver enabled, grant Google Play unrestricted data access or use Wi‑Fi. After updating, remove the exception if you want strict cellular control.
Recommended end state
A well-tuned data-only Android phone gives ordinary apps While using or approximate location, denies unrelated sensor access, keeps camera and microphone switches available for deliberate device-wide blocks, and leaves Usage & diagnostics off if you do not want that telemetry. Adaptive Battery, sensible display settings, targeted background restrictions and a travel Battery Saver schedule protect charge. Data Saver protects cellular data, with exceptions limited to apps whose alerts or synchronization you genuinely need. Revisit the dashboard and Battery usage after installing major apps or system updates, because your phone’s behavior—and the menu labels—can change with the Android version and manufacturer.
