The most reliable combination is broad end-market demand, sustained ICT and R&D investment, rising productivity, diffusion beyond a few large firms, high-quality employment and internally funded cash generation.
What makes a tech recovery sustainable?
A cyclical rebound can lift shipments, revenue and valuations as customers replace depleted inventories. Sustainability is a higher bar: companies must keep winning orders from different customer groups, invest in capacity and innovation, convert that investment into more output per worker, and generate enough cash to finance the next stage without continually adding debt.

No official body publishes a single technology-sector sustainability index or a universal pass mark. The practical test is a dashboard of indicators that improve together and remain healthy through changing inventories, interest rates and trade conditions. A recovery that depends on one hyperscaler, one chip family or aggressive cost cutting is less durable than one that reaches software, communications equipment, industrial technology, consumer devices, suppliers and technology-enabled services.

1. Demand breadth and persistence
Look beyond the leaders
Start by mapping growth across end markets. Strong demand from hyperscalers and leading semiconductor vendors is useful evidence, but it is incomplete. Check enterprise software, communications equipment, industrial technology, consumer electronics and technology-enabled services as well. A broadening customer base indicates that businesses and households are spending because technology is useful, not merely because a small group is expanding its infrastructure.

Use several quarters of operating data
Track orders, revenue, backlog and customer additions for several quarters. A single quarter can reflect shipment timing, a product launch or customers rebuilding inventories. Durable demand normally shows up as healthier order intake followed by revenue, a backlog that is not cancelled, and continuing additions of paying customers. Compare growth rates with the same period a year earlier and with the immediately preceding quarter so that seasonality is visible.
Interpret semiconductors carefully
The OECD attributed part of the 2024 growth pickup to recovering global semiconductor demand after a period of overcapacity. That is evidence of a cycle turn, not proof that demand is permanently higher. Inventory normalization can create a sharp but temporary increase in wafer starts and chip shipments. Confirm a semiconductor recovery with orders from multiple end markets, improving capacity utilization and revenue that is not concentrated in one accelerator or memory product.
2. ICT, data-centre, network and R&D investment
Measure commitment, not just announced projects
Capital expenditure and research and development show whether firms are building future productive capacity. Examine ICT, data-centre and network spending relative to sales, cash flow and GDP, rather than relying on headline dollar totals from the largest companies. R&D intensity—R&D divided by revenue—is especially informative when it remains high while sales are growing.
Put the OECD investment figures in context
The OECD reported that its average investment rate declined from 23.0% of GDP in 2023 to 22.6% in 2024, while robust ICT spending supported investment and ICT investment rates had risen broadly since the pandemic. The small overall decline means technology spending was offsetting weakness elsewhere; it does not mean every technology segment was expanding. Check whether spending is directed to productive servers, networks, factory equipment and software, or to capacity that may remain underused.
Test the payoff from capacity
Investment becomes a sustainability signal only when it produces measurable output. Follow data-centre utilization, network traffic, software seats, manufacturing yields, revenue per unit of capacity and the time required to bring new facilities online. Rapid capacity growth accompanied by falling utilization, discounting or rising cancellation rates is a warning of renewed overcapacity.

3. Productivity and efficiency
Use labour productivity first
Labour productivity—output per hour worked—tests whether technology investment is raising economic capacity rather than merely increasing spending. Across OECD countries, total-economy labour productivity grew 1.2% in 2024, twice the 2023 rate, according to the OECD’s Compendium of Productivity Indicators 2026. The United States recorded 2.2% growth in 2024, while more than half of OECD countries remained below 1%. Those differences matter: a global recovery is more credible when gains spread beyond one unusually strong country.
Check multifactor productivity
Multifactor productivity (MFP) compares output with combined labour and capital inputs. It can reveal whether better processes, software, organization and know-how are improving efficiency after accounting for additional machines and workers. The OECD reported the strongest industry-level MFP growth in information and communication services and professional services in its 2024 data, even though aggregate MFP remained weak. A sustainable recovery should gradually improve MFP in suppliers, hardware manufacturing and technology-using industries, not only in digital services.
Allow for regional differences
EU labour-productivity growth was estimated at 0.2% in 2024 and 1.4% in 2025 in OECD figures. The rebound in 2025 is encouraging, but the estimate is preliminary and should be updated as national accounts are revised. Comparing countries without accounting for revisions, industry mix and hours worked can produce false conclusions.
4. Is digitalization—and AI—raising output?
Spending on cloud services, automation and AI is not itself a productivity gain. The IMF found that U.S. labour productivity returned to its pre-pandemic trend and that sectors with greater investment in digitalization achieved higher productivity growth on average. To determine whether current AI spending is durable, look for output per worker rising faster than labour and infrastructure costs, lower unit costs, shorter production or service cycles, and new revenue that customers renew.
Separate experimental spending from deployed systems. A pilot may increase engineering expense without affecting revenue for years. Evidence of a payoff includes higher throughput with the same headcount, fewer errors and support contacts, faster software release cycles, or a product that commands recurring fees. If infrastructure bills and depreciation rise while margins, utilization and customer retention do not, the boom may still be an investment phase rather than a sustainable productivity cycle.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
The OECD said that strong U.S. labour-productivity growth and MFP gains in selected services industries may provide early, tentative signals consistent with a productivity-enhancing role for AI. “Tentative” is important: economy-wide confirmation requires more years of data and diffusion into non-digital industries.

Count the industries improving
A recovery is sturdier when suppliers and customers participate. Track semiconductor equipment, component makers, contract manufacturers, enterprise software, telecom operators, industrial automation and technology-enabled professional services. Look for improving orders and margins among mid-sized firms, not only the largest platform companies.
Use manufacturing productivity as a breadth check
The U.S. Bureau of Labor Statistics reported that labour productivity rose in 39 of 80 covered four-digit manufacturing industries in 2025. That is meaningful evidence of diffusion, but it also shows that productivity gains were not universal: 41 covered industries did not record an increase. Review the specific industries relevant to a company or region before treating the aggregate as a sector-wide result.
Follow adopters, not just vendors
Technology vendors can report strong sales while their customers struggle to earn a return. Check whether banks, factories, logistics firms, hospitals and retailers using the technology are increasing output, reducing unit costs or creating new services. Broad adopter gains make vendor demand less dependent on promotional pricing or a few early adopters.
6. Employment quality and skills
Headcount alone cannot distinguish healthy expansion from temporary labour hoarding or a rebound from layoffs. Compare employment and hours with revenue and productivity. Sustainable growth tends to include stable jobs in engineering, operations, sales, maintenance and customer support, rather than only short-lived contractors or hiring tied to one construction project.

Examine wage growth alongside output per worker. Pay increases that reflect higher skills and output can support retention; pay rising while productivity and margins fall may pressure cash flow. Training is another leading indicator. Companies deploying new systems should show spending or time devoted to reskilling, internal mobility and safe adoption. A recovery that repeatedly cuts experienced staff and then pays to rebuild capability is less efficient than one that develops workers as technology changes.
7. Financial durability
Recurring revenue and retention
Separate contracted or subscription revenue from one-time hardware shipments. Monitor renewal rates, customer concentration, deferred revenue and backlog quality. A business with diversified customers and recurring contracts can withstand a weak quarter better than one dependent on a few purchases.
Cash-flow conversion
Compare operating cash flow and free cash flow with reported earnings. Durable growth usually converts a reasonable share of accounting profit into cash after capital expenditure. Persistent losses funded by new borrowing can keep revenue rising for a time, but they increase vulnerability to higher interest rates or a delayed project.
Balance-sheet resilience
Track net debt, interest coverage and debt maturities alongside valuation. A high share price can coexist with deteriorating finances. Conversely, a company investing heavily may temporarily show lower free cash flow; judge whether the spending has a credible path to utilization, revenue and margin improvement rather than applying a single-period rule.

How to build a practical sustainability dashboard
Use the same definitions and reporting periods for every company or sector you compare. A compact dashboard can combine leading indicators, realized outcomes and risk checks:
Best Value
| Dimension | Durable signal | Warning sign |
|---|---|---|
| Demand | Orders, backlog, revenue and customer additions rise across several end markets for multiple quarters. | Growth comes from one customer group, one product or inventory restocking. |
| Investment | ICT, data-centre, network and R&D intensity stays high and capacity utilization improves. | Capacity expands faster than utilization; projects are delayed or discounted. |
| Productivity | Labour productivity and, where available, MFP improve after accounting for hours and capital. | Output rises only because headcount, hours or equipment rise faster. |
| Digital payoff | AI and cloud systems increase output per worker, reduce unit costs or create renewing revenue. | Infrastructure expense rises without measurable customer or margin benefits. |
| Industry breadth | Suppliers, manufacturers and technology adopters show improving orders and efficiency. | Only a few dominant vendors report gains. |
| Employment | Stable productive roles, skill development and wages broadly consistent with output gains. | Temporary hiring, repeated layoffs or wage costs outpace productivity. |
| Finance | Recurring revenue, retention, free-cash-flow conversion and interest coverage remain healthy. | Persistent losses, customer concentration or rising leverage fund expansion. |
How to compare sectors or companies
Apply six questions to each candidate and record the evidence period:
- Demand breadth: Are orders and backlog distributed across customers, products and regions?
- Investment intensity: Are capex and R&D high relative to sales, and is new capacity being used?
- Productivity: Are labour and multifactor productivity improving, not merely revenue?
- Economic conversion: Do margins and free cash flow improve as revenue scales?
- Diversification: How concentrated are customers, geographies and suppliers?
- External sensitivity: How exposed is the business to semiconductor inventories, interest rates and trade restrictions?
This framework prevents a high-growth company from scoring well solely because its valuation or shipments are rising. It also distinguishes a capital-intensive investment phase from a mature recovery that is already generating cash.
Specific tests for a semiconductor recovery
For chips, combine leading and lagging measures. Monitor distributor and customer inventories, book-to-bill trends, wafer-fab utilization, lead times, pricing and orders from automotive, industrial, communications, consumer and data-centre buyers. Inventory drawdowns can lift orders before final demand improves, so verify that customers are selling finished products rather than simply rebuilding stock.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteCapacity utilization should improve without a rush that recreates excess supply. New fabrication capacity is more sustainable when supported by signed customer commitments, differentiated process technology and demand from several end markets. Export controls and trade restrictions can change the addressable market quickly; include those exposures in every comparison.
What cost cutting can—and cannot—tell you
Lower expenses can lift operating profit during a downturn, but cost cutting alone does not establish recovery. Compare revenue growth, customer retention and output per employee with the savings. If profit improves only because headcount, maintenance or R&D was cut, future capacity may be weaker. A healthier pattern is demand-led revenue growth combined with efficiency gains that preserve investment in products, infrastructure and skills.
How often should the indicators be checked?
Review company orders, backlog, utilization, cash flow and employment quarterly, while using national productivity and investment statistics as they are released and revised. Separate preliminary estimates from finalized data; the OECD’s 2025 productivity figures identified as preliminary should not be treated as immutable. Use a rolling view rather than reacting to one release, and note whether the same direction persists through at least several quarters.
Putting the evidence together
The strongest signal is convergence: broad demand continues, ICT and R&D investment remains productive, labour and multifactor productivity improve, gains diffuse through suppliers and adopters, employment quality holds up, and cash generation supports expansion. Semiconductor shipments, AI spending or a rising index can mark the beginning of a rebound, but they become evidence of sustainability only when these wider measures confirm one another over time.
