In Microsoft Entra, the complementary controls include role design, Privileged Identity Management (PIM), access reviews, entitlement management, and lifecycle automation. They cover different points in the access lifecycle; no single setting replaces the others.
Start with least privilege and explicit approval
Use least privilege as the baseline: give each user only the permissions needed for their current duties. Microsoft describes the principle as minimizing unnecessary permissions while still allowing people to do their work (Microsoft: Least privileged access).

Prefer a default-deny approach for access that has not been justified: a user should receive a role, group membership, or application assignment only when there is a defined business need and an appropriate approval. Where built-in roles grant too much or too little, Microsoft’s role guidance recommends considering custom roles that better match responsibilities (Microsoft: Best practices for Microsoft Entra roles).
Make privileged access temporary rather than standing
Administrative access carries greater risk than ordinary user access. Where feasible, configure privileged roles as eligible assignments that users activate only when needed, instead of leaving them permanently active. PIM supports time-limited activation and can require approval, multifactor authentication (MFA), a justification, and stakeholder notifications. Review privileged role assignments as well as everyday access (Microsoft: Configure Microsoft Entra PIM; Microsoft: PIM deployment plan).
#1 Best Overall
Set activation requirements according to risk: approval and MFA can add meaningful checks, but also add friction and operational work. Ensure the activation window is no longer than the task requires, and decide who can approve requests and how urgent access will be handled. PIM controls privileged-role activation; it does not replace reviews of general application, group, or guest access.
Review ongoing access and ensure decisions lead to removal
People change teams and leave organizations, so access that was once appropriate can become stale. Microsoft warns that “Excessive access rights can lead to compromises” and frames access reviews as a way to check whether old access should be removed as people move roles or depart (Microsoft: Access reviews overview).
Rank #2
Choose review scope and ownership deliberately. Depending on the environment, reviews can cover group membership, application assignments, privileged roles, access-package assignments, and guest access. Assign reviewers who can judge whether the person still needs the access, such as a manager or resource owner, rather than relying on an approver who cannot assess business need.

Microsoft documents weekly, monthly, quarterly, and annual cadence options; these are choices, not a universal recommendation for every resource. Higher-risk access may warrant more frequent checks. Configure the review outcome so a denial—or an approval that expires—results in access being removed, and establish an owner to follow up on exceptions or incomplete reviews (Microsoft: Access reviews overview; Microsoft: Deploy access reviews).
Rank #3
Govern requests, expiration, and incompatible access
For access that users need to request, entitlement management can group related resources into access packages and apply request and approval workflows. Configure expiration for temporary assignments so that access does not persist indefinitely by default. Use separation-of-duties checks to prevent a person from receiving combinations of access that conflict with policy (Microsoft: Entitlement management overview; Microsoft: Create and manage access packages).
These workflows are particularly useful when access spans multiple resources or must be granted for a defined period. A package approval should still be grounded in business need, and package assignments should be included in reviews where continued access needs recertification.
Rank #4
Automate changes when identity data is dependable
Lifecycle automation can update or remove group and package access as relevant identity attributes change, and can support joiner, mover, and leaver processes. Microsoft Entra lifecycle workflows and provisioning provide mechanisms for these changes (Microsoft: Lifecycle workflows overview).
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsAutomation is only as reliable as its source data and rules. Confirm that attributes such as department, manager, employment status, and role are maintained accurately, and test how changes affect access before relying on them for removal. Keep an exception path for legitimate cases where access must continue after a normal role or status change.

Match each control to the access problem
| Control | What it limits or checks | Key configuration decision |
|---|---|---|
| Least privilege and role design | Unnecessary permissions at initial assignment | Which duties justify each role, and whether a built-in or custom role fits |
| PIM | Standing privileged access | Who can activate, for how long, and whether approval, MFA, justification, and notifications are required |
| Access reviews | Access that is no longer needed | Which assignments are reviewed, who can judge need, the cadence, and what happens after denial or expiry |
| Entitlement management | Uncontrolled requests or indefinite assignments | Package scope, request and approval flow, expiration, and separation-of-duties rules |
| Lifecycle automation | Access not updated after identity changes | Which trusted attributes trigger changes or removal, and how exceptions are handled |
These controls are complementary: role design limits what is granted, PIM constrains privileged activation, entitlement workflows govern requests, reviews re-check continued need, and lifecycle automation responds to identity changes. Conditional Access can make context-based access decisions, but it serves a different purpose from recertifying whether a user still needs an entitlement (Microsoft: Best practices for Microsoft Entra roles).
Plan for operations, evidence, and licensing
- Assign owners: Name the people responsible for role definitions, approvals, recurring reviews, and exceptions.
- Define removal behavior: Decide whether a rejected or expired assignment is removed automatically and how failed or incomplete actions are escalated.
- Retain audit evidence: Ensure administrators can determine who requested, approved, reviewed, activated, or removed access and when.
- Check licensing and availability: Requirements vary among PIM, access reviews, and entitlement-management capabilities. Confirm current licensing and feature availability for the deployment before designing workflows (Microsoft: Microsoft Entra ID Governance licensing fundamentals).
Microsoft documentation provides product-specific examples, not a guarantee that every identity platform offers the same controls. Verify current capabilities and licensing for the product, edition, and region in use.
