There is no single best European password manager for everyone. Proton Pass is a candidate for privacy-focused personal use, KeePassXC for a locally stored vault, Passbolt for teams that want sharing and self-hosting, and Uniqkey for business use. These are use-case distinctions, not results of a verified September 2026 hands-on test: no test protocol or results are established here.
What counts as a European password manager?
“European” can refer to several different things: the provider’s headquarters, the laws that apply to its business, where vault data is hosted, or whether encryption prevents the provider from reading your vault. These are not interchangeable. GDPR compliance alone does not establish a European headquarters or European data residency.

Proton’s vendor-authored overview describes Proton Pass as based in Geneva, Switzerland; Passbolt in Luxembourg; KeePassXC in Germany; Bitdefender SecurePass in Romania; heylogin in Germany; Hypervault in Belgium; and NordPass in Lithuania. These are vendor descriptions, not confirmation of each provider’s current legal structure or data-storage locations. Check the provider’s current legal and hosting documentation if either is a deciding factor. Proton’s overview of European password managers

Bitwarden illustrates why the distinction matters: its documentation says it is GDPR compliant and uses applicable transfer mechanisms such as EU Standard Contractual Clauses or the EU–U.S. Data Privacy Framework, while EuropeanStack describes it as US-headquartered and excludes it from its Europe-only list. Compliance does not prove European ownership or hosting. Bitwarden’s compliance and audit information EuropeanStack’s comparison

Which option fits each use case?
| Option | Best fit | Model and trade-off |
|---|---|---|
| Proton Pass | Privacy-focused personal use | Managed service described by Proton as end-to-end encrypted, open source, and available across desktop, mobile, web, and CLI. Proton also lists email aliases, secure sharing, TOTP, and weak-password alerts. These are vendor feature descriptions, not comparative test results. |
| KeePassXC | People who want local/offline control | Open-source local vault software with no cloud storage in Proton’s description. Users arrange synchronization themselves, such as through a local network or encrypted files; that provides control but adds setup and maintenance. |
| Passbolt | Teams needing shared credentials and administration | Open-source team-oriented software, described as available self-hosted or cloud-managed, with sharing and administrative controls. Self-hosting gives the organization operational responsibility; a managed service avoids running the infrastructure. |
| Uniqkey | Business use | EuropeanStack characterizes it as business-only and its leading European business choice under that publisher’s scoring. That is EuropeanStack’s evaluation, not a result of testing for this article. |

What should you verify before choosing?
Data location and provider access
Ask where the service stores vault data, whether you can choose a region, and what information remains visible to the provider. End-to-end encryption can limit provider access to vault contents, but it does not by itself establish where encrypted data is stored or which jurisdiction applies to the company.

Audit scope and date
An audit is evidence about particular components and a particular point in time, not a guarantee of zero vulnerabilities. Proton says Cure53 assessed its mobile apps, browser extensions, and API during May and June. Proton reports a moderate number of findings, most limited in severity, and says all but one medium-severity Android issue were resolved; the remaining issue could not then be resolved because of a platform limitation. Read Proton’s audit write-up and the linked report for the exact dates and scope before treating this as the latest assessment.

Sync, sharing, and recovery
- For a local vault, establish how devices will sync and how you will maintain secure backups before relying on it across devices.
- For a team vault, confirm how sharing, user administration, and recovery work, and decide who will operate the service if it is self-hosted.
- For a managed service, check supported devices, account recovery options, sharing controls, and the current plan limits directly with the provider.
Price and plan restrictions
Prices, promotions, and plan limits vary by market and can change. Compare the providers’ current checkout or pricing pages for your country and intended use—individual, family, or business—rather than relying on an older quoted price. No current prices or plan limits are established here.

Proton’s overview lists NordPass as Lithuania-based and describes it as closed source, GDPR-compliant, and available on desktop, mobile, and web. It also describes the free tier as limited to one account on one device. Quick Recap
How to make a practical shortlist
- Decide what “European” means for you. Write down whether you require a European-headquartered provider, a specific legal jurisdiction, European data hosting, or some combination.
- Choose your operating model. Pick local software if you want to manage storage and sync, self-hosting if your team can operate infrastructure, or a managed service if you prefer the provider to run it.
- Check security evidence. Look for the audit firm, date, examined components, findings, and remediation status—not just a claim that a product is audited or secure.
- Confirm practical fit. Verify device support, sharing, recovery, administration, and current plan restrictions for your household or organization.
- Review primary documentation before subscribing or migrating. Legal entities, hosting choices, features, and prices can change; vendor overview pages are useful starting points, not substitutes for current terms and technical documentation.
