There is no documented, independent winner for every contractor. For subcontractor payment readiness and automated lien-waiver exchange, Procore Pay’s published workflow is the more direct fit. For vendor-document checks that can warn or block an AP bill payment, Sage Intacct Construction documents the relevant controls. Choose by the compliance rules you need to enforce, how waivers must be handled, your existing systems, and whether the product is available and configured for your region.
What subcontractor compliance means in construction AP
Subcontractor compliance is broader than collecting a certificate before paying an invoice. Sage describes compliance documents that can include insurance, certified reports, lien waivers, permits, licenses, and other records. Depending on the product and configuration, requirements may be tracked against a vendor, a primary document or commitment, or an invoice. Those distinctions determine what a warning or payment hold actually catches.

For a useful comparison, ask whether the software:
- Tracks the specific documents and expiration dates your organization requires.
- Checks those records at invoice entry, approval, or payment—and whether missing or expired items warn, block, or are ignored.
- Supports the waiver types and exchange steps your projects use.
- Shows subcontractors what remains outstanding and gives your team a clear payment-readiness view.
- Fits your accounting and project systems, regional requirements, subscription setup, and permissions.
How the documented options compare
| Product | Documented compliance approach | Payment control | Waiver workflow | Important qualification |
|---|---|---|---|---|
| Procore Pay | Customized payment requirements and subcontractor invoice payment readiness. | Approval chains and readiness workflows are described; the cited materials do not establish a comparable vendor-document block setting. | Automated waiver exchange, templates, digital signatures, and approval routing. | Procore says Pay extends Invoice Management and Project Financials. Verify the needed integration and feature availability for your account. |
| Sage Intacct Construction | Vendor compliance checks for insurance and miscellaneous items such as licenses; lien-waiver records can be associated with AP purchase invoices or commitment payments. | Administrators can configure missing or expired documents to block payment, warn, or be ignored. | Generate, print or email waivers, record receipt, attach documents, and track details. | Vendor Compliance is included with Construction but must be enabled, and Purchasing permissions must be assigned. Sage lists Construction support in Australia, Canada, the UK, and the US. |
| Sage 300 Construction and Real Estate | Historical version 12.1 release notes describe AP tracking for insurance, lien waivers, certified reports, licenses, permits, and test results. | The same historical materials describe warnings and an option to block payment. | A Sage supplement describes waiver types and related documents. | These are historical version materials, not confirmation of current version support or availability. |
When Procore Pay is the better fit
Procore Pay is the more natural candidate when the central problem is getting subcontractor invoices ready to pay: communicating payment requirements, showing readiness, routing approvals, and exchanging lien waivers. Procore describes customized requirements, payment-readiness visibility, waiver templates, digital signatures, and approval chains on its Procore Pay page.
Procore says Pay extends Invoice Management and Project Financials. Its page advertises more than 500 integrations and names Sage, QuickBooks Connector, and Viewpoint among those shown. That broad count does not establish that a particular integration moves the fields or records your process depends on; confirm the exact integration and data flow before deciding.
#1 Best Overall
Procore’s support updates report subcontractor payment-readiness email notifications and a Requirements filter dated June 16, 2026, and lien-waiver enhancements dated July 21, 2026. Treat those as dated updates, not a guarantee that every account or plan has the same functionality. Check the current Procore invoicing release notes for your account.
When Sage Intacct Construction is the better fit
Sage Intacct Construction is the stronger documented match when AP staff need vendor compliance validation at the point of paying bills and want the option to warn or stop payment for missing or expired documents. Sage says its Vendor Compliance subscription is included with Construction but must be enabled separately; Purchasing permissions also need to be assigned. Review Sage’s vendor compliance setup guidance before assuming the control is active.

- Keep a copy of every invoice: this 2-part carbonless invoice pad copies what you write onto the sheet below as you write it, so your customer takes the white top form and you keep the yellow duplicate
- Half letter size, 5.5 x 8.5 inches: small enough for a register drawer, tote, or booth box, printed on thick paper stock, 40% thicker than standard carbon copy forms, so it stands up to ballpoint pen without bleeding through
- Fifty sets on a chipboard back: 50 carbonless sets edge glued onto a stiff chipboard backing, so each set tears away cleanly and the pad stays flat while you fill it in
- Blank space for your own brand: an open area at the bottom left takes your stamp, label, or handwritten note, and the undated generic fields suit any product, service, or rate you bill for
- Made in USA, simple to use: assembled and printed in the United States, 100 pages across 50 duplicate sets, and it works as a receipt book, billing invoice book, sales order book, or carbonless order form for small business
For waivers, Sage documents compliance records associated with AP purchase invoices or AP payments for commitments. With the workflow configured, users can generate waivers, print or email them, mark them received, attach documents, and track details. Sage’s lien waiver overview says Construction feature support is limited to Australia, Canada, the United Kingdom, and the United States. Confirm eligibility and configuration for your organization.

A “lien waiver” feature is not enough to determine fit. Compare the exact waiver types, the event that makes each effective, how signatures are collected, and whether the record is connected to an invoice or payment.
Rank #3
Procore’s administrator guide describes four template types: Progress Conditional, Progress Unconditional, Final Conditional, and Final Unconditional. It characterizes conditional waivers as effective when signed and unconditional waivers as effective when payment is received. These are product workflow descriptions, not jurisdiction-specific legal advice; have counsel confirm the appropriate forms and timing for each project location. See the Procore lien waiver settings guide.
Sage documents waiver records attached to AP purchase invoices or commitment payments, together with sending, receiving, attaching, and tracking steps. Compare that record linkage with how your team approves and reconciles payments; do not assume similar labels mean the products enforce identical processes.

What about Sage 300 Construction and Real Estate?
Sage’s version 12.1 release notes describe AP subcontractor compliance controls for insurance, lien waivers, certified reports, licenses, permits, and test results, including warnings and payment blocks. A separate Sage supplement discusses insurance policy details, waiver types, licenses, and completed W-9 forms. These establish what those historical materials documented, not what is supported in a current release. Check current version, support, and availability directly before including Sage 300 in a shortlist. Sources: Sage 300 version 12.1 release notes and Sage 300 compliance supplement.
A practical shortlist process
- Write down your actual requirements. List documents, expiration rules, waiver types, and the point in the workflow when each must be checked.
- Define the consequence of a missing item. Decide which gaps should block payment, generate a warning, or be handled outside the system.
- Map records to work. Identify whether each requirement belongs to the vendor, a commitment or primary document, or an individual invoice, and whether the waiver must attach to the invoice or payment.
- Walk through a real payment scenario. Ask each vendor to demonstrate a compliant invoice, an expired document, a conditional waiver, and the process for recording receipt and payment.
- Verify prerequisites and fit. Confirm regional availability, subscriptions, permissions, current features, integration data flow, and how much configuration your workflow requires.
The cited official sources document product workflows, but they do not provide an independent comparative score for usability, cost, satisfaction, or implementation time. Procore’s page includes customer testimonial material, which is not an independently measured result. Its separate owner-invoicing page reports that 73% of responding Procore customers agreed Procore improved their ability to track and manage project costs; that is a vendor-published 2022 customer survey statistic, not a general-market finding. Neither should substitute for a workflow demonstration against your requirements. See Procore’s owner invoicing page.
