When U.S. Embassies Stopped Reporting Air Quality, Pollution Rose

The State Department halted public transmission of embassy air-quality readings in March 2025. A 2026 study found satellite-derived pollution measures rose across 46 affected cities, while cautioning that the figures are not direct ground-level PM2.5 readings.

When the U.S. State Department stopped publicly transmitting air-quality readings from embassies and consulates on March 4, 2025, pollution measures around 46 affected cities rose, a 2026 study found. The study’s main result is a 24–33% increase in a satellite-derived pollution measure—not a uniform increase in ground-level PM2.5 readings. The distinction matters: the reporting channel went quiet, but diplomatic posts were reportedly told to keep their monitors running.

What stopped in March 2025—and what did not

The State Department said its Air Quality Monitoring Program could no longer transmit readings from U.S. embassies and consulates because of budget constraints. The department’s announcement, reported by The Washington Post on March 4, 2025, concerned public transmission of the data. The Associated Press reported the next day that diplomatic posts had been told to continue operating the monitors.

That means the documented change was the loss of a public data feed, not confirmation that every instrument was removed or switched off. The reviewed reporting does not establish whether all monitors continued operating afterward or whether public transmission has since resumed, so their current status should not be assumed.

The program grew out of the U.S. Embassy in Beijing’s decision to install a rooftop monitor in 2008 and share frequent PM2.5 readings. By 2020, monitors had been installed at U.S. diplomatic facilities in 50 cities across 36 countries, according to a 2022 study by Jha and La Nauze. Contemporary reporting described the program as covering more than 80 embassy and consular sites when transmission stopped in 2025. Those figures refer to different dates and different counts; they are not contradictory estimates of the same moment.

Did pollution rise after embassy air monitoring ended?

A study by Zoey Yiyuan Zhou, Fanyu Wang, Allen H. Huang, and Douglas Almond, published online in Proceedings of the National Academy of Sciences on September 14, 2026, compared 46 cities where reporting stopped with matched comparison cities in the same countries. The authors found that local pollution measures rose promptly after the halt. They report a 24–33% increase in the study’s satellite-derived measure, with no systematic rise in the affected cities before reporting stopped.

The Washington Post’s September 15, 2026, account of the study says the satellite measure around affected cities was about 33% higher by September 2025. It had declined from that peak by November 2025 but remained about 24% above its pre-shutdown level.

What the percentages measure

The study’s core measure is aerosol optical depth (AOD), a satellite estimate of particles in the atmosphere. AOD is correlated with surface PM2.5, but it is not itself a ground-level PM2.5 reading. The authors calibrated the satellite signal using embassy PM2.5 readings collected before the shutdown. Their preferred conservative translation was an increase of about 1.9 micrograms per cubic meter (µg/m³) in PM2.5-equivalent terms; alternative calibration approaches produced estimates ranging from 1.5 to 16.3 µg/m³.

Those concentration figures are translations of the satellite signal, not direct post-shutdown measurements from a ground monitor in every city. The broad 24–33% result and the calibration-based PM2.5-equivalent estimates answer related but different questions, and the latter vary substantially with the calibration approach.

Where the changes appeared largest

The Washington Post’s account reports larger regional averages in Southeast Asia, sub-Saharan Africa, and South Asia, as well as the strongest and most persistent effects in places with poor domestic substitutes for U.S. reporting. The study had few sites in each region and was not designed to establish a definitive effect for each country or city.

How strong is the evidence that losing the data mattered?

The authors used a matched difference-in-differences design: they compared changes over time in the 46 affected cities with changes in matched cities in the same countries. The absence of systematic pre-shutdown trends and the timing of the post-shutdown increase support the inference that the loss of embassy reporting mattered.

That design does not prove the halt alone caused every local increase. Pollution can change with other local conditions, and a comparison across cities cannot rule out every alternative explanation. Satellite estimates also do not provide the same kind of neighborhood-level, ground-based reading as an instrument on the street. The findings are evidence of a broad pattern after reporting stopped, not a precise causal diagnosis for every location.

What earlier research says about the value of the monitors

The shutdown study examines what happened after public reporting stopped. A separate 2022 study by Jha and La Nauze examined what happened after embassy monitors were introduced, using a sample of 466 cities in 136 non-OECD countries, including 50 cities in 36 countries that had received monitors by 2020.

Study Change examined Reported result Important qualification
Zhou, Wang, Huang, and Almond, PNAS, 2026 Reporting stopped in March 2025; 46 affected cities were compared with matched same-country cities. Satellite-derived local pollution measures rose 24–33%. The preferred conservative translation was about 1.9 µg/m³ PM2.5-equivalent; alternative calibrations ranged from 1.5 to 16.3 µg/m³. The percentage is a satellite-derived measure, while the PM2.5-equivalent figures are calibration-based; the analysis does not isolate every city-specific cause.
Jha and La Nauze, PNAS, 2022 Monitor installation across a multi-country sample of cities. The authors estimated reductions in fine particulate concentrations of 2–4 µg/m³ and increases in Google searches for “air quality” and related terms. For the median city in 2019, they estimated $127 million in annual monetized mortality benefits. These are estimates from the earlier observational study. The mortality figure is a model-based estimate, not cash saved, and is not a finding of the shutdown study.

Jha and La Nauze proposed that embassy readings can make pollution more visible where local public monitoring is sparse, draw public attention to air quality, and give residents, researchers, or policymakers independent evidence for assessing local claims. Their study did not determine which pathway explains the response in each city. The 2026 authors likewise said they did not perform a full cost-benefit analysis of the embassy program.

What to check when official PM2.5 data is missing

No single substitute provides all the same information as a public ground-monitoring network. Check the measurement type and location before treating a number as representative of your neighborhood.

Source What it can tell you What to keep in mind
Embassy reading A ground-level reading from a diplomatic-site monitor, potentially useful where other public data is limited. It represents the monitor’s location, not necessarily every neighborhood in a city; public access depends on the data being shared.
Government monitoring station A reading from a public or regulatory monitoring network, when the relevant station and data are available. Coverage varies by place, and a station’s reading may not reflect conditions at a distance.
Satellite estimate A broader view of atmospheric particles that can help identify patterns across areas. AOD is not a direct surface PM2.5 reading; the 2026 study calibrated it against pre-shutdown embassy readings.
Household or community sensor A local PM2.5 reading near the device; networks such as AirGradient allow household and community users to share readings. A personal sensor is not a replacement for a diplomatic or regulatory network and may not represent citywide conditions.

When comparing readings, note whether the value is PM2.5 measured at the surface or a satellite-derived estimate, when it was recorded, and how close the monitor is to the place you care about. A network’s coverage and public access matter as much as the number it reports.
