Call 911 when someone needs immediate help from police, fire, or emergency medical services. Use the local police non-emergency number for a matter that needs police attention but does not require an immediate response, such as a past theft when the suspect is gone or a noise complaint. If you are unsure whether there is an immediate threat, call 911, explain what is happening, and follow the call-taker’s directions.
How to decide which number to call
The National 911 Program defines an emergency as “any situation that requires immediate assistance from the police, fire department or ambulance.” The key question is whether immediate help is needed—not simply whether the issue is upsetting or important. National 911 Program guidance gives the general rule; local agencies set their own examples, call priorities, and reporting options.

| Someone is in immediate danger or needs urgent medical help. | The incident has ended and no one appears to be in immediate danger. |
| A crime is happening now, or the suspect is still there or has just left. | Theft, vandalism, or fraud discovered later, with no suspect on scene. |
| There is a fire, serious crash, injury, or current threat to property. | A noise complaint or another matter that does not need an immediate response. |
These are practical guides, not guarantees about how a dispatcher will classify a call or how quickly officers will arrive. Describe the situation accurately and let the call-taker determine the appropriate response.
Examples: when to call 911
- Immediate danger: Someone is being threatened, attacked, or is otherwise at risk right now.
- Crime in progress: A suspect is present, or the incident has just occurred and police may need to respond immediately. San Diego’s local guidance, for example, uses a crime in progress or one occurring within the last 5–10 minutes as a 911 prompt; that time window is a local rule of thumb, not a nationwide standard.
- Medical crisis or serious injury: A person needs urgent medical help.
- Fire or an immediate threat to property: Call when a fire or other active danger needs an urgent response.
If the facts are unclear but someone may be in immediate danger, call 911 and explain what you know rather than delaying to decide which category fits.

Examples: when to use the police non-emergency number
- Past theft or vehicle burglary: The suspect is gone and there is no immediate danger.
- Vandalism or fraud discovered later: No suspect is present and no urgent response is needed.
- Noise complaints or ongoing non-urgent issues: Contact the local police non-emergency line or use the reporting method your agency specifies.
- Property-damage crash: If no one is injured and the vehicles are not blocking the roadway, some agencies classify it as non-emergency; check local instructions.
These examples reflect local guidance from Knoxville Police Department and San Diego Police, not a single exhaustive national list. Portland also explains that calls receive different priorities, from violent events and active crimes to welfare checks and reports about past incidents; emergency calls take priority, and response times vary. See the Portland Police Bureau’s call-priority guidance.

Be ready to give the location of the emergency, a phone number where you can be reached, and what is happening. Useful details can include a person’s description, fire conditions, or injuries and symptoms. Answer questions and follow instructions; the questions help route the response and do not mean help has not been started. Do not hang up until the call-taker tells you to. These recommendations come from the National 911 Program.
If you call 911 by accident
Stay on the line and tell the call-taker there is no emergency. The federal 911 FAQ explains that hanging up can make officials believe an emergency exists and prompt a response.
Texting 911 and getting help in another place
Text-to-911
Call 911 if you can; text if a voice call is not possible. Text-to-911 availability varies by location. If the local center cannot receive your text, you should get a delivery-failure message. Do not assume a text reached dispatch unless it is confirmed. Check the National 911 Program’s FAQ for general guidance and local agency information for availability.
Help for someone in another jurisdiction
911 generally cannot be transferred to another town, city, or state. To request help where you are not physically located, find that community’s 10-digit law-enforcement number on its official agency website and call it. Do not call 911 simply to ask for a non-emergency number.
Find your local non-emergency number
Look on the official website of the police department or sheriff’s office that serves the relevant location. Follow its instructions: the agency may direct you to call, submit an online report, or use another local option. Numbers and procedures differ by jurisdiction, so do not assume one city’s guidance applies everywhere in the United States.
