An AI agent should ask a person when it cannot safely resolve an important gap itself, or when the right next step depends on the user’s intent, preference, or authority. It should not interrupt over every uncertainty: investigate what it can, answer well-supported questions directly, and ask a focused question when proceeding would risk doing the wrong thing.
Why asking at the right time matters
An AI agent differs from a chatbot because it can direct its own process and tool use. Anthropic describes an agent as operating in a self-directed loop: it plans, acts, observes the result, adjusts, and repeats until the task is done or it needs human input. That ability to act makes judgment about when to pause part of the agent’s usefulness, not an optional courtesy. Anthropic explains the distinction in “Trustworthy agents in practice.”

There are two ways to get this wrong. An agent that asks at every possible uncertainty burdens the user and gives up useful autonomy; one that always pushes ahead can misunderstand what the user intended. Anthropic states that tension directly in the same article. The goal is selective help-seeking: let the agent handle investigable gaps, but bring the human in when their input is what resolves the decision.

Can the agent resolve the gap safely?
If relevant information is available through an authorized source or tool, the agent should investigate before interrupting. A missing fact that can be checked is different from a question about what the user wants. Anthropic distinguishes researchable gaps from intent and preference questions that require the user.

Would the unresolved detail change the action?
If the answer could alter the goal, a consequential choice, or whether the agent has authority to proceed, ask a concise question. If it would not change the appropriate action, the agent can continue within its allowed scope and disclose a material assumption where useful. That last step is a practical design synthesis, not a quoted rule from the source.

Would proceeding exceed scope or outrun the evidence?
Pause when the request is outside the agent’s remit or the available information is missing, stale, ambiguous, conflicting, or incomplete enough that acting would be unreliable. These are useful conditions to test explicitly rather than relying on a keyword trigger that sends ordinary requests to a human.

Can the agent answer directly?
When a request is within scope and supported by strong evidence, the right response is a direct answer—not an unnecessary warning that a human might need to take over. Microsoft’s AI Agent Evaluation Scenario Library says: “For questions at the center of the agent’s scope, the agent should provide a direct, complete answer without mentioning human agents, escalation, or handoff.” See Microsoft’s scenario guidance.

Is the question specific and actionable?
If the agent must ask, it should name the blocker and request only the information needed to move forward. “What should I do?” transfers vague uncertainty to the user; a focused question identifies the decision the user needs to make. The distinction matters because evaluation research describes broad, imprecise escalation as a failure mode.
Selective checks versus frequent human review
Neither full autonomy nor constant review is the right default for every task. The balance depends on how costly an interruption is, how harmful a mistaken interpretation could be, and whether the agent can resolve edge cases with available evidence.

The sources support this balancing problem, but do not establish a universal numerical threshold for when an agent should ask. A cutoff suitable for one task or domain should not be treated as a general rule for all agents.

How to test whether an agent asks well
Evaluate correct escalation and correct non-escalation together. A system that asks whenever it encounters uncertainty may appear cautious while still failing at its job; a system that rarely asks may be overlooking consequential ambiguity.
- Routine, in-scope requests: Confirm the agent gives a direct, complete answer when it has adequate grounding, without unnecessary handoff language.
- Information gaps: Test missing, stale, ambiguous, conflicting, and partial information to see whether the agent spots what it cannot establish.
- Questions requiring the user: Check whether it asks when a preference, intent, or authority decision is essential to choosing the next action.
- Question quality: Score whether the escalation identifies the actual blocker and asks for specific, useful input—not merely whether the agent asked.
Microsoft’s scenario guidance recommends exercising multiple uncertainty triggers and evaluation methods. The HiL-Bench paper proposes Ask-F1, a measure combining question precision and blocker recall: in practical terms, evaluation should reward asking about real blockers while penalizing unnecessary or poorly targeted questions. Its reported benchmark and training findings concern SWE and text-to-SQL settings and simulation-based training; they do not establish production gains across agents generally. Help-seeking needs safeguards around it
An agent’s decision to ask is only one part of safe operation. Human approval flows and access restrictions can limit what the system may do, while the agent’s uncertainty handling helps surface cases it should not settle alone. Anthropic’s account of agent autonomy emphasizes that practical autonomy is shaped by the model, the user, and the product together—not by model behavior in isolation.
