Buy a mature product for a common need when its integrations, terms, and controls fit. Build or adapt when existing options cannot meet a distinctive requirement and your team can operate the result. Consider open-weight models when deployment control matters enough to justify the added infrastructure and maintenance. First test whether AI beats a non-AI solution on the task that matters.
Should we build our own AI or buy a solution?
Choose separately for each use case rather than making one company-wide choice. “Build” can mean anything from connecting an existing model to company data to training a new model; those are very different investments. “Open-source AI” is also not one deployment route: downloadable weights may be adapted and hosted by your team, or accessed through a third-party service.

The UK Government’s AI procurement guidance recommends considering whether a need is unique, whether commercial products are mature, how the solution will integrate, and whether the team can build and operate an in-house system. These are useful decision criteria beyond UK public procurement, but businesses elsewhere should apply their own procurement rules and contracts. | Option | Consider it when | What you must evaluate and own |
|---|---|---|
| Buy a finished AI application | A mature product meets a common need, and its terms, controls, and integrations are acceptable. | Vendor privacy and contract terms; what users may enter; integration into the full service; output review; responsibility allocation; and the cost of customization. |
| Use a commercial model API or managed service | You need model capability inside your own product or workflow and want the provider to manage some operations. | What data is sent and retained; controls for prompts and outputs; model or service changes; evaluation and monitoring; provider dependence; and total cost at expected workload. |
| Adapt a pre-trained or open-weight model | Domain fit, modification, or deployment control is important enough to justify adaptation, and your team can evaluate and operate it. | The exact model and dataset licenses; task-specific performance; hosting and inference costs; security updates; specialist skills; and responsibilities across providers and integrators. |
| Build a new model or substantial custom system | Existing products and models fail genuinely distinctive requirements, and the expected value justifies sustained investment. | Data rights and quality; research and engineering capability; training and compute; evaluation and governance; and production maintenance. A new model is not automatically necessary: retrieval or adapting an existing model may suffice. |
| Do not use AI for this task | A conventional workflow, rules, or non-AI software meets the need more safely or economically, or a proof of concept fails. | Compare against a non-AI baseline, including the cost of errors, review, and operational complexity. |
When does it make sense to build or adapt?
Build or adapt when the requirement is materially different from what mature products or existing models can handle, and the benefit is large enough to pay for continuing ownership. A specialized workflow, strict deployment constraints, or a need to modify a model may support that case, but none by itself proves that custom development is worthwhile.

Distinguish the levels of work before estimating effort:
- Connect an existing model to a workflow or company information. This can involve data preparation, retrieval, application code, integration, and output checks without training a model from scratch.
- Adapt a pre-trained model. This adds model-specific evaluation, licensing checks, deployment decisions, and a maintenance plan.
- Train a new model. This requires suitable data rights and quality, research and engineering capacity, compute, testing, governance, and ongoing production support.
Having people who can create a model is not enough. The team also needs to secure, update, test, monitor, and maintain the deployed system, and to respond when it fails. If that operational capability is missing, a build decision may simply transfer risk to a team that cannot manage it.
When should a business use an open-weight or privately hosted model?
Consider private hosting when keeping data inside an environment your organization controls is an important requirement and you can take responsibility for the additional work. Open weights can give an organization more control over deployment and modification, but do not provide that control automatically: a third-party hosted endpoint still involves that provider and its data handling.

The UK Government’s AI Playbook distinguishes public applications, APIs, privately or managed-hosted models, local execution, and model training. It says private hosting can keep data in an environment the organization owns, while making the organization responsible for security and updates, infrastructure, and specialist machine-learning operations. It also cautions that models runnable locally may not match the scale of public services and are not recommended for most production services. Those observations are guidance, not a universal assessment of every current model or workload. See the UK Government AI Playbook.
Neither “open” nor “closed” establishes whether a system is secure. Assess the actual model, released components, data, deployment, threat model, and maintenance practices. Check the license and terms for the exact model version; downloadable weights alone do not establish that every part of a system is open source.
Is it cheaper to run an AI model ourselves?
There is no general break-even volume or universal cheapest option established here. Compare the cost of a successful outcome, not just an application subscription, API charge, or inference price. For an internal framing—not an independent benchmark—OpenAI wrote that “The right measure is the cost of a successful outcome, including the time, retries, oversight, and errors required to get there.” Its July 31, 2026 article also reports internal engineering results of a 20 percent reduction in end-to-end serving costs and an increase of more than 15 percent in token-generation efficiency. Those company-reported results describe OpenAI’s own work; they do not establish savings or a build-versus-buy threshold for another business. Read OpenAI’s account of its serving-cost work.

For your own comparison, include the costs that differ by option:
- Product, API, hosting, compute, and storage charges at forecast usage.
- Data preparation, engineering, integration, and customization.
- Security, evaluation, monitoring, incident response, and model upgrades.
- Retries, staff review, correction of errors, and the cost of failed outcomes.
- Ongoing infrastructure and specialist operations for self-hosted systems.
A lower model or token price can still produce a higher cost per successful outcome if it requires more retries or review. Conversely, a managed product’s price alone does not show whether it will reduce the total cost of the workflow.
How should we compare the options?
- Define one task and success measure. Specify the outcome, acceptable error rate, and when a person must review, override, or reject output.
- Set a baseline. Where practical, measure the current non-AI workflow. Compare candidate options on the same representative cases, including difficult and sensitive examples.
- Run the smallest useful proof of concept. Record quality, latency, failure modes, user acceptance, integration effort, and staff review time. Stop if the candidate does not meet the task’s requirements.
- Estimate the full cost at expected usage. Include the fees, compute, storage, engineering, data preparation, integration, security, monitoring, retries, human review, incident response, and upgrades relevant to each option.
- Check data handling and contractual fit. Review classification, retention, region or residency obligations, provider access, use for training, deletion, and contract terms for the actual workflow. A public application and an API can have different data flows; an API may offer additional controls, but data sent to it still goes to the provider.
- Assign owners and keep testing. Name accountable owners for data, model choice, application code, deployment, testing, monitoring, and incidents. Evaluation should continue after launch.
How do privacy, security, and accountability change the choice?
Start with the data the task needs and who will handle it. For sensitive information, compare the provider’s retention and training terms, access controls, region, logging, and contractual commitments against your obligations. Do not assume an API is private simply because it is not a public-facing chat application, or that self-hosting eliminates security risks.

Model deployments also involve more than the model maker. Partnership on AI maps an ecosystem that can include compute and cloud providers, data providers, model providers, model hubs and hosting, model adapters, application integrators, distribution platforms, and MLOps and evaluation providers. For an adapted or hosted model, identify who is responsible for each layer and how failures move between them. See Partnership on AI’s map of the AI ecosystem.
OpenAI’s deployment guidance recommends publishing usage rules, enforcing them, evaluating behavior, documenting known weaknesses, and gathering stakeholder input. These are useful deployment practices across sourcing choices, but the page is provider-authored and notes that its principles evolve. Read OpenAI’s deployment guidance.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteCan a business use different approaches for different tasks?
Yes. A company can buy a finished tool for a common, low-risk workflow, use a commercial API inside a product, and reserve controlled or adapted deployments for work where the need warrants the extra responsibility. Each route should have clear ownership, evaluation, monitoring, and data controls.
A 2026 paper on government LLM strategy describes pluralistic approaches that use commercial models for commodity or non-sensitive work while pursuing more control for critical, high-risk, or strategically important applications. Its dimensions include sovereignty, safety, cost, resource capability, cultural fit, and sustainability. This is public-sector research; businesses can use the dimensions as prompts, not as a ready-made private-sector rule. Read the 2026 paper on government LLM strategies.
What is the practical decision?
- Buy when a mature product meets a common need and its data handling, integration, and accountability arrangements fit.
- Use a managed model when you need model capability in your own workflow and accept the provider’s data flow and terms.
- Adapt or privately host when the added control or domain fit matters enough to justify the licensing, security, infrastructure, evaluation, and maintenance work.
- Build substantially only when existing options do not meet distinctive requirements and the organization can sustain the full lifecycle.
- Use no AI when a simpler non-AI approach is safer, cheaper, or more reliable for the task.
Let a small, representative proof of concept and an explicit comparison with the current workflow decide; no sourcing label guarantees quality, privacy, security, or lower cost.
